STATEMENT OF WORK (SOW)

DIRECT BROADCAST SATELLITE SERVICE (DBSS)

VIDEO DISTRIBUTION IMPROVEMENT PROJECT

29 January 2019

SECTION 1.0. GENERAL REQUIREMENTS

1.1. Scope of Work. The Contractor shall provide non-personal services including, management, tools, materials, equipment, freight and labor necessary for the installation, maintenance, and support necessary to replace video fiber components in Building 2, NORAD and USNORTHCOM Headquarters, Peterson Air Force Base, Colorado, from headend throughout distribution plant with Radio Frequency (RF) distribution components or upgraded fiber components where applicable.

1.2. Ownership of DBSS Equipment. The Government owns the DBSS equipment that supports the DISH Network access to Buildings 2, 1470 and 920 at N&NC.

1.3. Replacement of Video Fiber Components. The Contractor shall utilize existing pathways and cable trays for each floor level including new fiber pulls from Intermediate Distribution Frame (IDF’s) to Sensitive Compartmented Information Facility (SCIF) area and to individual plenum coax conversion points with new plenum coax to TV wall outlets.

1.4. Materials. Attachment 1 contains a list of recommended materials. This list is not all inclusive. The Contractor shall handle all packaging, shipping, return authorizations, and return shipping costs for all equipment replaced or repaired.

1.5. Personnel. The Contractor shall employ trained personnel to accomplish the required work. On-site technicians shall be certified to work with DISH Network Smartbox distribution systems and utilize only DISH Network compatible replacement products.

1.6. Building Access. Government escorts will be provided. Core work hours are Monday through Friday from 0730 – 1630. After-hour or weekend labor may be required due to limited access to certain work areas if escorts are available and pre-arranged with Government project officers.

1.7. Additional Deliverables.

1.7.1 The Contractor shall provide and install all necessary cabling for this project. In addition, the Contractor shall identify and install all hardware required to meet infrastructure requirements in N&NC Building 2. This infrastructure must be in place and operational not later than 30 April 2019.

1.7.2 The Contractor shall produce and provide, to the Government, a schematic outlining all cabling and hardware locations in N&NC Building 2 supporting the DBSS infrastructure. Contractor shall provide detailed drawings of cable runs/termination points and racks, labeling of all installed cables and all equipment inventory and warranty information on newly installed equipment by 30 April 2019.

1.7.3 This schematic and all materials shall become the property of the Government.

2.0. GOVERNMENT-FURNISHED PROPERTY, EQUIPMENT AND SERVICES

2.1. Government-Furnished Property (GFP). Rack space for the Government owned head-end DBSS receiver equipment is located in N&NC Building 920, Peterson AFB, CO.

2.1.1. The Government will provide Rackspace in Building 2 as required by the Contractor and when determined necessary by the Government point of contact

(POC).

2.2. Government-Furnished Services.

2.2.1. The Government shall provide all utilities needed for normal operation of the head-end DBSS receiver equipment.

2.2.2. The Government shall provide all equipment needed for normal operation of the head-end DBSS equipment.

2.2.3. The Government shall provide, with the exception of any vendor proprietary equipment, all the head-end DBSS receiver equipment.

2.2.4. The Government shall provide an escort for installation, repair, and removal of equipment services.

SECTION 3.0. GENERAL INFORMATION.

3.1. Building 2 Information. Building 2 is approximately 287,500 square feet over 3 floors. There are 6 server/communication rooms where equipment may be located in.

3.2. Security Requirements. The Contractor and all personnel employed in the performance of this contract, or any representative of the Contractor entering the Government installation, shall abide by all security regulations of the installation.

3.3. Contractor-Furnished Items and Services. Except for those items or services specifically stated in Paragraph 2.1 Government-Furnished Property (GFP), the Contractor shall furnish all labor, material, equipment, and supervision necessary to perform the requirements of this SOW.
