FA2517-16-Q-6009, Communication Service Authorization for PAFB
SITE VISIT Q&A
DATE: 16 November 2016
TIME: 0900-1130
LOCATION: Building 1038 Large Conference Room
Site Visit Discussions/Q&A
· Meeting opened with introductions around the table
· Mr. Mizell provided opening comments
· Explained difference between current contract and new solicitation
· Briefly covered possible changes to requirement in the future
· Mr. Bradford explained the changes in Contracting roles from 38 CONS to 21 CONS
· MSgt Weaghington began requirement review w/discussing content of PWS
· A questions was asked regarding temperature controls inside the equipment room.
· Mr. Bradford stated: the temperature controls were repaired and that the room is able to maintain the appropriate temperatures for the equipment.
· Mr. Bradford began explaining specific requirements of the PWS and its relation to Appendix 1
· MSgt Weaghington stated reason for leaving in the requirement for SIP and CAMA trunks although not part of the current requirement and explained PWS para 2.1.2.8 and 2.1.2.9 were not to be priced in quote. Additional comments were discussed in regards to SIP and CAMA, but would not change the current requirement
· Mr. Bradford explained E911 and the roles of the Contractor and Government. Explained how the system current operates through the county.
· A question was asked regarding the circuits and whether or not they were overlapping with DISA circuits.
· Mr. Bradford stated: No, the circuits are not overlapping with DISA circuits. They support user requirements for base phone/DSN services to off base users.
· A question was asked if there have been any discussions with DISA regarding this requirement.
· Mr. Bradford stated: Yes, we have talked with Mr. Perkins at DISA in regards to EVoIP. At the present time, the Air Force hasn’t approved using DISA EVoIP and SIP Trunking. The Air Force has a requirement to support Telecommunications Monitoring Assessment Program (TMAP). At the present time TMAP can only be supported by PRI trunks. Until the Air Force waves or fixes the TMAP requirement using SIP and or DISA services for commercial lines can’t be utilized. The Offeror is able to provide SIP trunking as long as it gets converted to PRI at demark by the offeror in order to meet AF TMAP requirements. The offeror can provide any solution as long as the requirements in the PWS and supporting documents are met.
· A question was asked if there were circuit testing procedures.
· Mr. Bradford stated: Yes, if there is an existing circuit that will stay, (no new path) no testing will be required. If an existing circuit is being moved to a new path/provider. The new circuit will be installed and tested for loss, tested for function and allowed a standard 48hrs to make sure the circuit is stable before cutting the live services over to the new circuit. In the case of the base city trunks, the new trunks will be installed and connected, tested, pass test traffic and allowed 48 hours to run. Then the CSO and the contractor will work a time line to migrate/port numbers over to the new city trunks, we would migrate 1 NXX at a time, starting with the 552 to make sure services where working correctly. Then the remaining 2 NXX’s will be migrated and the old trunks disconnected.
· A discussion was had regarding the leasing requirement from the Government for real property. MSgt Weaghington explained that the Real Property Office was still working the requirement and that once implemented, that it would be required to be incorporated into the contract if not completed prior to award. Further discussion with Real Property will be initiated by 21 CONS and 21 CS.
· A questions was asked regarding the ability to bring additional fiber into building 1038.
· Mr. Bradford stated: a new installation is possible, but we would have to work with 21 CES Real Property office for approval. Based on 10 USC 2667, the Government can’t use appropriated funds to support non-appropriated services unless the Government is reimbursed for the services based on Fair Market Value (FMV). An example was used, if a bidder needed to install a new fiber to the Demark (Bldg. 1038) but there wasn’t adequate conduit entering a facility (Bldg. 1038) to support the new install, new conduit would need to be installed. 21 CS and the bidder would have to work with 21 CES Real Property Office to get approval for the new install and new conduit. Most likely, the bidder could install a new conduit to support this install with the understanding that the new conduit would become Government property, if 21 CES Real Property Office determined it meet FMV compensation. One Offeror stated they have supported the same type of FMV compensation within industry in the past. For example, if the Contractor installed 120 new strands of fiber, they would give the Government a portion of the Fiber (say 20 strands) as the FMV for using the conduit path.
Teleconference Questions received on 18 November 2016 **Question below are items that were not already addressed above**

· Mr. Bradford explained that the services are currently being provided by Level 3 as a resale product from CenturyLink. Offerors are not prohibited from including resale products in their solution. Alternate solutions that meet the Government’s requirements will also be considered.
· A questions was asked regarding the use of the 100mbps circuits.
· Mr. Bradford explained that the circuits were converted to IP and using the 100mbps as a transport for the services.
