ADDENDUM: 52.212-2 EVALUATION CRITERIA – COMMERCIAL ITEMS
The Government will award a firm fixed-priced contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:
a. Factor 1 - Technical Acceptability:
i. Technical Acceptability will be based on the below subfactors. Both subfactors must receive an acceptable rating for an overall acceptable rating to be considered for award. Quotes that receive an unacceptable rating may not be considered for award.
Subfactor 1: Staffing: To be rated "Acceptable", the offeror shall provide a quote that includes a staffing plan and table (Attachment 2) inclusive of Labor Category, Proposed Hours/Work Schedule, and Number of Employees for each labor category. The staffing plan shall address relevant experience, qualifications and expertise to successfully fulfill ALL PWS requirements.
Additionally, the plan shall address an acceptable approach to ensuring employees maintain current certifications and licenses throughout the entire period of performance.
Subfactor 2: Response time: To be rated “Acceptable”, offeror shall provide a plan with an acceptable approach to meet the 8 minute response time as required in Paragraph 1.1.3 of the Performance Work Statement (PWS).
ii. Quotes that do not meet all stated requirements of the solicitation may be considered non-compliant and may not be considered for award.
b. Factor 2 - Price:
The quoted price for the base period, option periods, and 6-month extension will be evaluated in order to determine if the Total Evaluated Price is reasonable in accordance with FAR 13.106-3(a). Pricing for technically unacceptable quotes may not be evaluated. Offerors shall complete the pricing data on Page 3 of the SF1449.
c. Award Process.
i. First, the Government will rank the quotes from lowest price to highest price, in order to establish a Total Evaluated Price (TEP). The TEP will be calculated as the sum of the contractor’s prices submitted for the base period and all option periods, including the 6-month Option to Extend Services (FAR 52.217-8). Next, the Government will evaluate the technical capability on an acceptable or unacceptable basis, starting with the quote with the lowest TEP.
Any Technical Subfactors evaluated as “Unacceptable” may render the entire quote unacceptable and, therefore not awardable. If the quote with the lowest TEP is determined technically acceptable, the Government will evaluate the contractor’s price, to include all options and the 6-month extension, for price reasonableness, without further consideration to any other offeror. If the lowest priced quote is technically acceptable and the TEP is reasonable, this contractor’s quote represents the best value to the Government and award will be made to that contractor. If the lowest priced quote is not technically acceptable, the Government will evaluate the next lowest priced quote for technical acceptability, followed by an analysis of their TEP to verify reasonableness and completeness. The evaluation process will continue until reaching a technically acceptable quote with an TEP that is lowest priced and reasonable, or until all quotes are evaluated.
ii. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
ii. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. Any questions must be submitted in writing no later than (NLT) 19 June 2020 by 12:00PM Mountain Time.
Quotations must be submitted by 2:00PM (MST) on 26 June 2020
