Performance Work Statement Automated Notification and Recall System (ANRS)
Annual Maintenance and Support Services
10 June 2019
1.0. GENERAL INFORMATION AND SCOPE
1.1. Overview: NORAD and USNORTHCOM (N&NC) seeks to continue annual maintenance and support services for its current Automated Notification and Recall System (ANRS). The ANRS directly supports mission sets critical for maintaining N&NC’s Command and Control (C2) effectiveness. This system must be interoperable with current and planned operational C2 and SECDEF-directed Mass Notification System (MNS) capabilities. It ensures N&NC directorates, components, subordinates, and Inter-Agency Partners are able to maintain near real-time situational awareness of Homeland Defense (HD), Defense Support to Civilian Authorities (DSCA) and alerting and recall mission set requirements.
ANRS is comprised of three (3) Unclassified C2 systems supporting N&NC Missions and Directorates:
• Mass Notification, Alert and Recall – Currently implemented by Communicator NXT (remote hosted)
• Unclassified Enterprise Conferencing, Quick Action Messaging – Currently implemented by Consortium II Conference Bridge
• Unclassified Network-wide Alert messaging – Currently implemented by Desktop Alert
The Communicator NXT as a remote hosted capability will require annual service, support and maintenance fees to continue access to MNS services.
The Consortium II (C-II) Conference server provides conferencing capability for the NORAD Alerting System (NAS) as part of the larger ANRS currently deployed at NORAD and USNORTHCOM (N&NC). The Consortium II Conference server uses the Consortium II software, which is utilized to meet NORAD mission requirements.
N&NC intends to purchase annual maintenance support for the currently deployed Desktop Alert software which provides network alerting capabilities. This will provide capability upgrades as they become available as well as troubleshooting assistance.
Finally, N&NC will require assistance with program management and systems engineering for ANRS. This will provide vital support for the transition, operation and maintenance of the system. Also, this will provide support to emerging requirements for interface with the E911 system. SECDEF and DoD CIO are exploring notification requirements that will most likely be given to N&NC as evolving mission requirements.
1.2. Description of Services : The contractor shall provide non-personal services to include all personnel, equipment, and supplies to perform the following:
• Annual service, support and maintenance for NXT Communicator remote hosted MNS service.
• Annual support and maintenance for Consortium II Conference server (Forum Communications International Consortium II JITC Certified Conference Server) part number 650-4168, current Consortium II Software version, and future upgraded versions.
• Annual support and maintenance for Desktop Alert software running on N&NC hosted virtual servers.
• Program management and systems engineering services in support of ANRS.
1.3. Location of Performance: Communicator NXT servers are located in Tennessee and
Arizona and are remotely managed from any location with Internet access. Desktop Alert servers are currently located in Building 2, Peterson AFB. They may be relocated to Cheyenne Mountain Air Force Station (CMAFS) under ongoing data center consolidation projects. The Conference Bridge server is currently at CMAFS with support to N&NC NIPR nodes also located at HQ N&NC, Building 2, within N&NC Command Center (N2C2) and N&NC J6, and the Public Switch Telephone Network (PSTN) supplied from CMAFS and managed from Schriever AFB, CO.
2.0 WORK TO BE PERFORMED
TASK 1: Communicator NXT Remote Hosted Service
1.1. Contractor shall provide N&NC’s MNS capability from a Communicator NXT remote hosted solution.
1.2. Contractor shall provide program management and systems engineering support for a MNS remote hosted solution. The hosted service shall include the following:
1.2.1. Licenses for 3500 users
1.2.2. Technical Advisory support for implementing new or additional features that become available
1.2.3. Unlimited calling, emailing and messaging
1.2.4. Information Assurance in accordance with DoDI 8500.01 and risk mitigation services.
1.2.5. Requirements development and Application Programming Interface (API) concept implementation oversight (i.e. SharePoint data set integration and automation)
1.3. Support Desk services for end user questions and Trouble Reporting as needed during annual support period.
1.4. Delivering Failure Analysis reporting to manufacturers with results to End User.
1.5. Transmitting any manufacturer technical notes to end users.
TASK 2: Consortium Conference Bridge
2.1 Contractor shall review and support installation of manufacturer approved software, firmware and hardware updates and patches during the term of the annual support period. These updates, including N&NC network updates must be screened to ensure the Defense Information Systems Agency (DISA) Joint Interoperability Test Certification (JITC) for the exempted C-II server are not violated.
