About this file

This is a Questions and Answers document containing 24 questions from potential bidders regarding an elevator modernization project at Peterson Space Force Base, with responses from the government. The project involves completing unfinished work on a freight elevator in Building 1000 that was previously started by Peak Elevators, and inspecting/certifying a passenger elevator in Building 101.

Key details include: the Period of Performance has been extended from 25 to 100 days from award, with award estimated between December 18-25; no bid bond or P&P bond is required; the project is not tax exempt; contractors must use existing equipment/materials rather than starting from scratch; six spools of wire rope are the only uninstalled equipment on site; 110V wiring and fire alarm wiring have been run to machine room cabinets only; no new cab interior finishes are required; any issues discovered during installation will require contract modification; and there will be a separate 1-year preventative maintenance period after completion. Building 101 is outside the restricted area and requires no escort, but contractors working in restricted areas must obtain badges or hire private escorts at their own expense if badges cannot be issued.

Questions and Answers

1. After visiting the site, our subcontractors noted the incomplete work done by Peak Elevators and expressed concerns, as they do not wish to be held liable for any issues arising from it. Both companies share the same viewpoint: from a technical perspective, using different equipment from various manufacturers creates liability risks. It is generally accepted in the industry that a modernization project should be handled by a single manufacturer using their own proprietary equipment. For clarification, are we expected to start the project from scratch and remove the work already completed by Peak, or is that not necessary?

RESPONSE: The government is not starting this project from scratch and will not remove any equipment installed by peak and is the intent to complete the unfinished work left from peak elevator, therefor, the project entails ordering and installing equipment appropriate to complete the modernization using the existing equipment/materials.

2. GENERAL – Can the government provide the bidding contractors with the approved submittals from the previous elevator company to assist in better understanding of scope and material needed to finish the modernization?

RESPONSE: The solicitation documents can be found under FA251723Q0111 on SAM.gov.

3. GENERAL – Is there additional equipment for the building 1000 freight elevator that is currently being stored onsite that the government can provide pictures of to the bidding contractors? Based on the site visit, there are numerous pieces of equipment that will need to be priced in order to complete the modernization and would be of benefit to the government if this equipment was onsite and available to use. In addition, can the government clarify what equipment is present onsite and what equipment is not?

RESPONSE: The only equipment found on site that is not already installed are six (6) spools of wire rope unknown size and length (about the size of a thumb and complete spools still factory wrapped) assumed it is for the main hoist system.

4. GENERAL – Do we need to submit a Bid Bond with our Proposal?

RESPONSE: No.

5. Wage Determination Sheet - Elevator mechanic rates and fringes are not clearly identified in the provided wage determination sheet. Please provide an updated wage determination sheet that includes elevator mechanic rates.

RESPONSE: If it is not covered in the service wage determination then it is up to your discretion to decide the rates and fringes.

6. Solicitation Document (Section 3: Period of Performance) – The solicitation states a 25-working day POP for this project. Based on the site visit, it was confirmed that a lot of the equipment that is needed to complete the modernization was not present onsite, more importantly the Courion door equipment. From previous project experience, Courion door equipment can be upwards of 12 months to obtain. Will the government extend the POP based on actual equipment procurement lead times after award?

RESPONSE: This has been corrected in Amendment 2. The new estimated PoP is 100 days from award.

7. PWS (Section 1: Statement of Intent) – The government is requesting the contractor to inspect and certify the passenger elevator in building 101 that was modernized by a previous elevator company. Can the contractor assume that any items that arise on the 3rd party QEI inspection punch-list will be priced and treated as a modification to the awarding contractor as it would be impossible for the contractor to include these costs in our original proposals.

RESPONSE: Any issues found during the certification will be treated as a non-warranty normal call for service repair and priced as parts (line 1) and labor (line 2) separate from this contract.

8. PWS (Section 1.1: Scope of Work) – Access was not granted to the bottom of the car or the pit on the building 1000 freight elevator during the site visit. Are the contractors to exclude any work under the existing car or pit, or can the government provide detailed pictures of these areas to the contractors?

RESPONSE: The Government requests more information on this subject as to what might be located under the cab and in the pit that would need to be included in modernizing the elevator, as it stands the only thing under the cab are stop springs and are not included for this project.

