PERFORMANCE WORK STATEMENT
FOR
DISTANCE LEARNING
AT
THE EDUCATION CENTER
PETERSON AIR FORCE BASE, CO
28 July 2017

PERFORMANCE WORK STATEMENT (PWS)
1.0 DESCRIPTION OF SERVICES
1.1 OVERVIEW: The Contractor shall provide non-personal services, to facilitate and maintain the Distance Learning (DL) program at Peterson AFB, CO. Satellite training and testing shall follow the guidance as provided by HQ USAF, HQ AFSPC, Air Force Institute for Advanced Distributed Learning (AFIADL), Air Force Institute of Technology (AFIT) (Appendix A), Air University (AU), commercial satellite providers and colleges or universities with DL programs requiring testing and/or other course level support.
1.2 OBJECTIVES: A session is defined as a satellite training class or satellite broadcast and or conducting testing in support of the DL program. Scheduled satellite broadcasts are real time and vary as needed. Satellite broadcasts will normally not exceed more than two per day. Each broadcast should not exceed 8 hours per day in duration and may run concurrently with other broadcasts. There will be no conflict of scheduling and performing duties between Satellite Training and Testing held in the Education Center, Building 1141, Rooms 101 and 104.
1.3 SATELLITE TRAINING: Satellite training is provided to meet mission requirements as determined by the Education Services Officer (ESO). The satellite broadcast schedule shall be provided by the Base Jobsite Training Coordinator (administrator of the satellite downlink program schedule), and the Satellite provider in advance.
1.3.1 The Contractor shall be responsible for setting up, running and adjusting audio-visual equipment, computer equipment, and editing tapes.
1.3.2 The Contractor shall be available during broadcast hours as prescribed by the broadcast schedule and work closely with both military and civilian providers of service.
1.3.3 Contractor shall be required, on occasion, to tape classes for later viewing as requested by the course provider and/or if there is a conflict in scheduling downlinks. All required tapes will be provided by the Government.
1.3.4 LOCATION: The location for Satellite Training is in Building 1141, Room number 101 or Room 104.
1.3.5 CANCELLATION: The Government reserves the right to cancel a broadcast session 24 hours in advance.
1.4. TESTING: Testing sessions will be no more than 15 examinees per test session and not less than a monthly average of 5 examinees per session, including FAA testing. Testing will not be scheduled on the same date and time of a satellite broadcast. Numerous types of tests can be administered in one test session, but all tests are given in one location, concurrently. Contractor shall be responsible for no more than 20 test sessions per month, not to exceed 3600 tests administered per fiscal year.
1.4.1 The Contractor shall cover the testing of individuals who are enrolled in DL courses using either Computer Based Technology (CBT) or conventional DL media as well as other testing as assigned by the ESO.
1.4.2 Other testing includes but is not exclusive to testing as required by HQ USAF, HQ AFSPC, AFIADL, AFIT, Air University, colleges and universities, Defense Activity for Non-Traditional Education Support (DANTES), Distance Learning Tests (DLT), Defense Language Aptitude Testing (DLPT), Defense Language Aptitude Battery (DLAB) and other potential agencies and/or organizations as required in order to provide testing support of Peterson Complex personnel.
1.4.3 LOCATION: The location for Testing is in room 103 in building 1141.
1.4.4 CANCELLATION: The Government reserves the right to cancel a testing session 24 hours in advance.
1.5 OTHER DUTIES
1.5.1 The Contractor shall research the website, http://detn.govdl.org/ for available training for publicity information required by military and civilian base population, weekly. The Contractor shall provide available training opportunities for publication to Education Officer for advertising available courses in Base Newspaper and any other available media, weekly.
1.5.2 The Contractor shall maintain a spreadsheet with daily course and/or test participation and inventories to document program usage.
1.5.3 Contractor shall notify ESO when it is time to re-order supplies that are needed for testing.
These procedures are set by the ESO or the agency/organization/school requesting the testing service and are at no cost to the Contractor.
1.6 HOURS OF OPERATION: The ESO is responsible for assuring that sessions for broadcasts are scheduled for the Contractor. The Contractor shall be available to provide services, Monday through Friday, excluding legal federal holidays between the hours of 0600 – 1800; however, the work week will not exceed 40 hours. The start time each day will be established by the ESO based on broadcasting requirements. The Contractor shall provide continuous service to support the distance learning program. Overtime is not authorized for this contract.
2.0 SERVICE SUMMARY
2.1 The Services Summary (SS) is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other requirements identified in this PWS.

3.0 EQUIPMENT: The Contractor shall be provided access to the base and the Government will provide all necessary equipment to conduct the work. The Government will provide all necessary equipment in relation to testing services, and all necessary equipment in relation to Satellite Training. Government provided equipment includes storage containers for storing course materials and tests, office supplies and equipment (pencils, paper, computer’s, fax machine, VCRs, etc., necessary to conduct satellite distance learning). Supplies and equipment will be maintained and repaired/replaced by the Government.
3.1 FACILITIES: The Government shall provide furnished office space and furnished testing labs. No alterations to the facilities shall be made without specific written permission from the Contracting Officer. Facilities shall be returned to the Government in the same condition, fair wear and tear accepted.
4.0 GENERAL INFORMATION
4.1 SCHEDULING
4.1.1 RECOGNIZED HOLIDAYS: The Contractor is not required to provide testing on recognized holidays. These holidays include:

Note: If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday.
4.1.2 Air Force Space Command (AFSPC) has designated the following dates as Family/ Goal Days. Planned closures are not billable to the Government.

4.2 SECURITY REQUIREMENTS: The Contractor shall comply with all Peterson AFB security requirements imposed by the Installation Commander at all times while on the premises.
Contractor shall obtain all necessary passes, decals, badges or other items required for access to Peterson AFB.
4.3 BASE ACCESS: The contractor shall send a letter to the ESO on company stationery including address, telephone number, and contract number listing employees, with their social security number and duty hours, requiring access to Peterson AFB. After approval, letter will be on file with the Security Forces at the Visitor’s Control Center, Bldg. 1324. For contracts lasting longer than 90 days, this letter remains on file at the Visitor’s Center for a period of 30 days to allow contractors to obtain badges. After 30 days the letter is discarded. Any employee changes require a new letter.
4.3.1 VEHICLE REGISTRATION AND IDENTIFICATION BADGES: The contractor shall apply for an individual identification badge at the Peterson AFB Security Forces Squadron Visitor's Control Center; Bldg. 1324 upon employment after access letter is on file with the Security Forces.
4.3.2 PRIVATELY-OWNED VEHICLES: Each Contractor employee driving a privately-owned vehicle on a military installation shall carry minimum liability insurance as required by the States of Colorado. Contractor employees shall adhere to all posted speed limits and shall not use hand-held cellular telephones while driving on DOD installations for phone calls or texting. Use of seatbelts is mandatory. Any Contractor employee cited for driving under the influence shall have his or her driving privileges immediately revoked for a period to be determined by the installation commander.
4.3.3 WEAPONS, FIREARMS, AND AMMUNITION: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned privately-owned vehicles while on military installations.
4.4 SERVICES DURING CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis is ended, with written notification to follow. Any price change resulting from this crisis will be negotiated in accordance with FAR clauses for "Changes".
4.5 CONTRACTOR MANPOWER REPORTING:
4.5.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at the data collection site. Use the following web address to get to the Department of the Air Force data collection site: www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.
