These are the questions submitted by vendors to date, 07/19/2024

I am with NW Tel, We will be providing a proposal for the 21 CS Bdlg. 350 ISP – Phase 1 and 2 installation project. We have a few questions about the electrical requirements.

The questions are as follows:

CLIN1: Existing Racks #3 and #4 in CR 1254 of Zone #3 on 1st Floor.

1. How far away is the closest Electrical room? Approximately 40ft

2. Is there breaker space available in 120/208 panel for (2) 1p30 breakers and (2) 2p30 breakers? Please take picture of the panel showing the breakers. Yes, room 1255 right behind 1254 has spare slots in panel ILG and ILF.

3. Are there drop ceilings between Electrical Rooms and Data Rooms? NO

CLIN2: New Racks #1 and #2 in CR 2126 of Zone #4 on 2nd Floor.

1. How far away is the closest Electrical room? 40 feet

2. Is there breaker space available in 120/208 panel for (2) 1p30 breakers and (2) 2p30 breakers? Please take picture of the panel showing the breakers. In room 2146, RP2 has spare slots.

3. Are there drop ceilings between Electrical Rooms and Data Rooms? No

3. Are there drop ceilings between Electrical Rooms and Data Rooms? Yes

CLIN4: Existing Racks #3 and #4 in CR 2243 of Zone #6 on 2nd Floor.

1. How far away is the closest Electrical room? 20 feet

2. Is there breaker space available in 120/208 panel for (2) 1p30 breakers and (2) 2p30 breakers? Please take picture of the panel showing the breakers. In room 2240 there are spare slots in panel 2LF

3. Are there drop ceilings between Electrical Rooms and Data Rooms? No

DataComm Cabling, LLC The following are questions pertaining to the Peterson SFB CONS Building 350.

1.Would an extension be granted for the due date – One additional week? No, Vendor will have to submit their proposal to extend the POP to the Contracting Officer and provide a justification for the extension.
2.In the MDF- Would the Government prefer Separate Fiber Optic Display Panels (1U’s) for each fiber run or all in One Single Fiber Optic Display Panel (4U). Vendor will utilize vacant space in fiber panel in the MDF. Vendor will have to purchase a 2u fiber patch panel to go into the spare slot existing in MDF and label to show which CR the 12 strand fiber room.

Additional question for Peterson SFB CONS Building 350:

In reference to 4.10 Ethernet Switches.

We would like the Government to clarify the equipment per CLIN that is easier to verify for CLIN 4 and CLIN 3 please:

4.10 Ethernet Switches. The Contractor shall procure two (2) Cisco Switch Catalyst 9407R Chassis (Part#: C9407R-96U-BNDL-A), five (5) 48-port POE+ line cards (Part#: C9400-LC-48P), four (4) SFP modules (Part#: SFP-10G-LRM), and eight (8) 3200W AC power supplies (Par#: C9400-PWR-3200AC) and provide to the 21 CS/SCOI for configuration and installation in the rack #3 in the CR 1254 for the CLIN1 Zone #3 and in the rack #3 in the CR 2243 for the CLIN4 Zone #6. The Contractor shall coordinate with the 21 CS/SCXP and SCOI to verify prior to procurement.

The Contractor shall procure one (1) Cisco Switch Catalyst 9407R Chassis (Part#: C9407R-96U-BNDL-A), one (1) Cisco Switch Catalyst 9410R Chassis (Part#: C9410R-96U-BNDL-A), five (5) 48-port POE+ line cards (Part#: C9400-LC-48P), four (4) SFP modules (Part#: SFP-10G-LRM), and eight (8) 3200W AC power supplies (Par#: C9400-PWR- 3200AC) and provide to the 21 CS/SCOI for configuration and installation in the rack #1 in the CR 2126 for the CLIN2 Zone #4 and in the rack #1 in the CR 2030 for the CLIN3 Zone #5. The Contractor shall coordinate with the 21 CS/SCXP and SCOI to verify prior to procurement.