9. PWS (Section 1.1: Scope of Work) – Can the government confirm that all assisting trade work (i.e.; electrical, fire alarm, plumbing, mechanical) is complete on the building 1000 freight elevator and that bidding contractors are to exclude any of this work from their bids?

RESPONSE: Government can confirm that 110 volt wiring for cab lighting and all fire alarm wiring has been run to machine room cabinets only, any wiring from controller cabinets to cab has not been run, (IE) floor select push buttons and actual cab lighting on the cab has not been run as well as each floor call button and indicators or emergency phone/intercom also has not been run. And will be the responsibility of the contractor to run aforementioned uninstalled electrical.

10. PWS (Section 1.1: Scope of Work) – Can the government clarify if the bidding contractors are to include new cab interior finishes (walls, ceiling, floor) within the building 1000 freight elevator?.

RESPONSE: No finishes to be installed. just cab lighting and push button control.

11. PWS (Section 1.1: Scope of Work) – During the site visit, teams were not able to fully troubleshoot or confirm functionality of the equipment that was installed by the previous elevator company. How will the government handle issues that may arise from issues (faulty equipment, improper installation, etc.) with the previously installed equipment?

RESPONSE: Any issues discovered during new installation and certification will require contract modification at time of discovery.

12. Can the original Solicitation be provided. With the current state of the project we want to ensure everything is captured from the original solicitation that may not be reflected within the SOW 1.1 (a-m)

RESPONSE: If it is not identified in the PWS then it is not required for this project.

13. Will the government provide all shop drawings and product data sheets submitted for approval/For Record only.

RESPONSE: Yes

14. The Solicitation states a POP of 25 days. We believe this will not be possible due to material lead times and the current state of the project. Would the government consider extending the POP to 250 days for the freight elevator if the contractor prioritizes the inspection and certification of the operational Bld. 101 Passenger Elevator?

RESPONSE: See question #6 additionally the government believes the passenger elevator in Bldg 101 can be inspected and certified sometime during the lead time and delivery of freight elevator parts.

15. Typically Elevator mods have a significant amount of work by others and occasionally a full design team. Can The government confirm no work for other systems will be needed. Such as Elec, FA, Fire sprinkler, LV/IT, HVAC, TAAB, access control/ CCTV, and all design/engineering.

RESPONSE: Government can confirm 110 volt cab lighting and fire systems wiring has been run to machine room cabinets only, tether/ambilocal has not been run from controllers to cab.

Access control has been run to each floor but will need to be programed to door controllers for use access. No HVAC has been noted as being needed.

16. Please confirm when the POP will begin?

RESPONSE: The PoP will start at time of award. Award is currently estimated to be executed between 18 December and 25 December.

17. Would the POP of the project not be the length of the Preventative Maintance?

RESPONSE: No, the first PoP for this requirement is the Freight Elevator modernization and Passinger Elevator certification portion. The second PoP (1 year) of preventative maintenance for the Freight and Passenger elevators will start after acceptance of freight elevator completion.

18. Is the bldg. 101 passenger elevator within the restricted area requiring an escort?

RESPONSE: No, building 101 is outside the restricted area no escort required.

19. Will the government please extend the proposal deadlines and allow a window for a 2nd round of RFI's after issuing the first Q&A Responses?

RESPONSE: This is an urgent requirement and time does not allow for a second round of RFI’s.

20. For the most competitive pricing Please provide project "as-builts" that are available for the work currently installed. If not, will the government allow a initial site discovery period to address any omissions and/or errors from the initial SOW

RESPONSE: No as-builts are available for work already completed. A site visit was provided to allow offerors to inspect the site prior to providing a quote.

21. Please confirm the project is tax exempt?

RESPONSE: No.

22. Will a bid bond or a P&P bond be required for this project?

RESPONSE: No.

23. Please confirm there will be no additional costs to the contractor when applying for a escort badge.

RESPONSE: Escort badging is currently longer than 6 months if not already in “DISS” and have never held a clearance before – there is never any additional cost to be incurred for badging. If a badge cannot be issued to approved personnel, a private escort will be required and paid for by the winning contractor. An approved escort company list can be provided.

24. Are there items the government expects to see for the technical approach of the proposal besides the formatting requirements? Or is that area to be completed to our discretion?

RESPONSE: Please see COMBO section 11 for all evaluation criteria. The actual technical approach can be submitted at the vendors discretion.