2.2 Contractor and manufacturer shall provide Support Desk services for end user questions andTrouble Reporting as needed during annual support period.
2.2.1 Escalation of support to local services technicians. Four (4) hour response required, 24x7x365. If physical intervention is required in Cheyenne Mountain, response requirements may be delayed until normal duty hours if government manning is insufficient to provide escorts.
2.2.2 Delivery of Failure Analysis reporting to manufacturer with results to End User.
2.3 Contractor shall transmit manufacturer technical notes to end users as published.
2.4 Contractor shall support onsite server cleaning and log file maintenance IAW manufacturer warranty requirements, to include:
2.4.1 Error Log analysis and resets.
2.4.2 Daily Test Monitoring when requested in advance.
2.5 Contractor shall provide DISA JITC Approved Product List (APL) updated information to end users as required if DISA JITC drives a data requirement.
2.6 Contractor shall provide onsite support services and response IAW manufacturer published warranty maintenance requirements.
TASK 3: DESKTOP ALERT
Contractor shall provide annual maintenance support for the Desktop Alert software.
Maintenance support includes:
3.1 Supplying manufacturer approved software, updates and patches during the term of the annual support period.
3.2 Support Desk services for end user questions and Trouble Reporting as needed during annual support period.
3.3 Escalation support to local service technicians 24x7x365, 4 hour response.
3.4 Delivering Failure Analysis reporting to manufacturers with results to End User.
3.5 Transmitting any manufacturer technical notes to end users.
3.6 Onsite support services and response IAW manufacturer warranty maintenance requirements.
TASK 4: ANRS PROGRAM MANAGEMENT
4.1 Contractor shall provide program management and systems engineering services in support of ANRS. HQ N&NC requires program management and systems engineering services. Services include:
4.1.1. Manage Integrated ANRS Solution Requirements and Roadmap
4.1.2. Ensure DISA compliance across ANRS Systems
4.1.3. Oversee Approved ANRS Projects/Tasks
4.1.4. Manage vendor end-user communications
4.1.5. Financial Planning Support (current and out year forecasting models for
ANRS)
4.1.6. Provide vendor perspective and advice on development of Information Management and Knowledge Management (IM/KM) planning and development of Standard Operating Procedures.
4.1.7. Provide and maintain system design package (SDP) documentation 60 calendar days after contract start date and update package as necessary to document system changes and software release updates.
4.1.8. Provide expertise on 911 systems and advise on emerging requirements and capabilities for mass notification and systems integration.
4.2 ANRS Systems Engineering Activities
4.2.1. Coordinate Information Assurance (IA) system scans issued by manufacturers and support Vulnerability Management System (VMS) reporting as needed.
4.2.2. Desktop Alert deployment integration and documentation support
4.2.3. Requirements development and API implementation oversight (i.e. SharePoint data set integration and automation concept)
4.2.4. Engineering configuration management of the remote hosted NXT Roster and Scenario baseline
4.2.5. Conference bridge backup architecture design for NORAD Alerting System
(NAS)
4.2.6. Technology Risk Analysis and Mitigation Planning
4.2.7. Design, Test and Rollout of new ANRS features afforded by upgraded system functionality
4.2.8. Design, Test and support approved System Integrations (i.e. DTA and NXT integration, NXT and C-II Conferencing)
4.2.9. Contractor personnel will have access to the end user network access points, 24x7x365, and must have clearances as specified in section 3.1 to prevent interfering with real world, ongoing, and critical mission operations.
