About this file
This document contains questions and answers regarding solicitation number FA251720Q0017 for ambulance services on Peterson Air Force Base and Schriever Air Force Base. The solicitation seeks one dedicated ambulance vehicle on each installation to provide emergency patient transport services. Offerors must provide a staffing plan and table addressing experience, qualifications, expertise, and approach to ensuring employee certifications are maintained throughout the period of performance. Initially, the instructions limited the technical capability statement to four pages double-spaced plus one page for the staffing table. However, amendments revised this to remove page limits and clarify submission requirements in response to concerns about providing all requested information within the original limits.

FA251720Q0017 – Q&As 25 June 2020
1) Question: Is there an expectation by the government that a third ambulance be on call to meet the base ambulance for transport off base? If this requirement is to be included in the PWS should we expect an amendment stating this? Will the crew of the standby ambulance be held to the wage requirements of Service contract act wage determination?
Answer: The contract company is not expected to provide a third ambulance to meet the base ambulance for transport off base. Per the PWS, Para 1 – DESCRIPTION OF SERVICES, the requirement reads, “this emergency patient transport service will consist of one (1) dedicated ambulance vehicle on each installation, with the backfill the vehicle in the event of mechanical or other issue in which the dedicated vehicle is unavailable.” It is up to the contractor on how they will meet the requirements of the PWS as this is a performance-based contract effort. Please reference Revised PWS, dated 08 June 2020, in Amendment 3. Any contract employee who is working on this contract or in support of this contract effort, and their labor category is subject to the Service Contract Act, the Wage Determination will apply for those positions.
2) Question: Addendum: 52.212-1 - instructions to offerors e. states: “and technical capability shall be no more than 4 pages double spaced”. A. Factor 1 -Technical Acceptability: Subfactor 1 Staffing: To be rated "Acceptable", the offeror shall provide a quote that includes a staffing plan and table (Attachment 2) inclusive of Labor Category, Proposed Hours/Work Schedule, and Number of Employees for each labor category. The staffing plan shall address relevant experience, qualifications and expertise to successfully fulfill ALL PWS requirements.
Additionally, the plan shall address an acceptable approach to ensuring employees maintain current certifications and licenses throughout the entire period of performance. On one hand the “Technical capability shall be no more than 4 pages double spaced, on the other the Technical Acceptability Subfactor 1 requires more information than can be presented in 4 pages double spaced. Please provide clarity on what the submission requirements are. Can the response to Subfactor 1: Staffing be more than 4 pages in length?
Answer: Please reference Amendment 4 posted 24 June 2020 with revised Addendum 52.212-1/-2, Section 1.4 on page 1 and Subfactor 2ii on page 3.
3) Question: Providing the requested and "required" information inside the 4 Page limit, (6 with the staffing Table), is exceedingly challenging and seems like an arbitrary limitation that will result in an incomplete Technical Capability Statement. Will the government reconsider this 4 page limit (6 with the Staffing Table) to volume II Technical Capability?
Answer: Please reference Amendment 4 posted 24 June 2020 with revised Addendum 52.212-1/-2, Section 1.4 on page 1 and Subfactor 2ii on page 3.
