Performance Work Statement Sports Officials Peterson Space Force Base, Schriever Space Force Base, United States Air Force Academy 16 August 2022

1. General:
1.1. The Government intends to award a contract to one vendor capable of providing sports officials, score keepers, and time keepers for various sporting events at Peterson Space Force Base (SFB), Schriever Space Force Base (SFB), United States Air Force Academy (USAFA), and any other military installations as necessary in Colorado Springs, CO. The extent of services performed vary by installation and the contractor shall follow the guidelines of this performance work statement.
2. Description of Services:
2.1. Provide the proper number of qualified and certified officials, referees, scorekeepers, and timekeepers to officiate all adult and youth sports, IAW the rules as set forth by the United States Volleyball Association (USAVBA), National Federation Rules of Soccer, Amateur Softball Association Rules (ASA), National Collegiate Association (NCAA), National Intramural Sports Association (NIRSA), official’s handbooks, and the USAFA, Peterson SFB, and Schriever SFB by-laws for adult/youth volleyball, basketball, softball, baseball, soccer, and flag football. Schriever SFB requires services for adult programs only, Peterson SFB requires services for youth and adult programs, and USAFA requires services for youth and adult programs. Number of officials, referees, scorekeepers, and/or timekeepers for fully staffed games are stated in paragraphs 2.1.1. through 2.1.5. below. If any unforeseen circumstances arise and games cannot be fully staffed, contractor shall attempt to sufficiently staff the games so they can continue as scheduled. Officials must wear appropriate apparel and materials required in the performance of their respective service(s). Certifications must be completed in accordance with paragraph 3.6.

2.2. Contractor will be required to work weekend youth sports games under this contract. Youth sports games will occur at both Peterson SFB and USAFA throughout each year.
3. Specific Tasks and Certifications:
3.1. Two weeks prior to the start of each sports season, the Sports Director or fitness center representative will provide the Contractor a copy of the local by-laws and rules of each sport, as well as game schedules for the season. A minimum of 2 games and a maximum of 10 games at any field or facility will be scheduled for each sport on any given day.
3.2. The Contractor will conduct a pre-game inspection of the playing area. The Contractor shall notify the Sports Director or fitness center representative immediately upon cancellation of any game/match due to unplayable field/court conditions. The government reserves the right to override the contractor official field condition determination. The Contractor shall conduct a rules review with coaches and/or team captains prior to the start of play.
3.3. The Contractor is required to have the Head Official attend Sports Director’s initial coach’s meeting.
3.4. The Contractor is required to provide the installation Sports Director or representative a roster of officials, timekeepers, and timers seven (7) calendar days prior to all scheduled games. The Contractor officials, scorekeepers, and timekeepers will complete a sign-in sheet before the start of all games worked and shall submit to the Sports Director or representative. The contractor will turn in sign-in sheets daily after the completion of the last scheduled game.
3.5. The Contractor officials and scorekeepers shall sign and complete scorebooks/sheets after completion of each game, to include the keeping of total game summaries. The Contractor will submit these items, plus any written protests (if applicable), to the Sports Director or representative at the conclusion of the day’s games/matches.
3.6. Contract officials must be certified and trained through a recognized and approved Nation Governing Body (NGB) or a local training process deemed suitable by each installation’s Sport Director. NGBs include United States Volleyball Association, FIFA, United States Specialty Sports Association, National Intramural Sports Association, USA Football, International Basketball Federation (FIBA) etc. Local clinics will suffice but NGBs are preferred. Prior to the start of each sports season, the contractor will provide the Schriever SFB Sports Director, Peterson SFB Sports Director, and USAFA Sports Director a current copy of each official’s certification.
3.7. It is the responsibility of the official(s) to ensure a complete check of the field/court is made.
3.8. In the event the Contractor employs off-duty Government employees, the employees may not officiate a game in which their squadron is participating. Government employees may be absent for prolonged periods on short notice; these absences will not be grounds for poor performance.
3.9. The following are grounds for removal from performance of the contract, any official who:
3.9.1. Swears at or strikes a player/coach.
3.9.2. Has repeated documented unprofessional behavior such as: absenteeism, tardiness, and professional misconduct.
3.10. The Contractor shall develop and maintain a quality control program to ensure contracted services are performed in accordance with this PWS. Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. This quality control plan is due within 30 days of contract award. Any changes to the quality control plan after it has been submitted must be approved by the contracting officer.
3.11. The Contractor’s inspection instructions and auditing shall be prescribed by clear, complete, and current instructions. The inspection instructions shall include the specific criteria for approval and rejection of services that will be used in each inspection or audit; checklists may be used for this purpose.
3.12. The Contractor shall maintain records of all audits and inspections and make available to the government upon request. The quality records shall indicate the nature and number of observations made, the number and type of deficiencies found, and the nature of corrective action taken as appropriate.
3.13. In the case of any sports official, score keeper, or time keeper injury during performance of official duties the contractor will assume liability. The government will not assume any liability incurred by contract employees injured during sporting events.

5. Period of Performance:
5.1. The government intends to award an indefinite delivery indefinite quantity (IDIQ) contract for one base year period plus four one year option periods, and, if necessary, a 6 month extension. Total contract period of performance is estimated to begin 1 October 2022 and end 31 March 2028. Each task order period of performance may not exceed one year. Total task order performance for all option periods will not exceed past 5 years and 6 months.
6. Place of Performance:
6.1. The Front Range Sports Officials requirement will be performed at three locations in Colorado Springs, Colorado. Services are to be performed at Peterson SFB, Schriever SFB, and USAFA. Contractor shall coordinate with local Force Support Squadron no less than two weeks prior to all season start dates to determine exact locations.
7. Installation Closures and Family Days:
7.1. The Front Range Air Force installations recognize federal holidays and may designate MAJCOM family days. These days are flexible depending by location. Family Days will be incorporated by modification annually at the task order level.
8. Cancellation Policy:
8.1. If cancellation/postponement of games/matches occurs, the Sports Director or fitness center representative will contact the Contractor no less than two hours prior to the scheduled start of the games/ matches. The Contractor will receive payment if the notification is less than the two-hour notification requirement.
8.2. If games are cancelled/postponed by the Sports Director or representative due to a lack of officials, payment will not be made to the Contractor for those cancelled games.
8.3. If the Sports Director, Youth Center Coordinator or representative cancels/postpones game(s) due to inclement weather, cancellation or play of subsequent games for that day will be decided by the government representative. Rescheduled games will be sent to the contractor within 5 duty days after cancellation.
8.4. During severe weather warnings, games will be postponed depending on the severity of conditions. When lightning is within 5 nautical miles of the area, the Contractor will call a game delay until the weather moves from the area. The Contractor will notify coaches of the decision and have the players moved from the area. If severe weather strikes before the start of the game, the Sports Director is responsible for canceling/postponing games. After commencement of games, the Contractor is responsible for canceling/postponing games.
8.5. Contractor shall approve all schedule changes made by the local Force Support Squadron within 48 hours of being notified
