1.0 DESCRIPTION OF SERVICES: (1) Removal and disposal of existing carpet and wall base in the rooms listed throughout Building 361 (B361) Space Delta 7 Headquarters (DEL 7 HQ) (specific rooms listed in Appendix B). (2) All labor, material, equipment, transportation and storage required to install new carpet and wall base for the rooms listed in Appendix B. This equates to about 5,967.5 sq-ft of area.

1.1 SPECIFIC REQUIREMENTS: The contractor shall provide the above detail in accordance with Appendix A and Appendix B, which illustrates the B361 floor plan and lists approximate square footage of carpet areas per room; contractor is responsible for all field measurements prior to ordering the materials; Appendix C shows carpet colors from each vendor on the United States Air Force (USAF) Carpet Program Mandatory Use list. The DEL 7 Project Manager (PM) will review any refinements or changes to the package.

1.1.1 REMOVAL OF EXISTING CARPET AND WALL BASE: The contractor is responsible for removal and disposal of existing carpet in the same rooms detailed in Appendix B. The contractor is responsible for preparing the flooring for receiving new adhesive, as needed. The contractor will carefully remove all existing wall base in the same rooms detailed in Appendix B, taking care not to damage the wall finish or paint above the area where the base is being removed. Should the paint or wall become damaged during the removal process, the contractor will be responsible for repairing the damages, ensuring that the repairs match the existing finish and color.

1.1.2. INSTALLATION OF NEW CARPET AND WALL BASE: B361 has very little internal storage room due to the critical shortfall of DEL 7 workspace and high numbers of personnel. Therefore, if the contractor cannot safely store materials outside the facility (there is a concreate, walled pad near the Mechanical Room entrance; see Appendix A) the contractor will need to find other storage solutions.

The carpet will be tiled. Modular furniture, or other furniture, exists in most rooms, and the contractor must use minimally invasive techniques to install carpet tiles under furniture. Care must be taken not to damage existing furniture, cabling, and especially fiber optic cables (which are often strung near the floor). Any damages by the contractor will be the responsibility of the contractor to fix or pay for (government’s choice). The building occupant will receive a schedule of rooms to service in advance, and will remove computers, roller chairs, and other easily relocatable items (does not include medium/large cabinets, refrigerators, safes, sofas, and desks), from off the floor, and will make a good-faith effort to lift cabling from off the floor (though this may be difficult or unnecessary in some cases; this will be coordinated between the PM and contractor in advance). The occupant is responsible for removing all personal items prior to work. Three server racks in the LAN Room are bolted to the concrete and it is permissible that existing carpet be left in place in a rectangular box surrounding the rack. Carpet must be of commercial grade, heavy foot traffic with equal or greater than ten years expected life, and minimum five thousand (5,000) pile density and must contain stain resistant/release characteristics. Color and pattern reference is posted in Appendix C. Carpet adhesive must contain minimal to no volatile organic compounds (VOC) to accommodate the quickest resumption of operations by DEL 7 personnel. There is no requirement for cushion. All wall base will be of long-duration/durability, at a height of at least 4” throughout (from the top of the carpet), and in a color complimentary to existing wall color and future carpet.

1.1.3. GOVERNMENT DIRECTED VENDORS: The Mandatory Carpet Initiative dictates that carpet will be purchased from one of the following vendors at Government Deviated Pricing and that pricing will be passed on. The color selected shall be from one of the manufactures Bentley Mills, Engineered Floors, Interface Americas, Mannington, Milliken, Mowhawk Inc., or Tarkett (See Appendix C for color options)

1.1.4. SITE CLEAN-UP: The Contractor will be responsible for site clean-up daily and upon work completion.

This includes but is not limited to removal and proper disposal of debris, as well as restoration of furniture to its proper/specified and uniform position in locations after the work is complete. The

Government will designate a location for a contractor provided dumpster, if necessary. Contractor is responsible for off-site disposal of removed carpet/rubber flooring.

1.2 INITIATION REQUIREMENTS: Prior to commencement of work, the Contractor and Government will agree upon a schedule for installation. The Government maintains the right to refuse any particular requested dates and the Contractor is not guaranteed consecutive installation dates. The Contractor shall not begin any work until 100% materials are in-hand.

1.3 MATERIAL DELIVERY, INSTALLATION and INSPECTION: The Contractor will be allowed to use either the front (Room 101), sides (Rooms 110 and 131) and back door entry (Room 125) for the removal or loading of carpet and materials. Due to concurrent use and operations within B361, there will be very limited pre-staging of materials within the facility. The Contractor will protect all landscape, site work, and building façade during this process.