3.0 SECURITY REQUIREMENTS
3.1 Security Clearances: Provisions outlined in the basic DD254, Department of Defense
Contract Security Classification Specification apply to this task order. Contractor shall provide personnel with clearances commensurate with the DD254. Contractor shall provide personnel with Final TOP SECRET Personnel Security Clearances. Contractor shall nominate employees assigned to this task order for SCI accesses 1, 2, 3, & 5. This task order requires any secondary level support personnel (vendors, repairmen, etc.) to have a Secret Clearance minimum, the Contractor TS-SCI personnel will provide escorted access at all times in TS-SCI restricted areas.
3.2 Access to Government Property and Facilities: The Contractor shall be provided no escort required access badges to Government buildings on Peterson AFB and Cheyenne Mountain complex in accordance with N&NC and 21 SW guidance and policy. Contractor personnel may also enter other facilities where escorted access is mandatory by requesting entry authorization access and escort from Contracting Officer Representative (COR) 24 hours in advance. Access to government facilities, documents, and systems shall be in accordance with DD Form 254, Department of Defense Contract Security Classification Specifications. The Contractor shall provide a listing of personnel requiring access to government facilities in performance of this contract. The contractor shall provide a listing of personnel authorized a Common Access Card (CAC) to the contracting officer.
3.3 Facility Clearance: The contractor is required to obtain a TOP SECRET Facility Security
Clearance prior to contract performance.
3.4 Classified Material: At the U.S. Government sites ONLY, the contractor is required to assist U.S. Government personnel in generating U.S. Government classified information up to and including collateral Final TOP SECRET and SCI accesses. At the U.S. Government sites ONLY, the contractor's employees are authorized network access to the SECRET Internet Protocol Router Network (SIPRNet). At the conclusion of this contract, all classified material received from customer for the execution of the contract is to be returned to the
COR.
3.5 Antiterrorism/Force Protection (AT/FP): The contractor shall adhere to local installation security and force protection postures. Ensure compliance with installation real-world antiterrorism/force protection (AT/FP) measures, traffic laws, and prohibitions against carrying firearms on the installation. Favorable completion of National Crime Information Center and local files checks is required to affording individuals access to the installation.
The contractor shall ensure all personnel employed in the performance of the contract, or any representative of the contractor entering the installation, shall abide by all applicable security regulations and base policies concerning entry/access to the installation. The contractor and its employees are offered AT Level I training through https://atlevel1.dtic.mil/at/.
4.0 MINIMUM QUALIFICATIONS
4.1. Manufacturer Authorized Service Partner:
4.1.1. Contractor shall be an authorized Airbus DS Communications’ Hosted Emergency Notification solution reseller.
4.1.2. Contractor shall be an authorized Forum Communications solution channel partner.
4.1.3. Contractor shall be authorized by Desktop Alert to provide maintenance and upgrade services in support of DISA Approved Products List (APL) configurations as required for this effort.
4.2. Previous Experience: Contractor shall include in their proposal that they have at least 3 years of experience in supporting integrated telephony and network services within DISA APL.
Contractor shall have previous experience in the maintenance and support of Desktop Alert software. Contractor shall include in their proposal that they have at least 3 years of previous experience in program management and systems engineering services in support of the Automated Notification and Recall System (ANRS) currently deployed at NORAD and
USNORTHCOM (N&NC).
4.3. Information Assurance Certifications: Contractor personnel performing system administration functions will have an Information Assurance (IAT) Level II in accordance with DoDD 8570M.
5.0 GOVERNMENT FURNISHED EQUIPMENT / INFORMATION (GFE / GFI)
5.1 GFE: The Government will not provide physical workspace.
5.2 GFI: Government will provide access to all required data sources necessary to provide required support, including training, as required. The contractor shall require access to various Government furnished databases and the government Senior Engineer shall arrange this access.
6.0 CONTRACTING OFFICER REPRESENTATIVE (COR):
6.1 The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates.
The COR is not authorized to change any of the terms and conditions of the resulting order.
7.0 Enterprise Contractor Manpower Reporting Application (ECMRA)
7.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for ANRS via a secure data collection site. The contractor is required to fill in all required data fields using the following web address: http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2020.
