PERFORMANCE WORK STATEMENT

PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR

PETERSON AFB, CO

6 September 2018

1. SCOPE OF RESPONSIBILITIES: This Performance Work Statement (PWS) addresses a series of qualifications, responsibilities and actions necessary to provide coordination of the Protestant Religious Education Program at Peterson AFB, CO. The Protestant RE Coordinator will plan, organize and coordinate a quality religious education program for infants through adults. The contractor will assist the Deputy Wing Chaplain with administrative duties and objectives for Peterson AFB’s Protestant Chapel Program. The RE coordinator will work in cooperation with chapel staff members and volunteers.

2. SPECIAL QUALIFICATIONS: The Protestant RE Coordinator must:

2.1. Furnish detailed resume highlighting academic accomplishments, ministry/work related experience and references.

2.1.1. Requires a minimum of high school diploma, however a Bachelor’s degree in relevant concentration is preferred.

2.1.2. Demonstrate via resume, at least 2 years of experience with church/chapel, children, or Christian ministry programs.

2.2. Show a strong theological grasp of the Protestant faith, and have openness to a wide variety of faith expressions within the Protestant community.

2.3. Be proficient at working with calendar programs, MS Word, PowerPoint, and show ability to work with other software programs as necessary.

2.4. Be professional, positive, spiritually sensitive, and able to work with chapel staff members, military personnel, lay leaders, and chapel volunteers. Be able to resolve interpersonal conflicts and promote constructive working relations.

2.5. After award, contractor will submit all background investigation requirements to be a Line of Sight Supervisor (LOSS). This includes a local Installation Records Check (IRC), FBI Fingerprint Check and Tier 1 with Child Care Coverage Investigation. Failure to receive a positive background check will result in termination of the contract.

3. PRIMARY DUTIES AND RESPONSIBILITIES: The Protestant RE Coordinator will:

3.1. Work with the Deputy Wing Chaplain or Lead Faith Group Chaplain to prepare and present an annual RE Chapel Tithes and Offerings (CTOF) budget, ministry plan and curriculum orders to the Wing Chaplain for approval.

3.2. Have set and published office hours and maintain an average 25 hour work week, not to exceed 100 hours per month, to include any meetings, training, purchasing of supplies, office hours, and programming where attendance is necessary to fulfill duties in this PWS. The set and published office hours must consist of at least two duty days that fall within the duty hours (M-F, 0730-1630) and be approved by the Deputy Wing Chaplain or Lead Faith Group Chaplain. The Contractor will coordinate with the Deputy Wing Chaplain or Lead Faith Group Chaplain to ensure all expected hours mentioned above are fulfilled during weeks with federal holidays, down days/family days, inclement weather or a base exercise, etc.

3.3 The contractor shall attend weekly staff meetings scheduled by the Wing Chaplain. The contractor shall arrive at the chapel facility at least 10 minutes prior to the meeting start time.

3.4. Act as the point of contact for all parish and religious education and administrative requirements. Maintain all files with all pertinent information for all major parish (e.g. parish picnics, appreciation dinners, retreats, parish council meetings, etc.) and religious education activities.

3.5. Coordinate all facility and funds requests required for Protestant RE programs and events.

3.6. Provide coordination with Children’s Ministry Provider contractors regarding scheduling, substitutions, curriculum, and classroom assignments in accordance with their contracts and the Airman Ministry Plan.

3.7. Oversee and monitor the entire Protestant RE Program by coordinating Children’s Church, JAMM and PWOC children’s ministry, AWANA, VBS, and ecumenical youth fellowship.

3.7.1. Shall be present at the Religious Education facility when classes are in session, to provide for the administrative needs of students, teachers and parents.

3.7.2. Contractor must keep records for all RE Programs which include volunteer numbers/hours and enrollment of all RE students. Attendance figures will be updated in E-files and reported to the Deputy Wing Chaplain or Lead Faith Group Chaplain weekly for accurate record keeping purposes.

3.7.3. Partner with Catholic RE counterpart to plan, and maintain all supplies and resources necessary for running a monthly ecumenical youth fellowship and annual ecumenical Vacation Bible School in accordance with the ministry plan.

3.7.4 Will ensure that only Wing Chaplain approved curriculum is used in Protestant RE program. RE teaching will be consistent with Protestant faith and practice.

3.8. Recruit, train and equip volunteers (i.e., song leader, craft coordinator, snack coordinator, etc.) for Religious Education (RE) program as outlined within the ministry plan.

3.8.1. Coordinate with the chapel staff in initiating and maintaining background checks on all volunteers over 18 years of age.

3.8.2. Protestant RE Coordinator will also be prepared to lead RE classes according to the ministry plan (i.e., Children’s Church, JAMM and PWOC children’s ministry, VBS, AWANA commander/teacher, etc.) during volunteer shortages.

3.9. At no expense to the chapel, ensure a suitable substitute with at equal qualifications is provided in the case of absence during scheduled programs or events. The Contractor is required to give a two-week notice to the Deputy Wing Chaplain or designee for any extended period of absence that is more than three days that include programing or office hours.

4. SECONDARY RESONSIBILITIES: The Protestant RE Coordinator will assist the Deputy Wing Chaplain or Lead Faith Group Chaplain with the following tasks:

4.1. Facilitate the flow of information to Protestant parishioners through publicity including but not limited to; compilation of weekly bulletins, seasonal bulletin boards, newsletters, special mailings and lay minister schedules.

4.2. Provide opportunities for parishioners to give feedback on parish procedures and decisions.
4.3. Develop agenda items in coordination with the Lead Faith Group Chaplain and ministry leaders for the Parish Council and take minutes at PAC meetings.

5. DESCRIPTION OF UNITS OF WORK: A unit of work for this position consists of one week. A typical work week will consist of approximately 25 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. Total units for the contract will be 50 units per year.

6. PERIOD OF SERVICE: The contract will be in effect for one year with the option to renew each year up to a total of 5 years at the discretion of the government.

7. STANDARDS OF DRESS: The Contractor will be neatly attired, well-groomed, and practice proper personal hygiene. Business casual for worship, daytime hours, special rites and services. More casual at training events, children events or similar is acceptable. Cut-offs, shorts, and halter-tops are not acceptable. Any hair length, beards, or mustaches are acceptable, provided neat, clean, and properly trimmed. Contractor must act in a professional and business-like manner while performing this contract.

8. EQUIPMENT AND SUPPLIES: The Chapel will provide reasonable utilities, work space, and common office area equipment and supplies for the RE Coordinator to perform the requested duties. The contractor will provide any contractor preferred supplies and equipment. Any intellectual property (lesson plans, ect) created by the contractor for use at the Peterson AFB Chapel, is allowed to be used by the chapel without cost or restriction.
