PWS ATTACHMENT 1

PERFORMANCE-BASED WORK STATEMENT (PWS)

FOR

WATER CHEMICAL TREATMENT FOR CLOSED & OPEN LOOP SYSTEMS

AT

PETERSON AIR FORCE BASE, CO

10 MAY 17

SECTION I

1. DESCRIPTION OF SERVICES: The contractor shall provide all labor, equipment, tools, material, supervision, and all other necessary items to provide water chemical treatment on designated Heating, Ventilation, & Air Conditioning (HVAC) cooling and heating closed loop and open loop systems on Peterson Air Force Base (AFB), Colorado. The Government will provide the necessary chemicals for water treatment and glycol.

1.1 MAINTENANCE SERVICES: The contractor shall provide water chemical treatment and maintenance on designated HVAC cooling and heating closed and open loop systems on PAFB. The goal of this treatment is to protect Peterson Air Force Base’s chilled water loops and heated loops from a shortened life span due to excess corrosion and to prevent scale (build up) deposition in the systems. This will aid in efficient operation to maximize energy and water cost. Systems to be treated are listed in Appendix A.

1.2 Twice per year each closed loop chilled water and heating water system will be inspected, tested and treated.

1.2.1 The contractor shall inspect the system for leaks and note deficiencies. The contractor shall flush sample point for approximately 10 seconds and then take a sample of system. The contractor shall check the glycol level, pH, alkalinity, calcium hardness, product level and general bacteriological level.

Based upon water quality testing levels, the water shall be bled off and chemical added to bring desired changes to water quality. If necessary, the contractor shall conduct and record follow up testing to get system within parameters. All measurements and adjustments shall be documented on a worksheet and submitted electronically to 21 CES HVAC shop and Contracting Officer within five working days.

1.2.2 Contractor shall clean and passivate the closed loop systems listed herein once for each of the below systems during the contract period. Contractor shall use government provided alkaline cleaner (formula 248-L) and inhibitor (formula 1012-L) for use with cleaning process.

1.2.3 Most systems presently have by-pass feeders installed to facilitate the addition of chemicals. Where by-pass feeders are not installed, the contractor shall use their portable feeder or chemical pump to transfer the chemicals into the system. The contractor shall notify HVAC personnel if there is any need of a shutdown, of heating or cooling equipment, for the purpose of treatment with chemicals.

1.2.4 During testing if a system leakage is discovered, the contractor shall immediately contact the HVAC shop at 719-556-1822 so the shop can make the necessary repairs.

1.3 There are five (5) open loop condenser water systems on base including one (1) in Buildings 1, 1470 and 1844 and two (2) in Building 2025. These condenser water systems shall be shall be inspected, tested and their treatment shall be adjusted monthly.

1.3.1 The contractor shall inspect the system for leaks and note deficiencies. The contractor shall flush sample point for approximately 10 seconds and then take a sample of the system. The contractor shall check glycol level, pH, alkalinity, calcium hardness, oxidation reduction potential (ORP), chloride, product level and general bacteriological level. Based upon water quality testing levels, the chemical feed system shall be adjusted to bring desired changes to water quality. All measurements and changes will be documented on a worksheet and submitted electronically to 21 CES HVAC shop and Contracting Officer within five working days.

1.3.2 Most systems presently have by-pass feeders installed to facilitate the addition of chemicals. Where by-pass feeders are not installed, the contractor shall use their portable feeder or chemical pump to transfer the chemicals into the system. The contractor shall notify HVAC personnel if there is any need of a shutdown of the systems for the purpose of treatment with chemicals.

1.3.3 During testing if a system leakage is discovered, the contractor shall immediately contact the HVAC shop at 719-556-1822 so they can make the necessary repairs to prevent a continuous stream of hardness minerals and dirt from entering the system.

1.3.4 Bldg 1470 Cooling Tower - To eliminate micro-biological growth, contractor shall provide a one-time treatment for the period to the condensing water in tower with approximately 5 gallons of dispersion chemical. Contractor shall use their own dispersion chemical that complies with system specifications.

1.4 The contractor will comply with the NSPC (National Standard Plumbing Code), NEC (National Electrical Code), Heating Ventilation Air Conditioning standards, and Occupational Safety and Health Administration standards (OSHA).

1.5 The contractor shall supply all necessary equipment, tools, material, supervision to perform job. The contractor shall also maintain all appropriate MSDS’s (Material Safety Data Sheets) with any chemicals that are being used.

1.6 The contract shall submit a schedule of the work that needs to be completed at the beginning of each quarter. Electronic copies shall be sent to 21 CES HVAC shop and the Contracting Officer.

1.7 The contractor shall submit quarterly an electronic summary worksheet documenting testing and other work accomplished for each facility system. The worksheet shall at a minimum include facility, system, analysis info and any recommendations. The worksheet shall be submitted electronically to the Contracting Officer and the 21 CES HVAC Shop within ten working days after completion of the quarter.

1.8 The contractor shall provide a four (4) hour knowledge based training sessions on water treatment in accordance with industry and federal standards to the 21st Civil Engineering Squadron HVAC Shop twice (2) per year. Training at a minimum shall include water treatment basics to include, corrosion control, chemical inhibitors, biocides and cleaners and any other training necessary for basic understanding of water treatment. Training will be conducted in the HVAC Shop to approximately 15 personnel. The contractor shall submit training date requests a minimum of one week in advance of the projected training.

