FA2517‐20‐R‐0006 Draft Synopsis KTR Questions 13 May 2020

1. Are Offerors to submit a completed, signed SF 1449 and, if so, where in the proposal should it be placed?

Government Response: Not required to complete a SF 1449. Proposals must be submitted in accordance with the Instructions to Offerors.

2. Are Offerors to complete and submit the Price Schedule and, if so, where in the proposal should it be placed?

Government Response: The completed Price Schedule should be included with the proposal as an attachment.

3. Are Offerors to insert their Cage and DUNS Number in those designated fields for each CLIN or will this be accomplished after award? If its to be completed by the Offeror, where in the proposal should these sections be placed?

Government Response: No it is not required to include the CAGE and DUNS on each CLIN.

4. There is no mention of a limit on number of attendees per Offeror at the Site Visit. Per the

Synopsis published to beta.SAM.Gov on Apr 20. attendance is limited to one attendee per contractor. The Atch 5, EAL Memo document has rows for up to 4 registrants. Is there a limit on the number of attendees per Offeror and, if so, what is it?

Government Response: 2 per offeror.

5. Are there any page limits for Subfactor 1 (Technical Acceptability) and Subfactor 2 (Past

Performance)?

Government Response: TBD on the official RFP.

6. "Per paragraph 8.b.ii (Documentation), Offerors are to ""Provide documentation of previous work that demonstrates a comprehensive understanding of tasks required to perform heating ventilation and air conditioning (HVAC) services."" In addition to the single summary for

Experience required under 8.b.i, what documentation is the Government expecting to satisfy this requirement?

Government Response: I think the single summary of Experience will suffice, along with technical certificates.

7. For paragraphs 8 and 9, are Offerors to submit all items as a single volume?

Government Response: TBD on the official RFP

8. Section states that the offeror is to "identify the escalation rate applied, and ensure all rates as proposed as fully burdened rates." This appears to be for CLIN's X001, X002, and X003 labor rates applied to the estimated hours. CLIN X005 can have different costs within each year that would change the total cost each year outside of a straight escalation. For example the offeror may propose up front cost for ODC's within the first year but in the out years it would be priced as replacement and not full costs each year. Because of the inconsistencies from year to year it would be difficult to provide a price in the out years that would reflect an actual escalation percentage where as in CLIN's X001 through X003 the Government would be able to see the escalation of rates and match that escalation to the percentage that the offeror would state within their proposal.

Government Response: If CLIN 0005 remains the same, no escalation will need to be included.

Please note that this CLIN is subject to change on the official RFP.

9. With regard to the Collective Bargaining Rates, shall the contractor keep the direct labor rates constant (no escalation) after the last period shown within the Collective Bargaining

Agreement?

Government Response: Yes; escalation should only be proposed for those items not subject to a CBA/SCA.

10. There are several clauses throughout this section requiring fill‐ins such as 52.204‐20 (pg 42), 52.209‐11 (pg 44), 52.204‐24 (pg 58), 52‐219‐1 (pg 61), 52.222‐22 (pg 65), and 252.209‐7999

(pg 68). Many of these fill‐in clauses are included in an Offerors' electronic Representations and

Certifications in SAM. Are Offerors to complete and submit all clauses requiring fill‐in and, if so, where in the proposal should they be placed?

Government Response: Fill in Clauses and Provisions are not required to be completed when submitting proposal.

11. This section includes DFARS 252.237‐7024, Notice of Continuation of Essential Contractor

Services (OCT 2010). Is this clause a pertinent requirement and, if required with the proposal, will the Government provide associated proposal instructions?

Government Response: This clause will be removed from the final solicitation.

12. Second sentence states "Technicians and employees requiring regular access to these buildings are required to obtain and maintain a Secret level clearance." Will there be a DD254 requiring a

Secret facility clearance and Secret personnel clearances?

Government response: No DD254 requiring a Secret facility clearance and Secret personnel clearances on the contract; just a favorable National Agency Check Investigation (NACI).

13. Attachment 4 only includes a SCA wage determination. Please provide the applicable union agreement and all Memorandum of Understandings associated with it.

14. Page 37, paragraph 8 states the proposal should be “inclusive of staffing.” Can the government clarify the type and level of staffing detail required? Are resumes required or is LCAT and level of effort sufficient?

Government Response: This primarily pertains to NORAD/NORTHCOM. Bldg. 2 Contractor shall have at least one (1) HVAC mechanic with a minimum of a universal EPA Section 608

Technician Certification and one (1) electrician with a minimum of a Journeyman’s license on site at all times; 24/7. MRB. A staffing report showing how they cover 24 hour operations should be provided. Peterson main could likely be managed by 1 to 2 personnel mainly for the PMs.

15. The pricing worksheet indicates an estimated 1490 hours for PAFB CRAC Pricing, while the Bldg.

2 worksheet appears to be based on a monthly rate.

