REPLACE DFAC WALK-IN REFRIGERATORS & FREEZER
Answers to Questions Submitted
17 September 2019
Question 1: Our fridge/freezer source will manufacture to size but they want to be certain of the dimensions. They are concerned that some of the dimensions don’t seem to make sense. (i.e. from Dairy Cooler) Are there any prints or can you share the name of the current manufacturer so we can compare sizes?
Answer 1: Manufacturer is Bally Engineered Structures. There are no prints/drawings available.
Question 2: In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the Walk-in Refrigerators & Freezer Replacement project?
Answer 2: This is not a construction requirement. Thus, no magnitude can be given.
Question 3: Is there a plan view for this project available? It will be very difficult, if not impossible, to give you an accurate quote without seeing if this is a multi-compartment walk-in or individual units.
Answer 3: There is not a plan view for these projects. In lieu of a plan view, the Government held a site visit so prospective vendors could get eyes on the facility and the equipment.
Question 4: Please advise if removal of existing equipment will be required by contractor. This information will be needed by all vendors to provide accurate and competitive pricing.
Answer 4: The Statement of Work associated with the project explicitly states the Contractor will be required to remove and dispose of existing equipment.
Question 5: For this opportunity, I see no ability on the fbo.gov site to send our quotes to you electronically through their site. Is this an oversight on my part, or are vendors submitting quotes directly to you?
Answer 5: Quotes should be sent to the Contracting Officer via electronic mail at the e-mail address provided in the
RFQ.
Question 6: Based on the revised wording of the amended specification, my refrigeration supplier has questioned whether we are supposed to supply the condensers with the new refrigeration and freezer boxes. He specifically asked: “Do we know if these walk-ins are being fed from the rack system in the motor room? When I did remodel at the Air Force academy Colorado Springs commissary everything came from the motor room rack systems, or are they specifying new remote condensers? It really doesn’t specify condensers, reads more like evaporators but I may be mistaken.”
Answer 6: The walk-ins are being fed from the rack condenser/compressor system located outdoor and that is not being replaced. We are not specifying new remote condensers. The equipment specified in the SOW are evaporators required inside the walk-in boxes.
Question 7: For the Dairy cooler, Thaw box, and Freezer box, this is one large exterior box, with three compartments, not three individual units as suggested on the solicitation. To that end, the overall dimensions of each are "correct" as they are all part of the same larger box. However, the Interior dimensions listed for the Dairy and
Thaw box portions are very off. The dairy cooler is actually 6;3" x 12'0" x 7'10 5/8" and the thaw box is 6'4" x 12'0" x 7' 10 5/8". I wanted to let you know in the case that you wanted to inform the other bidders.

Answer 7: Most of the other offerors have obtained their own measurements/dimensions. However, the Government feels comfortable with the dimensions provided in the SOW.
Question 8: On the request for the FoH equipment, what is the requirement under the food serving table "Electrical panel horizontally installed IAW National Electric Code"? Is an entire new electrical panel for the facility needed for the install of this product? If so, I will need more detailed information as to what is required and the location of the requested additional utilities.
Answer 8: The electrical panel underneath the serving table is currently lying flat on its back. National Electrical
Code requires circuit breakers/electrical panels to be installed upright/horizontally so there is no confusion as to whether a circuit/switch is on or off (could be confusing when it’s lying flat on its back on the floor).
Question 9: Will the base CE be providing any electrical support for this job?
Answer 9: With the exception of inspecting the completed job to ensure electrical work is acceptable, Civil
Engineering will not be providing support for this job.
Question 10: Do you have a layout of the walk-in that you can email me?
Answer 10: A layout of the walk-in is not available.
Question 11: Line items 2-5 indicate “EXTERIOR: GALVALUME – EMBOSSED 26 GA – EXCEPT WHERE
NOTED” We’ll need to know what finish is required for the areas “EXCEPT WHERE NOTED”.
Answer 11: Verbiage “Except where noted” removed from the SOW to eliminate confusion.
Question 12: Line items 2-5 indicate “ANGLE BOX MODIFICATIONS EITHER FOR THE FLOORS OR
FLOORS & CEILINGS”. Unclear as to what this is.
Answer 12: An angle box modification is an entrance floor ramp that allows dollies (hand truck) to be rolled into the walk-in refrigerator box or walk-in freezer box.
Question 13: Do we need to acknowledge all amendments in our quote?
Answer 13: YES. In order for an offeror’s quote to be considered responsive, the offeror will need to ensure its quote complies with FAR 52.212-1(b) Submission of offers (page 4 of the RFQ). Acknowledgement of all amendments is identified specifically in item #9. NOTE: ITEM #10, PAST PERFORMANCE INFORMATION, WILL NOT BE REQUIRED.
