About this file
This Single Source Justification (SSJ) document justifies a sole-source procurement for 85 HP Z2 Mini G9 workstations for U.S. Space Command's J6 Command and Control (C2) Applications. The workstations are specific server room rack-mounted units with strict technical requirements, including a Core i7 Processor, 32GB RAM, 1TB SSD, Windows 11 Pro, no Bluetooth/WiFi, and a 3-year extended warranty. USSPACECOM determined that only HP brand workstations meet their specialized imaging, configuration, and infrastructure requirements, citing significant operational risks with alternative brands.
The procurement will be conducted as a 100% small business set-aside solicitation on SAM.gov, with quotes due by 12:00 PM MST on 02 June 2025. Market research from a sources sought memorandum (10-17 April 2025) confirmed 13 small business and 2 large business vendors could provide the product, but none had the workstations on existing federal supply schedules. The contracting activity is the 21st Contracting Squadron at Peterson Space Force Base, with the acquisition falling under NAICS code 541519 and a small business size standard of $34.0M. The expected delivery is approximately 60 days after receipt of order, with an industry-standard one-year warranty and optional three-year extended warranty.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 21CONS/PKA
Project/Program Name: JOC NIPR / SIPR Refresh
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
USSPACECOM has a brand new requirement for 85 workstations for J6 Command and Control (C2) Applications. These workstations will replace existing workstations on the J6 C2 network. The existing infrastructure and operational requirements necessitate that the hardware must meet stringent requirements. These workstations are not traditional desktop clients as they do not sit on a user's workstation. These workstations are located in the communications server room and must be a 1 for 1 replacement of existing units. The current clients at HP Z2 Mini G4's which are compact measure 8.5"x8.5"x2.28". For this reason USSPACECOM has established strict specifications.

Attachment 1 - Rack Specifications illustrates the configuration and the size requirements these workstations must adhere to. These workstations must be able to operate at a high performance due to mission and required Common Operating Picture (COP) software necessary to perform that mission.
The HP brand name is required to fulfill this requirement. In accordance with the 21st Communications Squadron and USSPACECOM/J63 guidance, there is significant operational risk associated with imaging and integrating computer brands other than HP. Due to USSPACECOM's strict information technology (IT) requirements the government has determined that the HP brand is a mission essential requirement. The newest generation of HP Mini workstations, the Z2 Mini G9 meets all of the specifications described above.
These workstations are commercially available off the shelf items to both DoD and commercial entities. Although the 21st Communications Squadron will configure and install the imaging software, the equipment is considered a
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3 commercial item IAW FAR Part 12. The expected delivery of these workstations based off current market research i approximately 60 days ARO. The industry standard warranty is one year. USSPACECOM is seeking and extended warranty on these workstations for three years, which will be an optional pre-priced CLIN, but exercised and funded if needed.
Section C: Justification for Soliciting from a Single Source or Brand Name
A sole source justification is required as the specifications and the imaging requirements limit the brand name to HP.
The HP Z2 Mini G9 workstations are the only workstations that will address all the needs for USSPACECOM.
These workstations will be located in a server room on a rack and must fit specific size requirements mandated by existing information technology (IT) infrastructure. The size requirements for the workstations must be 8.5" x8.5" x 2.28" or smaller. Although the HP Z2 Mini G9 is not the only computer potentially capable of meeting the stringent size requirements such as the Dell Precision or a Lenovo model, the imaging process poses unnecessary downtime and additional parts to even be feasible, along with the risk of incompatibility since it hasn't been tested. The HP Z2 Mini G9 is tested, approved by 21 CS, ready for imaging upon receipt and meets both size and technical specifications.
The HP brand name workstation is the only workstation equipped with drivers that are compatible with the imaging software utilized and mandated by the 21st Communication Squadron. Other systems have not been cleared or tested by the USAF, USSF, or USSPACECOM. Purchasing any other brand would come with additional risk in causing mission degradation or failure. The workstations will support USSPACECOMs Joint Operations Center (JOC). Considering the critical mission set of the JOC and the risk associated with utilizing a brand other than HP, it is in the Governments best interest to soliciting for the HP brand name.
Section D: Efforts to Obtain Competition
Traditionally, computer systems like this would be procured utilizing the CCS-3 strategic sourcing program. However due to the specialized nature of the requirement, a CCS-3 program waiver was signed by the HQ SpOC/DCG-T waiver authority. A sources sought was utilized to conduct further market research.
Based on the results of a sources sought memorandum published from 10 April 2025 to 17 April 2025, this requirement should be solicited on SAM.gov, with TAA compliancy requirements. Based on industry response, there is not sufficient evidence indicating that these workstations are available on a Federal Supply Schedule i.e. GSA 2GIT, or NASA SEWP.
Thirteen small Business vendors and two large business responding stating they could offer the required product. All fifteen vendors stated they could provide the required products but none stated they had these products on a Federal Supply Schedule. Searches on GSA 2GIt and NASA SEWP confirmed these workstations should be solicited on SAM.gov.
There is sufficient evidence suggesting adequate competition for the HP Z2 Mini G9 workstation.
A brand name justification is required as the specifications and requirements aforementioned limit the brand name to HP. The HP Z2 Mini G9 workstations are the only workstations that will address all the needs for USSPACECOM. The HP brand name workstation is the only workstation equipped with a driver that is compatible to being imaged by the 21st Communication Squadron.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Further strategic market research will be required to determine if other brand workstations will be able to fulfill the USSPACECOMs requirements. The size specifications as well as the configuration/imaging requirements currently restrict
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 3 this equipment to the HP brand workstation. The J6 IT infrastructure would need to be considerably modified to accommodate larger work stations or their minimum technical specifications would need to be changed to increase competition. Additionally, the 21st Communications Squadron would need to pioneer the imaging of additional brand names for use on the DAF network.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