RFI Questions CS Bldg. 350 ISP Phase I and II

Questions:

1.Is this project tax exempt? No
2.How much time should be given for unforeseeable delays? (Reference Section 2.4 Down Days). Base Closures are usually for one day at a time, but, there could be early release due to inclement weather that we will have to account for during the contract POP.
3.Is there a location for a dumpster? No. PWS 3.14 states the contractor shall be resposnsible for off base disposal of residues and removed equipment IAW the Base POC(SCXP)
4.Is there a location for contractor parking at the project site? The parking area around B350 is first come first served.
5.Can the TRs be used as on-site material storage or will onsite storage need to be provided? I am assuming (TRs) is trailer be used for on-site material storage: Yes. If trailer requires to be secured, 21CS has a cable yard for this purpose to store materials and/or trailer.
6.What is the MHz requirement for the CAT-6 cable to be installed? 500 MHz
7.What areas will be most affected by the parameters of the cutover? (live, afterhours, zones, etc.) Reference Sections: 2.3, 4.3, and 4.4. All areas will be most affected by cutover. 21CS/SCXP will coordinate after hours work requests with the Building Manager of B350.
8.Are there any areas within the zones that cannot be down during normal business hours? No. Per PWS 4.3, The Contractor shall coordinate planned outages with the base POC (21CS/SCXP) at least 2 calendar days in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
9.Can a temporary pathway be installed? Any restrictions with using temporary pathways? 21CS/SCXP does not have a problem with contractor installing a temporary pathway. We ask that this temp pathway be set up nearest the existing cable tray.
10.Is the following sentence in section 4.8 referring to main cable tray in hallways or any newly installed cable tray? “The ladder cable trays and center spline cable trays shall not be utilized.” 4.8 states the contractor to reutilize all existing all cable support hardware and 21CS or during the site survey we did not come across any center spline cable trays.

The reason for this question is because this portion of the same Section (4.8) states, “the install and/or reutilize of cable support hardware such as trays/troughs, cable tray riser, J-hooks, ladders, cable dropouts, conduits, etc. to support cable runs for the entire CAT-6 premises wiring upgrade in the Zone #3, Zone#4, Zone #5, and Zone #6 per Industry and Installation standards.”

11.Does any portion of the current cable tray system need to be replaced as part of this project? If so, can the sections that need to be replaced or not able to be reutilized be shown on scaled drawings? No. During the Vendor site survey, no one identified the cable tray system required to be replaced.
12.Can scaled electrical drawings be provided? What existing circuitry is in the CRs for racks (120/240 VAC) and the Electrical Rooms (panels/breakers)? Current panel loads, Electrical Room locations, open breaker slots, etc.? 21CS/SCXP will have a representative from 21CES Electrical shop during the Vendor site survey for the Electrical Installation to each CR. To answer any of these questions.
13.Since the current system is being removed, what is the intent of the following? Referencing Sections: 4.12.3, 4.12.4, 4.12.5, 4.12.6; “For voice connections or feeders to the Telco carrier in the CR, the Contractor shall re-route the existing voice cables from the Telco carrier’s 110 punch-down blocks to the rack #2 and terminate them to the Cat-6 patch panels installed for voice.” The new installation of Cat 6 infrastructure will replace the existing voice drops. All existing voice cables going to 110 blocks in each CR will be demoed.
14.Can the requirements for this section be provided? Referencing Section: 4.13 Restoration. The Contractor shall restore all disturbed grounds/base property to the “as found” condition or better after installation. Base grounds/property restoration requirements shall be complied with. This one statement for restoration of all disturbed grounds is considered for Outside Plant. Vendor will be responsible for base property restoring to “as found”, anything moved on a person’s workstation, i.e., photos, flowers. Staplers.
15.Can the documents referenced in Tables A-1, A-2, and A-3 (without site links) be provided as part of the Addendum? The reason for this is because these standards may affect time or underlying costs that will need to be covered in the quote for this project. Referencing Appendix A: Applicable Documents and Standards. It is the Contractor's responsibility to identify and obtain applicable standards proposed for the project in the Performance Work Statement (PWS).

