(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation FA251717Q6017, Distance Learning, is being issued as a Request for Quotation
(RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.
(iv) This acquisition provides for a Service-Disabled-Veteran-Owned Small Business Set-Aside.
The applicable NAICS code is: 611710 with a size standard of $15 million.
(v) A list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable).

(vi) Delivery terms for all items listed in this solicitation shall be:
Service shall begin: 1 October 2017
(vii) Provision FAR 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition. The following addenda apply to this provision:
1. Offeror shall submit quotes electronically via email to SSgt Christopher Pryal and Richard Mizell, at christopher.pryal@us.af.mil and richard.mizell@us.af.mil. The electronic copies of the quote shall be submitted in a format readable by Portable Document Format (PDF), Microsoft (MS) Office Word, MS Office Excel, or MS Office Power Point, as applicable.
2. Period for Acceptance of offer: The Offeror agrees to hold its prices firm for 60 calendar days from the date specified for receipt of quotes. To assure timely and equitable evaluation of the quote, the Offeror must follow the instructions contained herein.
3. Offeror is required to meet all solicitation requirements, including terms, conditions, representations and certifications. Failure to meet a requirement may result in a quote being ineligible for award.
4. Offeror shall provide the total cost for each Contract Line Item (CLIN). All pricing information shall be addressed IAW the line items listed above.

5. Quotes are due via e-mail not later than 5:00 PM MST, 21 August 2017. If you have any questions, please submit them in writing no later than 17:00 PM MST, on 17 August 2017. All quotes and questions shall be submitted to SSgt Christopher Pryal at christopher.pryal@us.af.mil or to Mr. Richard Mizell at richard.mizell@us.af.mil. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer and the Contract Specialist.
6. The Government reserves the right to award without discussions.
(viii) FAR 52.212-2 -- Evaluation -- Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, IAW FAR 12.602(b). The following factors shall be used to evaluate quotes:
The evaluation for award will be based on technical capability and price. Best value is expected to result from selection of the technically capable quote with the lowest evaluated price.
(1) Factor I – Technical Capability:
(a) Technical Capability will be evaluated based on meeting all of the technical capabilities of the Performance Work Statement.
(2) Factor II – Price:
(a) Price will be evaluated in order to determine if the proposed price is fair reasonable in accordance with FAR Part 13.106-3(a).

OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
