SUBJECT: REQUEST FOR QUOTE (RFQ) FOR 21 FSS GROUP EXERCISE SERVICES.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

REQUEST FOR QUOTATION:

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. This Request for Quote (RFQ), FA2517-20-Q-9001 is for the 21st Force Support Services

Squadron (21 FSS) for Group Exercise Instructors to conduct classes at the Fitness Center on Peterson AFB, CO in accordance with (IAW) the Performance Work Statement (Attachment 1).

iii. The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2020-05.

iv. A single award will be made as a result of evaluation of quotes received. This requirement is 100% set-aside for Economically Disadvantaged Woman Owned Small Businesses. The NAICS code for this requirement is 611620 - Sports and Recreation Instruction. The size standard is $8 Million.

v. As detailed below this requirement includes the base year and four option periods. The contract line item numbers (CLINs) are detailed below in Table 1.

vi. A detailed description of the Group Exercise Services required for 21 FSS on Peterson Air

Force Base can be found in the Performance Work Statement (Attachment 1). Table 2 below lists all of the PWS appendices. It is highly recommended that quoters refer to the information found within each Appendix when preparing their quotes. These appendices outline accepted accreditation and certifications, description of classes, applicable publications and forms, and government furnished equipment.

vii. Performance shall take place at the Peterson AFB Fitness & Sports Center. Table 3 details the anticipated Periods of Performance (PoP) for group exercise services, to include four (4) option periods and one six-month extension period.

viii. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (Mar 2020), applies to this acquisition and the addendum to FAR 52.212-1 is as follows:

a. Please provide a Firm Fixed-Price Quote.

b. The quoter shall specify the associated CLIN for each item included in the quote.

c. Quoters shall complete the attached Pricing Worksheet (Attachment 2). Each deliverable must be priced within the pricing worksheet to calculate the total not to exceed (NTE) price for each period. A resulting award will be created with the above CLIN structure displayed in Table 1. Quoters shall round all calculations to the nearest dollar. A quote submitted with extended figures hidden or set to display to the nearest dollar without rounding may not be accepted.

d. Please provide a 90-calendar day acceptance period for your quote.

e. Terms and content of your quote. Quotes must be based on the terms of this RFQ. We may reject any quote that is not based on these terms in every respect. Quotes must contain all of the information described below.

f. Responsibility Determination: Information obtained from sources such as System for

Award Management (SAM) and Past Performance Information Retrieval System (PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104- 1.

g. Quoter shall submit no more than eight-pages (exclusive of pricing attachment) that addresses the required items from factor 1.

i. At minimum, offerors’ quotes shall provide an approach (i.e. method, manning, instructor certifications and experience, etc.) to meeting the minimum stated requirements in the Performance Work Statement (Attachment 1).

ii. Quotes shall be submitted via email to both points of contact listed in paragraph xvi. Hard copies of quotes will not be accepted. Soft copy formats are limited to Microsoft Excel, PDF, or Microsoft Word.

h. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Office.

ix. FAR 52.212-2, Evaluation Criteria – Commercial Items (Oct 2014).

a. The Government will award a firm fixed-priced contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:

b. Factor 1 - Technical Acceptability:

i. Technical Acceptability. To be rated “Acceptable”, the quote shall demonstrate an approach (i.e. Method, manning, etc.) to meeting the minimum stated requirements in the Performance Work Statement (Attachment 1). The quote shall address relevant experience, qualifications and certifications to successfully fulfill ALL PWS requirements. This factor must be rated acceptable to be considered for award. Quotes that receive an unacceptable rating for technical acceptability will not be considered for award.

ii. Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.

c. Factor 2 - Price:

i. The quoted price for the base period and option periods will be evaluated in order to determine if the total evaluated price is reasonable in accordance with FAR 13.106-3. Pricing for technically unacceptable quotes will not be evaluated. Offerors shall complete the Pricing Worksheet (Attachment 2).

d. Award Process.

i. First, the Government will rank the proposals from lowest price to highest price, in order to establish an Initial Total Evaluated Price (I-TEP). The I-TEP will be calculated as the sum of the contractor’s prices submitted for the base period, all option periods and all optional CLINs, including the 6-month Option to Extend Services (FAR 52.217-8). Next, the Government will evaluate the technical volumes on an acceptable or unacceptable basis, starting with the proposal with the lowest I-TEP. Any factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore not awardable. If the proposal with the lowest I-TEP is determined technically acceptable, the Government will evaluate the contractor’s price, to include all options, for price reasonableness, as described above. If the lowest priced proposal is technically acceptable and the I-TEP is reasonable, this contractor’s proposal represents the best value to the Government and award will be made to that contractor. If the lowest priced proposal is not technically acceptable, the Government will evaluate the next lowest priced proposal for technical acceptability, followed by an analysis of their I-TEP to verify reasonableness and completeness. The evaluation process will continue until reaching a technically acceptable proposal with an I-TEP that is lowest priced and reasonable, or until all proposals are evaluated.

ii. The offeror who is technically acceptable and lowest priced will receive the award.

x. Quoters are advised to include a completed copy of the provision at FAR 52.212-3, Offeror

Representations and Certifications -- Commercial Items (Mar 2020), with their offer (see Attachment 3).

xi. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition.

xii. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders (Mar 2020) -- Commercial Items, applies to this acquisition (See Attachment 3).

xiii. Provisions and Clauses. The following provisions and clauses also apply to this acquisition.

a. The Provision FAR 52.217-5 -- Evaluation of Options (Jul 1990), applies to this acquisition except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).

b. Clause FAR 52.217-8 -- Option to Extend Services (Nov 1999), the Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

c. Clause FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000), the

Government may extend the term of this contract by written notice to the Contractor within 15 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.

d. Clause FAR 52.232-18 – Availability of Funds (Apr 1984), Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

e. AFFARS 5352.201-9101 OMBUDSMAN (Jun 2016)

i. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.

When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of Quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

ii. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

iii. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, AFICC/OL-SPC, Director or Deputy Director of Contracting, 150 Vandenberg St, Peterson AFB, CO 80914, phone 719- 554-5300, Fax 719-554-5299, email afica.ks.wf@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

iv. The ombudsman has no authority to render a decision that binds the agency.

v. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

f. Additional applicable clauses and provisions can be found at Attachment 4.

xiv. RESERVED.

xv. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. All questions must be submitted no later than (NLT) 1 May 2020 by 10:00 AM Mountain Time.