The following tables are not all-inclusive lists of standards. The contractor shall obtain and comply with any other applicable manuals not identified in these tables that would be required to meet industry standards.

16.What power cord model is needed for the Cisco power supplies? 30 Amp Twist Locks
17.Which Cisco network and DNA subscription licenses are needed? Please use cisco virtual smart account for the licensing “SPoC-1st CS-N.”
18.What should be the subscription term (3/5/7 years)? 3 years
19.Each Cisco chassis bundle includes 2 line cards, do they want (8) C9400-LC-48P line cards that are included with the 4 bundles (2 line cards per chassis) and then an extra (2) C9400-LC-48P line cards totaling 10 line cards? Two line cards per chassis.
20.Each Cisco chassis bundle defaults to a single supervisor - C9400X-SUP-2XL but the C9400X-SUP-2 is an option as well. Do they want the default C9400X-SUP-2XL supervisor? C9400-Sup-2.
21.Each Cisco chassis can have a redundant supervisor, do you need a redundant supervisor for any of the chassis? No

What type of power outlet do you want. Would it be located in the rack or in the comm room? PWS 4.7 - The Contractor shall provide and install two (2) new dedicated 120VAC 30A NEMA L5-30R twist-lock single-receptacle outlets etc.

1) What are the specific work hours which the project can be executed? PWS 2.3 Hours of Operation

1.1 2) Are there any restrictions on work during weekends or holidays? Per PWS, any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the CO and designated base Point of Contact (POC) in advance for pre-approval, and The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the base POC (21CS/SCXP)

3) Will there be any on-site facilities storage for materials. If not is there a lay down area we can place a Connex box. 21CS/SCXP will provide access to Cable yard for a connex box or trailer.

4) Will there be any office space available for the project team? Vendor PM will have access to 21CS/SCXP office workspace to work out of during the Project.

5) Will there be a need for any special access or security clearances required for the installation team to access building 350 and/or Peterson SFB? No security clearances are required for this project.

6) Will the 21st CS (government) identify (mark or label) all existing Copper or Fiber cabling required to be removed? All existing cables will be removed during the demolition phase of the contract. There is no existing fiber to be removed during the demolition.

7) Are there any specific rack models or manufacturers preferred or required? 21CS request vertical and horizontal cable management.

8) Where are the existing power sources located for the new outlets? Contractor will coordinate POC for 30 Amp twist lock location nearest the rack and require a vertical PWS inside the rack.

9) Where is the existing electrical panel or distribution board that can be used for the new circuits, in CR:

a) CR1254 – Rm 1255, panels ILF or ILF, distance from CR is 40feet

b) CR2126 – Rm 2146, panel RP2-4, distance from CR is 30 feet

c) CR2030 – Rm 2021, panel RPP2-3, distance from CR is approximately 125 feet

d) CR 2243 – Rm 2240, panel 2LF, distance from CR is 40 feet

e) or will a new panel be required? N/A

10) For the electrical circuits can you please identify the manufacture and model number of each electric panel we will be running to. 21CS/SCXP will coordinate with 21CES for a walk through of each electrical room, when Vendor is on site.

11) Do all electrical panels have spare breaker openings to be able to add circuits. Yes, answered in question 9

12) If the electric panels do not have space is it the intent for the contractor to add an additional breaker box next to the old. If so how many of these do we have to do. N/A

13) If we have to add new panels what size breaker box does it need to be. N/A What is the distance from each new outlet to the electrical panel. Answered in question 9.

14) What are the exact routing requirements for the EMT tubing and electrical feeders/extensions? Contractor will coordinate with 21CS/SCXP and 21CES Electrical shop when on site.

15) Are there any constraints or obstructions within the facility that may impact the routing of EMT tubing? No.