1.9 The work area must be kept free and clear of all debris. Access to the facility or surrounding driving right-of-ways will not be closed off or substantially obstructed for long periods of time.

1.10 The contractor shall dispose of any debris off the installation and in accordance with all local, state and federal requirements as required by Paragraph 6.

1.11 The contractor shall be responsible for all damage to government property or personal property resulting from actions by contractor employees or equipment during the performance of this contract or while contractor employees are on Peterson AFB.

1.12 The contractor shall warranty all work for a period of 1 year from the date of acceptance by the government.

1.13 The Contractor shall provide these services for no less than 1 year.

1.14 Coordinate with the base fire department for hot work permits (for welding or open flame operations), as required. Welding or torching of any kind on Peterson AFB requires a hot work permit. Obtain a hot work permit from the Base Fire Department, Building 218,

(719) 556-6574 or (719) 556-7774. A permit shall be issued within three (3) working days with instructions for fire prevention.

2. HAZARDOUS CONDITIONS. During the course of performing work under this contract, should the contractor find conditions existing that prevent the performance of any specified tasks the Contracting Officer shall be notified immediately. A confined-space permit must be obtained through the proper authorities before entering any confined space.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide reasonable utilities and work space for the contractor to perform the requested duties.

There are no covered or secure storage areas available. The contractor will provide all equipment and storage media necessary to perform tasks.

3.1. Toilet Facilities. Use of existing toilet facilities in the immediate work area only will be permitted. Contractor personnel will ensure facility cleanliness is maintained at all times.

3.2 Security Police and Fire Protection. The government will provide general on-base security police and fire protection service.

3.3. Telephone. The government shall not provide telephone services. If available, contractor may use government phones in a case of emergencies or during field and site work. No long distance telephone calls will be authorized.

4. HOURS OF OPERATION. Working hours for the contractor will normally be between the hours of 7:30 AM and 4:30 PM excluding Saturdays, Sundays, and Federal holidays. If the Contractor desires to work during periods other than above, additional government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer five (5) calendar days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days.

The contractor is not required to provide service on the following days:

5. SAFETY AND HEALTH.

5.1. OSHA Requirements. All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, project identified national standards, military manuals, instructions, pamphlets, standards and handbooks, and with the Corps of Engineers (COE) Safety Manual 385-1-1, dated 03 Sep 96.

5.2. State Requirements. All companies who conduct business within the state of

Colorado must, in accordance with Colorado Workman Compensation laws, have an approved company safety policy and an Accident Prevention Plan. The plan, approved by the state, shall be submitted For Information Only (FIO) within 10 (ten) days of contract award. The plan must also include the requirements of US Army Corp of Engineers (COE) Safety Manual EM 385-1-1.

6. DISPOSITION OF WASTE, EXCESS, SCRAP, AND SALVAGE MATERIALS. The title to all waste, excess, scrap, and salvage materials generated as a direct result of this contract is vested in the Contractor, unless specifically excepted below. Further (unless listed below in exceptions), these materials shall be removed from PAFB and disposed of by the Contractor in accordance with all applicable Federal, State, and Local Regulations. The following is a list of materials (Exceptions) that will be generated as a result of this contract and shall be turned-into the Government at a location at Peterson AFB designated by the Contracting Officer:

7. RADIATION PERMITS AND AUTHORIZATIONS. Contractors contemplating the use of devices containing radioactive materials (i.e., soil moisture/density probes) or non-ionizing radiation producing equipment (radio frequency radiation emitters or lasers) while performing work on this contract must obtain written authorization/permit from Peterson AFB. Without the proper authorization, contractors will not be allowed to bring these devices on base. Also, the contractor shall provide Bioenvironmental Engineering a copy of their radioactive materials permit and training certificates, if radioactive material will be brought onto Peterson AFB.

8. SECURITY REQUIREMENTS.

8.1. Requirements. Comply with all Peterson AFB security requirements imposed by the local installation commander at all times while on the premises to include not using cell phones while operating a vehicle on Base. Obtain necessary badges(s) required for access to Peterson AFB.

8.2. Badge Request. Send a letter to the Contracting Office on company stationery, which will include address, telephone number, and contract number, listing full names of employee(s), with their social security number, date of birth and place of birth, who require access to Peterson AFB. After approval by Security Forces, this letter will be on file for 30 days and then discarded. Thereafter, anytime a badge is requested for a new employee, an updated employee list will accompany a request letter by the Contractor to the contracting office.

8.3 Vehicle Requirement. Proper state vehicle registration, proof of insurance and a valid driver’s license are required to drive on base. After obtaining the proper badges/vehicle identification at the Visitor Control Center (Bldg. 1334), all commercial vehicles must enter through the East Gate (Marksheffel Road), the primary search area for all commercial delivery vehicles.

SECTION II

9. SERVICE SUMMARY (SS): The contract service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. An SS item shall be “Unacceptable” when the contractor exceeds the allowable number of defects during the period as identified in the Performance Threshold column (i.e., quarterly or annually). A defect is a service that does not meet the requirements of the PWS.

Even though the contractor is responsible for all of the requirements as listed in this PWS, the below listed services have been identified as critical to mission success.

10.0 WORKLOAD ESTIMATE

10.1 Routine Services Closed Loop: The Government shall require inspection, sampling, analysis and reporting of all heating and chilled water systems once per each six month period as per description included in the PWS.

10.2 Routine Services Open Loop: The Government shall require inspection, sampling, analysis and reporting of five condensing water systems monthly per description in PWS.
