27 August 2024
MEMORANDUM FOR RECORD
FROM: 21 CONS/PKB
135 Dover Street, Suite 2225 Peterson SFB, CO 80914
SUBJECT: FA251724Q0064, Water Treament Site Visit Meeting Minutes
1. This meeting was held by the 21st Civil Engineering Squadron (21 CES) and the 21st Contracting Squadron (21CONS) along with vendors from industry. The purpose of the meeting was to allow industry the opportunity to view the water treatment facilities and infrastructure and ask questions. The following individuals were in attendance:
NAME ORGANIZATION
MSgt Eric Wienke 21 CONS SSgt Anna Moritz 21 CONS Daniel Flores 21 CES Mike Whal 21 CES Nicholas Wright Summit Labs Steve Waterhouse Summit Labs Daniel Escobar JDK Global John Rosine Citrine Jason Anderson Chemtex Daniel Worley Chemtex
2. The meeting began shortly after 0900. The meeting began at cooling towers 11 and 12 which are located to the South of Bldg. 100. It was noted that some scaling was present on the exterior, but it was also pointed out that the environment these systems are in is somewhat harsh.
However, there is adequate safeguards such as strainers in place that have been effective thus far.
There is a heat exchanger located close to the cooling towers but that is not part of this requirement. There is no glycol supply associated with these units as well. Additionally, there are no chillers tied to these units.
3. Next, the site visit moved to the chemical treatment plant (Bldg. 103) which was located about 50 feet to the West of the coolers. A class D license is required for testing. A potable testing point (sink) is in this facitily. All of the chemical treatment and accositated systems are staying and will be available to the contractor under the new contract.
4. At this point, the site visit transitioned to inside the Cheyenne Mountain Complex. Cooling Towers 6-10 were the first systems visited. These are the cooling towers which will require a newly installed chemical deliver system installed within 30 days of contract award. Like most systems in the mountain, supply is delivered either by spring/reservoir or by public works.
5. Next, the team visited the generator room where a closed loop system (CLIN 0002) was present. The closed loop system here was for condensed water. On the way to the domestic water, the Government pointed out a second potable test point (sink) along the ramp leading down to the domestic water. Once there, the team examined the domestic water infrastructure. It was discussed that throughout the complex, the current contractor has utilized smaller containers (as small as 5 gallons) versus larger drums. This is due to the unique layout of the mountain complex. Delivery can be coordinated with security, but it is not feasible to use large containers that require the use of lifts. There are some lift points throughout the complex that are linked together, but at some point, the chemicals would have to be transferred by dolly or even by hand to get all the way to the domestic water area. There is space and containment in this area for the contractor to stockpile extra chemicals as needed.
6. The next location visited was the auxillary towers, or cooling towers 2-4. It was noted there is no cooling tower 1. Here there is a single chemical treatment delivery system for the three units.
This will also stay in place and be available to the new contractor. The next two locations visited was the chiller bay and a closed loop system that serviced boilers. Nothing notable was discussed or pointed out at these locations. On the way out of the complex, the last potable testing point was shown to the vendors while in the administrative portion of the complex. This test point is tucked away in a janitor’s closet.
7. The last site visited was Bldg. 617. This structure is located about halfway down the access road between the main complex entrance and the visitor center. The building is within a recreational area. This structure serves as a small fitness center and has a potable testing point in the locker room.
8. Vendors were reminded that all questions were due in writing before 28 Aug at 1:00 P.M.
MST. Questions can be emailed to the contacts assigned to this notice. Lastly, funding does exist for this requirement; however, we were advised that we need to try and obligate funds by 18 September or risk losing them. This notice originally had a closing date of 16 September. The Government proposed to the vendors at the site visit if moving this date up to 11 Septemeber was feasible. Everyone in attendance agreed that if the Government responds to the questions close to thebeginning of September that quotes could be ready by then. Therefore, an amendment will be forthcoming to this notice to change the due date to 11 September.
