About this file

This document is a Request for Special Wastewater Discharge to POTW issued by the Colorado Springs Utilities Industrial Pretreatment Program. It outlines the information required to obtain approval to discharge process wastewater into the sanitary sewer system. Key requirements include providing a detailed project description, identifying alternative disposal options, submitting relevant material safety data sheets, and providing results from water quality sampling. The document also specifies local pollutant discharge limitations that must be met. If approved, additional discharge requirements may be applied, such as monitoring, use of frac tanks, and best management practices. The related federal contract opportunity is a Request for Quotation (RFQ) issued by the 21st Contracting Squadron of the Department of the Air Force Space Command for PFAS wastewater treatment services. This is a 100% small business set-aside with a NAICS code of 562910 and a $25 million size standard. Responses to the RFQ are due by September 10, 2024.

Colorado Springs Utilities Industrial Pretreatment Program

Request for Special Wastewater Discharge to POTW

Please provide the following information in writing (email is acceptable) to the Colorado Springs Utilities Industrial Pretreatment Program if you wish to pursue the sanitary sewer as a wastewater disposal option:

1. Description of the project, including a detailed description of the source of the process wastewater, whether wastewater origination is within or outside of Colorado Springs Utilities wastewater service territory, total volume or flow rate expected, discharge duration (start day/time and end day/time), requested discharge location, and any other pertinent information to characterize the wastewater.

2. Discussion of other available disposal options (e.g. direct discharge under a construction dewatering permit, reclamation, individual discharge permit from CDPHE, off-site disposal, etc.)

3. Relevant material safety data sheets.

4. Any expected or proposed pretreatment prior to discharge (if authorized).

5. Discussion of why disposal via sanitary sewer warrants approval, and why Colorado

Springs Utilities’ sanitary sewer is the best disposal option in the opinion of the applicant.

Include a thorough discussion of the environmental issues at play.

6. Attach results from at least one representative water quality sample of the process wastewater (total fraction, in mg/L). Include data for the following parameters: arsenic, cadmium, chromium, copper, fluoride (non-distilled), lead, manganese, mercury, nickel, selenium, silver, zinc, BOD5, TSS, and ph. Oil and grease analysis is required when a visible sheen is present. Additional data may be requested for evaluation purposes, including other physical, chemical or biological properties of the wastewater, such as flashpoint, organic pollutants, color, etc.

7. At a minimum, the discharge must meet the following local limitations from the City Code of Colorado Springs, Chapter 12, Article 5 (Section 12-5-703):

DISCHARGES TO THE LAS VEGAS STREET WASTEWATER

TREATMENT FACILITY

POLLUTANT MG/L LBS/DAY

ARSENIC (TOTAL) 0.062

CADMIUM (TOTAL) 0.480

CHROMIUM (TOTAL) 0.733

COPPER (TOTAL) 2.90

FLUORIDE (NONDISTILLED) 56.3

LEAD (TOTAL) 1.41

MANGANESE (TOTAL) 15.3

MERCURY (TOTAL) 0.0032

NICKEL (TOTAL) 1.79

SELENIUM (TOTAL) 3.48

SILVER (TOTAL) 0.192

ZINC (TOTAL) 13.4

Industrial Pretreatment Program

DISCHARGES TO THE J.D. PHILLIPS WATER RECLAMATION

FACILITY

POLLUTANT MG/L LBS/DAY

ARSENIC (TOTAL) 3.35

CADMIUM (TOTAL) 0.323

CHROMIUM (TOTAL) 8.34

COPPER (TOTAL) 3.33

FLUORIDE (NONDISTILLED) 282

MERCURY (TOTAL) 0.022

NICKEL (TOTAL) 19.6

SELENIUM (TOTAL) 1.96

SILVER (TOTAL) 0.183

ZINC (TOTAL) 19.6

Notes:

- Daily pollutant loading from the discharge must be less than 50% of the mass-based loading limitations listed above for cadmium, manganese and selenium.

- The reporting limit for the data must be low enough to determine compliance with the limitations listed above. Non-detect data at reporting limits greater than the concentration-based values above will not be accepted.

Charges for disposal will be based on the applicable liquid waste hauler tariff rate, or appropriate commercial wastewater disposal tariff rate.

If a discharge authorization is granted, additional requirements may be applied to the discharge, including (but not limited to) discharge location criteria, spill controls, personnel safety PPE, additional water quality monitoring, and/or application of best management practices (such as use of frac tanks for settling, routine observation of the discharge water for evidence of a visible sheen of oil/grease, or others).