1.4 POST INSTALLATION INSPECTION: The PM will conduct a Post-Installation Inspection after all carpet and wall base is in place. All project spaces will be inspected for completion and damage. All new damages will be the responsibility of the Contractor to repair or replace at no additional cost to the government. A single punch list will be compiled for submittal to all parties by the Contracting Officer. Post-Installation Inspection will be attended by Contractor and Government personnel.

1.5 CLOSE-OUT REQUIREMENTS:

1.5.1 PUNCH LIST/CLOSE OUT: All punch lists and punch list items will be completed within 14 days of final inspection. Any items that cannot be completed in that period of time will be addressed in writing by the Contractor. This correspondence will indicate the agreed to completion date.

1.5.2 TASK VERIFICATION/ACCEPTANCE: A Government Representative will be on site to verify all steps of installation. Contractor will provide written documents to the Government Representative for record keeping. The building occupant and Government Representative will perform acceptance inspections upon completion of all stated work.

2.0 PROJECT MANAGER & POC: The DEL 7 PM will be available throughout this project to provide direction. The PM will provide all necessary construction documents and resources at the Contractor’s request. 3.0 SECURITY & ACCESSES:

3.1 ACCESS TO PSFB: Obtain all necessary cards, passes, decals, or other items required for access to PSFB, with Government Representative support as needed. The contractor will be allowed non-escorted access to specific Government buildings on Peterson SFB consistent with Task requirements.

Submit a Visit Request Letter on company letterhead through the Government Representative at least (14) duty days prior to the scheduled visit. Letters must specify location of work being performed at PSFB. The Security POC of the company must sign the request. Letters for entry should be 31 days or more in the event of delayed entry. It will be the Contractor’s responsibility to update the list as personnel changes occur. Background checks will be accomplished on all listed personnel.

3.2 ACCESS TO B361: The contractor must be escorted into B361 at all times during work within the B361. The building users will provide escorts. Pre-coordination will be required with the PM to ensure the proper number of escorts are provided during work hours. Pre-coordination must be finalized at least six business days (M-F) before any entry into B361.

4.0 GENERAL INFORMATION

4.1 MISSION BLACK-OUT TIMES: Due to real-world mission requirements performed by DEL 7, the building user reserves the right to deny contractors entry to the facility with little or no prior notice.

Although every effort will be made by the PM to provide as advanced notice as possible, due to mission needs it is possible entry could be denied the contractor the day of, or that the escorted personnel must be removed during work hours. This is not expected or common. In the event the contractor is denied entry to the facility, the contractor is required to notify the Contracting Officer immediately.

4.2 WARRANTY: Warranty shall be provided for all products against all defects in materials and workmanship, for at least a one-year period based on manufacturer’s warranty from the acceptance date. The Contractor shall provide a point of contact to interface with the Government Purchase Card holder and/or Government Representative on issues concerning installation and warranty service.

4.3 PROJECT LOCATION: The Project Site is the Space Delta 7 HQ, Bldg. 361, 150 Dover Street, Peterson SFB, Colorado 80914. Use East Gate, off Marksheffel Road, for truck deliveries. (Note: Please check beforehand, as construction may necessitate using a different gate.)

4.4 LICENSES AND PERMITS: The Contractor shall be responsible for obtaining all necessary licenses and permits, complying with all federal, state, and municipal laws, codes and regulations applicable to the performance of the work. It is the responsibility of the Contractor to determine if permits and licenses are required by federal, state or local agencies and submit copies of any required permit to the Government.

4.5 PERSONAL PROPERTY: The building users will be responsible to relocate all personal property and office files from their current workstations.

4.6 SAFETY REQIREMENTS: Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards. The contractor shall be required to use those lifting devices that will allow for the existing furniture to be raised for the installation of the new materials requested.

4.7 AVAILABILITY OF UTILITY SERVICES: All reasonable quantities of utilities will be made available to the contractor. The Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service.

4.8 HOURS OF OPERATION: Perform work under this contract during normal hours of operation, Monday – Friday, 7:00am – 4:00pm. Pre-approval must be obtained from the Contracting Officer for changes in work hours or to schedule weekend/holiday work.

4.9 FEDERAL HOLIDAYS: The following are recognized Federal Holidays. The Contractor will not be required to work on these days.