16. Can the government provide an estimated LOE for the Bldg. 2 requirements?

Government Response: TBD on official RFP

17. Is the 1490 a hard number for evaluation, or should offerors adjust up or down to match our proposed technical approach?

Government Response: TBD on official RFP

18. The “Solicitation – FA251720R0006” document (RFP) pg. 37 “Contract Clauses Item #6” states a site visit will be held 0800 A.M. MST 19 May 2020. Are there alternative dates or provisions to account for current restrictions related to COVID‐19 precautions? Given the advantages held by the incumbent with regard to familiarity with the requirements, would the government consider release to final RFP after the site visit? That would allow non‐incumbent offerors a full 30 day period to incorporate anything learned during the site visit.

Government Response: The current site visit date will stay as is. We will consider pushing back the proposal due date to allow a 30 day period after the date of the site visit.

19. Can the government clarify how the final proposal will need to be delivered? Will hardcopy be required, and if so, how many copies and where does it need to be shipped? If email submission is requested, request you provide a POC.

Government Response: Electronic is the preferred method. The proposal shall be sent to both

20. Are there any page limitations associated with the proposal sections?

Government Response: Proposals must be submitted in accordance with the Instructions to

Offerors.

21. Is there a current government‐owned work order management system in place or is the offeror expected to fully provide that capability?

Government Response: For Peterson Main we have a work order system.

Bldg. 2; offeror is expected to fully provide a work order management system that N&NC

Facilities personnel access to provide work order requests.

22. Paragraph 2.2.1 of the services summary requires a 7 minute response time for mission critical areas. Can the government define what constitutes a valid “response” for this requirement?

Government Response: For all mission critical areas (listed in appendix) and emergency power generator failures, the Contractor shall respond within seven (7) minutes to diagnose the problem; and, restore service within one (1) hour. If restoration cannot occur within one (1) hour of initial notification, the Contractor shall advise the COR/FM on the estimated time‐ frame of restoration (repair, replace, etc.). MRB.

23. Appendix A, paragraph A.1.4.1 requires contractor to “monitor, operate and maintain the

Johnson Controls EMCS” in Bldg. 2. As this is a proprietary system, does the government have any existing relationships or contractual agreements with Johnson Controls beyond the requirements of this RFP?

Government Response: Bldg. 2 response: No EMCS contract in place; a professional relationship is extended by both 21 CES/EMCS Shop and the Bldg. 2 Contractor HVAC personnel. EMCS actions‐adjustments are tracked by EMCS Shop VIA government provided

Common Access Card (CAC). MRB.

24. Are there any affiliated unions or collective bargaining agreements currently associated with this work?

Government Response: Colorado Building Trades Construction Trades Council

25. The Project Performance Work Statement (PWS) paragraph 1.2.9.1 prohibits addition of G&A and fee to material invoices while allowing for “any special handling costs.” Given that G&A are legitimate costs, can the government provide more insight into what qualifies as “special handling costs” vs G&A? Would the government consider allowing G&A (as a reimbursable cost) on material purchases?

26. The Materials CLINs on the Draft Pricing Worksheet (CLINs 4 & 6) contain a note stating “Lump

Sum for ALL Parts to include PM's” followed by what appears to be a plug number for each CLIN.

What is meant by the acronym “PM” in this context? Are the values under CLINs 4 & 6 set numbers for price evaluation purposes?

27. Section 1.2.9.4 of the PWS states for contractor to maintain a sufficient number of parts and materials (bench stock) for normal maintenance and repairs. Can the government provide to offerors any historical information such as name of parts and materials with associated quantities defined as “sufficient” regarding the bench stock?

Government Response: No official bench stock list on hand. Contractor has been keeping a constant eye on the items Bldg. 2 uses and when levels get low N&NC orders more materials.

Bench stock items consist of spare AHU‐RTU motors, one size of each required size in use; all

AHU‐RTU fan belts sizes in use; all size lamps in use; enough electrical wire, conduit and fittings needed for a few quickly needed electrical duplex‐fourplex outlet installs; one CRAC unit sump pump. A bench stock list is welcome.

28. Per the PWS “Attachment 2 – Building 2 Equipment List”, can the government provide the installation date to offerors for the Building 2 chillers, boilers, CRAC units, air handling units, roof top units, blower coil units, VAV boxes, dry coolers, transformers, UPS System 2, and UPS

System 3?

New Side ‐ Boilers, CRAC Units, AHU’s, RTU’s, BCU’s, Dry Coolers, Interior Transformers, UPS, Old Side ‐ Exterior Transformers x 4, three replaced between 2012 ‐ 2018. One remains to be replaced by 21 CES. Awaiting 21 CES scheduling.

New Side ‐ Exterior Transformers x 2, 2005.

All VAV’s replaced ~2012.

29. Per the PWS “Attachment 3 – PAFB CRAC Equipment List”, can the government provide a complete listing of model numbers and installation dates for all building locations?
