STATEMENT OF WORK

HVAC CONDENSER AT BUILDING 140

24-Aug-2017

1. Description of Work Purchase of 2 condensing units and 2 evaporator coils and the non-personal services to provide all labor, materials and work necessary to remove and replace the roof top condensing units (hail damaged) and evaporator coils at building 140 on Peterson AFB, CO in accordance with this Statement of Work (SOW).

2. Task

2.1. Remove Roof Top Condensing Unit: Contractor shall remove 2 existing roof top condensing (12.5 ton and 4 ton) units, refrigerant piping, and piping insulation.

Contractor shall recycle and return all refrigerant in a contractor provided 30# recovery bottle(s). Bottles shall meet DOT-4BA400 specifications and AHRI guidelines. Bottles shall have at least 4 years of service before their expiration date. Contractor shall properly weigh cleaned refrigerant in each cylinder and provide certified weight tickets with proper labeling of each cylinder for turn over to the Government. All work for recovery shall be done in accordance with Colorado and Federal EPA standards by a Colorado Certified Refrigerant Technician IAW 40CFR Part 82.

2.2. Replace Roof Top Condensing Unit: New condensing unit shall have full architectural style hail guards/louvers of maximum opening of ½” height per PAFB Engineering Design Guide. Provide convenience receptacle near unit. New Condensing Unit 4 shall be 12.5 tons with minimum 14 SEER and Unit 7 shall be 4 ton with minimum 14 SEER.

Condensing units shall be piped IAW manufacturer’s recommendations and all manufacturer recommended accessories. Contractor shall demolish the existing condenser coils, clean the existing refrigerant line sets, disassemble of existing Air Handler and replace the existing A-coil (evaporator coil). Contractor shall reassemble Air Handler to original specifications. New system shall be a minimum 14 SEER, R410a matched set. Existing line set may be reused if correctly sized and cleaned for new R- 410a system. Contractor will use refrigerant which has at a minimum 4 years of service left before expiration. Contractor shall field verify line size prior to quoting. Minimum cleaning shall consist of 3x vacuum, nitrogen purge, 3x vacuum, nitrogen purge, 3x vacuum, dry nitrogen or refrigerant with new condenser. Filters, driers, and other consumable accessories shall be removed and replaced between vacuum cycles. Rx-11 cleaning agent cannot be used without prior approval from CE Environmental.

Contractor shall repair and reattach all protective guards over piping after work is completed. Contractor shall label each condensing unit and evaporator coil with corresponding phenolic label. Letters shall be minimum of 3" high on phenolic label.

Phenolic label shall be permanently attached to equipment through standard weather resistant adhesive. Contractor shall install hail guards on both condensing units.

2.3. Replace Evaporator Coil: Contractor shall provide 2 new evaporator coils sized as a match set for condensing units. Evaporator coils shall be intertwined circuits, AHRI ACHC certified, 4 row, full circuiting, 3/16” diameter distributor tubes, 9 fins per inch, internally enhanced copper coils, with drain holes and pan to existing drain. Coil shall be proof tested to 450psig and leak tested to 300psig. Evaporator Coil(s) can be cleaned and flushed to ensure no refrigerant remains in lines if they cannot be replaced due to not being manufactured.

3. Additional Information:

3.1. All work to provide complete and usable systems (electrical, plumbing, etc.) shall be included in the project.

3.2. Contractor shall demolish the existing condensing unit and A-coil evaporator and dispose of old equipment. Contractor shall properly weigh cleaned refrigerant in each cylinder and provide certified weight tickets with proper labeling of each cylinder for turn over to the Government. Multiple units from multiple buildings may be stored in a single container with appropriate documentation of where refrigerant came from. All work for recovery shall be done in accordance with Colorado and Federal EPA standards by a Colorado certified refrigerant technician in accordance with 40CFR part 82.

Refrigerant bottles shall be turned over to the Government upon completion of each phase of work. Provide a signed AF Form 1297, Temporary Issue Receipt, from the CE HVAC shop to the Contracting Officer (CO) by official transmittal.

3.3. Units shall be installed in accordance with (IAW) the manufacturer’s installation instructions. Units shall be tested after completion of work for full operation.

3.4. Contractor shall dispose of all waste generated by this project according to all applicable local regulations.

3.5. Contractor shall be responsible to provide cleanup of worksite at the completion of the project.

3.6. Contractor shall comply with all local, state, and Federal laws and regulations pertaining to the work. Environmental hazards shall be held in strict accordance with the law.

3.7. Contractor shall provide a parts and labor warranty of 1 year for the entire project.

3.8. Contractor will ensure system start-up and normal operation of system.

3.9. Contractor will need to provide all necessary equipment to place new condensor units on the rook

3.10. All work shall be coordinated with the facility manager and CO a minimum of 14 days in advance of start of work. Work inside rooms shall be left clean and vacuumed with all debris and trash hauled to dumpster not left in rooms. Work inside rooms shall be completed with-in one day wherever possible, if not possible the work site shall be left in a clean manner at the end of the working day. Work outside on condensing units shall be cleaned as described below at the completion of the project.

3.11. A crane pick permit is not required.

3.12. Building 140 is approximately 47.5 feet high.

4. Hours of Operation: The normal hours of operation will be 7:00 A.M to 5:00 P.M. Monday through Friday, excluding federal holidays.

5. Security Requirements: The contractor is responsible for obtaining all necessary passes, decals, or other items required for access to Peterson AFB. The CO will assist as required.
