SUBJECT: REQUEST FOR QUOTE (RFQ) 21 FSS DINING FACILITY (DFAC) SUPPPORT

SERVICES

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. This Request for Quote (RFQ), FA2517-20-Q-0001 is for the 21st Force Support Squadron (21 FSS) for DFAC Support Services in accordance with (IAW) the Performance Work Statement (PWS) (Attachment 1).

iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.

iv. A single award will be made as a result of evaluation of quotes received. This requirement is a 100% 8(a) set-aside. The NAICS code for this requirement is 722310 – Food Service Contractors, Size Standard $38.5M. The PSC for this requirement is S203 – Food Services.

The Action Code for this requirement is P – Presolicitation Notice.

v. As detailed below this requirement includes four option periods and an option to extend. The contract line items numbers (CLINs) are detailed below in Table 1.

vi. A detailed description of the DFAC Support Services required for Peterson Air Force Base (PAFB) can be found in the PWS. Below Table 2 lists all of the PWS appendices. It is highly recommended that offerors refer to the information found within each Appendix when preparing their quotes. These appendices outline Government Furnished Property (GFP), performance locations, applicable standards/regulations, and historical data for workload and consumable supply estimates.

vii. Performance shall take place on PAFB IAW PWS at the Aragon Dining Facility. Table 3 details the anticipated Period of Performance (PoP) for DFAC Support Services, to include four (4) option periods and a six month extension.

viii. Addendum to: Provision at FAR 52.212-1, Instructions to Offerors – Commercial

(Deviation 2018-O0018).

a. Please provide a Firm Fixed-Price Quote.

b. The offeror shall specify the associated CLIN for each item included in the quote.

c. Offerors shall complete the attached Pricing Worksheet (Attachment 2). Offerors shall round all calculations to the nearest dollar. The quote submitted with extended figures hidden or set to display to the nearest dollar without rounding may not be accepted.

d. Please provide a 90 calendar day acceptance period for your quote. Paragraph c in this provision has been changed from 30 calendar days, to 90 calendar days.

e. Responsibility Determination: Information obtained from sources such as, System for

Award Management (SAM) and Past Performance Information Retrieval System

(PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1.

f. Offeror shall submit a quote that addresses the required items from Factors 1 and 2, detailed in FAR 52.212-2 below. Font shall be no less than Times New Roman 10 or Arial 11 pt. Quotes shall be submitted via email to both point of contacts listed in paragraph xvi. Hard copies of quotes will not be accepted. Soft Copy file formats are limited to Microsoft Excel, PDF, or Microsoft Word.

g. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer.

ix. FAR 52.212-2, Evaluation Criteria – Commercial Items (Oct 2014).

a. The Government will award a firm fixed-priced contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:

b. Factor 1 - Technical Acceptability:

i. Technical Acceptability will be based on the below subfactors. All subfactors must be rated acceptable to be considered for award. Quotes that receive an unacceptable rating for either of the subfactors may not be considered for award.

a. Subfactor 1: Repairs: To be rated “Acceptable”, the quote shall provide an acceptable approach, to meeting the minimum stated requirements in the PWS for maintenance & repair of equipment (Table 1.1 of PWS), and also include a statement that the contractor understands the requirements specified and will meet the performance standards and requirements therein.

b. Subfactor 2: Staffing: To be rated “Acceptable”, the offeror shall provide a quote that includes a staffing plan and table (Attachment 4) inclusive of Labor Category, Proposed Hours, and Number of Employees for each labor category. The staffing plan shall address relevant experience, qualifications and expertise to successfully fulfill ALL PWS requirements.

ii. Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.

c. Factor 2 - Price:

i. The quoted price for the base period, option periods, and six month extension will be evaluated in order to determine if the initial total evaluated price is reasonable in accordance with FAR 13.106-3(a).

Pricing for technically unacceptable quotes may not be evaluated. Offerors shall complete the pricing worksheet (Attachment 2).

ii. Employees subject to Collective Bargaining Agreement (CBA):

Successorship with Incumbent Contractor Collective Bargaining Agreement IAW FAR 22.1008-2(b) 41 U.S.C. 6707(c) provides that a successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor under the following conditions:

1. The services to be furnished under the proposed contract will be substantially the same as services being furnished by an incumbent contractor whose contract the proposed contract will succeed.

2. The services will be performed in the same locality.

3. The incumbent prime contractor or subcontractor is furnishing such services through the use of service employees whose wages and fringe benefits are the subject of one or more collective bargaining agreements.

4. See Attachment 5 for the current CBA.

d. Award Process.

i. First, the Government will rank the proposals from lowest price to highest price, in order to establish an Initial Total Evaluated Price (I-TEP). The I- TEP will be calculated as the sum of the contractor’s prices submitted for the base period, all option periods and all optional CLINs, including the 6-month Option to Extend Services (FAR 52.217-8). Next, the Government will evaluate the technical volumes on an acceptable or unacceptable basis, starting with the proposal with the lowest I-TEP. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore not awardable. If the proposal with the lowest I-TEP is determined technically acceptable, the Government will evaluate the contractor’s price, to include all options, for price reasonableness, as described above. If the lowest priced proposal is technically acceptable and the I-TEP is reasonable, this contractor’s proposal represents the best value to the Government and award will be made to that contractor. If the lowest priced proposal is not technically acceptable, the Government will evaluate the next lowest priced proposal for technical acceptability, followed by an analysis of their I-TEP to verify reasonableness and completeness. The evaluation process will continue until reaching a technically acceptable proposal with an I-TEP that is lowest priced and reasonable, or until all proposals are evaluated.

x. Offerors are advised to include a completed copy of the provision at FAR 52.212-3 (Oct

2018), Offeror Representations and Certifications -- Commercial Items, with their offer.

xi. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition.

xii. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or

Executive Orders (Oct 2018) -- Commercial Items, applies to this acquisition (See Attachment 3).

xiii. Provisions and Clauses. The following provisions and clauses also apply to this acquisition.

a. The Provision FAR 52.217-5 -- Evaluation of Options (Jul 1990), applies to this acquisition except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

b. Clause FAR 52.217-8 -- Option to Extend Services (Nov 1999), the Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days.

c. Clause FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000), the

Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.

d. AFFARS 5352.201-9101 OMBUDSMAN (Jun 2016)

i. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.

When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of Quotes, the source selection process, or the adjudication of https://www.acquisition.gov/ protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

ii. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

iii. iv. The ombudsman has no authority to render a decision that binds the agency.

v. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

e. Additional applicable clauses and provisions can be found at Attachment 3.

xiv. RESERVED.

xv. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. All questions must be submitted no later than (NLT) 29 November 2019 by 12:00PM Mountain Time.

Quotes are due no later 16 December 2019, by 10:00 AM Mountain Time. Ensure the RFQ number and title are referenced in the subject line. Quotes must contain the pricing worksheet (Attachment 2) detailing item price, extended price and total price, as well as documentation that addresses the required items from the PWS.
