RFI #1 B2025 Cooling Towers Repairs

1. PWS para 1.4.5 – can an equivalent product to CIM be used?

a. An equivalent urethane product would have to be approved prior to approving proposal.

2. Will the stainless-steel frames need to be replaced as well or is it just the grates?

a. The steel frames of the intake louvers/media can be reused.

3. What are the hours the work can be done?

a. Per PWS paragraph 6.1, work hours are 0700-1700.

4. Will the contractor be responsible to drain the towers, or will CE drain them?

a. Contractor shall drain cooling towers.

5. Is the expectation/requirement to coat the entire basin or just the seams only?

a. Per paragraph 1.4.5, contractor shall coat the entire basin to form a liner with CIM

1000 or equivalent urethane.

6. Can just the seams be epoxy coated (caulking the void and adding a 6” to 8” seam coat)?

The leaks are coming from the seams where the basin is bolted together and the gasketing has failed. Coating the entire surface would have no benefit for the longevity of the tower.

a. Per paragraph 1.4.5, contractor shall coat the entire basin to form a liner with CIM 1000 or equivalent urethane. Note modified paragraph 11.3 to require contractor to warranty the project with parts and labor for a period of five years.

7. Will we be repairing one cooling tower at a time?

a. Per PWS paragraph 1.4.7, contractor shall work on one cooling tower at a time to ensure uptime of condenser water.

8. Will we have lock outs on the fan disconnect?

a. Contractor may utilize lockout devices on cooling tower fan service disconnects. If lockout devices are used, tagout must also be placed.

9. We will use Rydlyme to dissolve the scale build up and then use high pressure water spray and heated water to remove remaining buildup. Can the water and dissolved scale be put down the drain line to the sewer or will it have to be disposed of off-site? Rydlyme is safe and non-hazardous with a health risk of zero.

a. Yes (DR reviewed SDS & manufacturer’s specification sheet.)

10. Can a dumpster be delivered to the cooling towers area for disposal of old air inlet louvers and some of the water waste from the coating process?

a. A roll-off dumpster may be delivered to the site after coordinating placement & time frame with facility manager.

11. Is the product Tower Shield acceptable as a substitution for CIM?

a. No, CIM is urethane and Tower Shield is epoxy having different characteristics.

12. Are we required to replace the fill or clean the fill?

a. If you are talking about the intake filters/media fill, then paragraph 1.4.2 requires replacement.

13. Is it possible for the maintenance team or in-house mechanical contractor to isolate and shut down the tower prior to servicing?

a. Contractor will require coordination with our HVAC Shop to isolate and shut down the tower prior to starting work.

14. Can you provide pictures of the cooling towers and basins?

a. We will provide list of pictures.
