(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation FA2517-19-Q-A029, Automated Notification and Recall System (ANRS) Annual Maintenance and Support Services, is being issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03, 12 July 2019.
(iv) This acquisition is a 100 % small business set-aside. The NAICS code for this requirement is 541512
- Computer Systems Design Services. The size standard is $27.5M and a single award will be made as a result of evaluation of quotes received.
(v) The required commercial services are outlined in Attachment 1, Performance Work Statement (PWS). The services required in the PWS are being procured for one base year and three option years. This contract will be Firm Fixed Price (FFP).
(vi) DESCRIPTION: The contractor shall perform services in accordance with Attachment 1; Performance Work Statement dated 10 Jun 2019.
(vii) The period of performance for the base year is 29 September 2019 – 28 September 2020. Place of performance is Peterson AFB, CO, and if needed, Cheyenne Mountain Air Force Station (CMAFS). All deliverables are FOB Destination.
(viii) Provision FAR 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition. The following addenda apply to this provision.
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in section iv of this solicitation.
(b) A technical description shall describe the Offeror's approach for meeting the technical evaluation factor identified in FAR 52.212-2.
(ix) FAR 52.212-2 -- Evaluation -- Commercial Items
(a) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach; the Government will award to the lowest priced Offeror that is determined technically acceptable. Technical Capability and Price factors shall be used to evaluate offers:
(1) Factor 1: Technical Capability
(A) Technical capability will be evaluated based on an evaluation of Technical Capability Factor; the factor will be rated as Acceptable or Unacceptable.
“Acceptable” is defined as the quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” is defined as the quote does not clearly meet the minimum requirements of the solicitation.
(B) Technical Capability Factor and Subfactors: Offeror shall correctly propose with relevant experience, qualifications, and expertise to successfully fulfill ALL PWS requirements.
(i) Sub-Factor 1: Communicator NXT Remote Hosted Service The Offeror shall demonstrate the ability to:
a. Provide N-NC’s Mass Notification System (MNS) capability from a Communicator NXT remote hosted solution.
b. Provide program management and systems engineering support for a MNS remote hosted solution. The Offeror must be able to meet the hosted service requirements in the PWS Task 1.
c. Provide certification that the Offeror is an authorized value added reseller (VAR), channel partner, certified system administration and maintenance provider of the original equipment manufacturer (OEM) Communicator NXT.
(ii) Sub-Factor 2: Consortium Conference Bridge The Offeror shall demonstrate the ability to:
a. Provide review and support installation of manufacturer approved software, firmware and hardware updates and patches during the term of the annual support period in the PWS Task 2.
b. Provide Support Desk services for end user questions and Trouble Reporting.
c. Provide manufacturer technical notes to end users.
d. Provide on site server cleaning and log file maintenance in accordance with manufacturer warranty requirements.
e. Provide DISA JITC approved product list information to end users.
f. Provide onsite support services and response in accordance with manufacturer published warranty maintenance requirements.
g. Provide certification that the Offeror is an authorized distributor and maintenance services provider with Forum Communications Consortium II.
(iii) Sub-Factor 3: Desktop Alert System The Offeror shall demonstrate the ability to:
a. Provide annual maintenance support for the Desktop Alert software in accordance with the requirements in the PWS Task 3.
b. Provide certification that the Offeror is an authorized distributor and authorized application service provider with Desktop Alert, Inc.
(iv) Sub-Factor 4: ANRS Program Management The Offeror shall demonstrate the ability to provide program management and systems engineering services in support of Automated Notification and Recall System (ANRS) in accordance with the requirements in the PWS Task 4.
(v) Sub-Factor 5: Security Clearances
a. The Offeror shall meet the provisions in the Basic DD 254 in accordance with PWS paragraph 3.1 prior to the contract award.
(2) Factor 2: Price will be evaluated in order to determine if it is fair and reasonable in accordance with FAR Parts 13.106-3. Offers should be sufficiently detailed to demonstrate their reasonableness.
(3) Award Process: The Government will first evaluate all quotations for responsiveness and then on an acceptable or unacceptable basis to determine whether the quote meets the specifications defined in Factor 1, Technical Capability. Quotes will then be ranked according to price. The Offeror who submits the lowest price and meets the specifications defined in Factor 1, Technical Capability will receive the award. The award will be made to that Offeror without further consideration of any other Offerors.
(b) A written notice of award will be furnished to the Offeror for acceptance, indicated by the Offeror’s signature, and shall result in a binding contract without further action by either party. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend or cancel its offer.
(x) The provision at FAR 52.212-3, Offeror Representations and Certification—Commercial Items, with Alternate I, is applicable to this acquisition. Ensure all Representations and Certifications are up to date in SAM.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition.
(xii) The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
(xiii) Additional terms and conditions apply to this solicitation and are found in Attachment 5, Terms and Conditions.
(xiv) The Defense Priorities and Allocation Systems (DPAS) does not apply to this RFQ.
(xv) The Offeror’s quote shall be submitted with written technical capability of how the Offeror will fulfill the requirements of the PWS, copies of the authorized reseller/distributor/provider certifications, completed Attachment 3, ANRS Pricing and Attachment 4, Contractor Submittal Form. If you have any questions, please submit them in writing via e-mail no later than 16 August 2019, 2 pm Mountain Time. Quotes are due via e-mail no later than 21 August 2019 by 2:00 pm, Mountain Time.
(xvi) All quotes and questions (if applicable) should be submitted to marlene.roussin.1@us.af.mil and sharon.boston@us.af.mil. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contract Specialist.
