Part I – Technical Documentation Part II – Price Quote

Format and Specific Instructions.

A. PART I – TECHNICAL DOCUMENTATION

Vendor shall submit technical information to confirm the items requested will be provided as stated in this Combined Synopsis/Solicitation (see Table 1). All quotes must include the following technical information.

The quote must also include the following with their submission or reference to therein:

B. PART II – PRICE QUOTE

The quoter shall either submit on company letterhead a quote identifying the unit price, total line-item price, total overall price, and lead time for all CLINs or fill in Table 1.

52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021) The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, technical and price factors will be considered. The following factors shall be used to evaluate offers:

Part I – Technical Documentation Part II – Price Quote

Award will be made based on the competitive quote that has an acceptable technical rating and price determined to be fair and reasonable. If any technical factors are determined to be unacceptable, that quote will not be evaluated further and will not be eligible for award.

By submission of its quote, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to all solicitation requirements may result in an offer being determined unacceptable and ineligible for further evaluation. The evaluation process follows:

Step 1 – Technical Documentation Evaluation

1. Mock design – Quote will be evaluated by reviewing the mock design to ensure it includes a drawing of all covers installed onto the aircraft, how it will meet the specifications as stated in the Statement of Need, and includes a description of the type of material that will be utilized.

2. Installation plan – Quote will be evaluated by revieing the installation plan and ensuring it includes step-by-step instructions of how to install each cover.

Rating Description

Step II – Price Quote Evaluation The quoter shall have either submitted on company letterhead a quote identifying the unit price, total line-item price, total overall price, and lead time for all CLINs or filled in Table 1.

2. Basis of Award:

First, the government will go through all the quotes submitted and review them for completeness. Any quotes missing the required elements stated in this solicitation will not be considered for evaluation.

Next, those quotes deemed complete will be arranged by total evaluated price for CLIN 0001 from lowest to highest. The lowest total evaluated price for CLIN 0001 will be ranked first, followed by the remaining quotes in order from lowest to highest.

Finally, the first ranked technically acceptable quote with the lowest total evaluated price for CLIN 0001 will be sent to the end user to evaluate it for technical acceptability. If technically acceptable and lowest evaluated price vendor receives an “acceptable” rating from the end user, that quotation represents the most advantageous quote to the Government, evaluation of that quote is complete, award will be made to that vendor, and the evaluation process will stop. If the lowest evaluated priced, technically acceptable vendor receives an “unacceptable” by the end user, evaluation of that quote will stop, and the Government may not award to the quoter. In that instance, the next lowest evaluated priced vendor will be evaluated using the methodology above and the process will continue (in order by price) until a technically acceptable vendor is evaluated to have an “acceptable” technical rating, or until all vendors are evaluated.

Conversations conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for a quote revision. The Government intends to award a contract without discussions (while keeping with FAR Part 12 and 13). The Government, however, reserves the right to conduct discussions if deemed in its best interest.

In the case that a discrepancy exists between the addendum to FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services and the addendum to FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, the evaluation criteria in the

Rating Description Acceptable Quote meets all the technical documentation criteria and the requirements outlined in the Statement of Need.

Unacceptable Quote does not meet all the technical documentation criteria and the requirements outlined in the Statement of Need.

addendum to FAR 52.212-2, Evaluation – Commercial Products and Commercial Services will take precedence.

All FAR provisions/clauses in the basic GSA contract are applicable to this solicitation and flow down to the delivery order.
