SABER Solicitation FA2517-13-R-5000
SECTION 01 00 00
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 DEFINITION OF INSTALLATION
1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished.
1.2 PRECEDENCE
1.2.1 Individual installation specific requirements specification sections shall take precedence over the requirements in this section.
1.3 PROJECT DESCRIPTION
1.3.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, to include design and engineering services incidental to construction. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual Task Orders (TOs) for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) or Director of Public Works (DPW) as part of the Simplified Acquisition of Base Engineering Requirements (SABER) program. Individual TO projects will vary in size, with the majority expected to be less than $750,000, including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, pavement repair, asbestos and lead paint removal, security hardware installation, and demolition.
1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS
1.4.1 The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in TOs. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.
1.4.1.1 SABER Specification
a. This SABER Specification is numbered and organized in accordance with the Construction Specification Institute's (CSI) Master Format. All specifications are filed in division 2 through 48 per CSI guidelines. The specifications are taken from the Unified Facilities Guide Specifications (UFGS). The UFGS website is 20TUhttp://www.wbdg.org/ccbU20T. The specifications have been edited for this specific contract and will remain unchanged throughout the contract unless officially modified.
(1) Standards
(a) The SABER specification furnishes concise industrial and/or commercial standards for

1.4.1.2 Unit Price Book
a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by the Contractor.
1.4.1.3 Unified Facilities Criteria (UFC)
a. The UFC shall be used as the standard building code for all construction under this contract.
The UFC website is 20TUhttp://www.wbdg.org/ccb/browse_cat.php?o=29&c=4U20T. Any and all changes to the UFC will immediately become requirements of this contract. The UFC references the International Building Code (IBC) as the basic requirement. The UFC modifies those basic requirements in UFC 1-200-01.
1.4.1.4 Installation Design Standards
a. Each installation’s facilities excellence plans, design guides, and standards shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer (CO) before implementation. These are listed in each installation specific specification.
1.5 EXECUTION
1.5.1 Pre-Performance Construction Meeting
1.5.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and TO procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings.
1.5.2 Business Telephone
1.5.2.1 At the beginning of this contract, the Contractor shall provide the applicable Contracting Officers a Contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for the Program Manager and Installation Construction Manager, as a minimum. The Contractor shall provide the CO with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program Manager and Installation Construction Manager, Superintendent, Quality Control Officer, and their respective alternates, for the life of the contract. Communications equipment will require special coordination and clearance with installation communications authorities.
1.5.3 Work Hours
1.5.3.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m. and 4:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays. See site specific specifications for further information on standard hours. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours and multiplied

Work during non-standard hours not specified as required by the Contracting Officer will be priced using the coefficient for standard hours. The Contractor may not work during non-standard hours unless the request and justification is approved by the Contracting Officer. The Contractor must submit a request and justification for working non-standard hours to the Contracting Officer at least 5 working days prior to working non-standard hours. Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the Contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.
a. The Government only recognizes the following legal holidays established by federal statute:
(1) New Year's Day, 1 January
(2) Martin Luther King Day, third Monday in January
(3) President’s Day, third Monday in February
(4) Memorial Day, last Monday in May
(5) Independence Day, 4 July
(6) Labor Day, first Monday in September
(7) Columbus Day, second Monday in October
(8) Veteran's Day, 11 November
(9) Thanksgiving Day, fourth Thursday in November
(10) Christmas Day, 25 December
b. Work Interruptions And Delays
(1) The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the Contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. Notification to the Contractor shall be provided by the applicable Contracting Officer.
1.5.4 Safety Requirements
1.5.4.1 See Section 01 35 29.
1.5.5 Fire Protection
1.5.5.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and National Fire Protection Agency (NFPA) standards. See Section 01 35 29, Safety and Health Requirements.
1.5.6 Request For Proposal
1.5.6.1 See Section H of the contract for further information. For each project, the Contractor will be furnished with one electronic copy of the Statement of Work (SOW). The Contractor will also be provided with one electronic set of drawings and specifications and AF Form 66, if available. The level of the design provided to the Contractor shall be anywhere from a basic
01 00 00-3 concept to a complete design package. The Contractor may reproduce the drawings and specifications at the Contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI). Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby.
1.5.7 Site Visit
1.5.7.1 Prior to negotiating any individual TO, the Government and the Contractor will conduct a pre-proposal site visit for each TO. Discussions may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the Contracting Officer within one (1) workday following the site visit. The Contracting Officer, or designated representative, will provide meeting notes to all Contractors and the Civil Engineer Squadron (CES) within two (2) workdays of the site visit.
1.5.8 On-Site Conditions
1.5.8.1 Drawings may not be available or provided. Drawings showing the location of equipment, piping, ducts and conduit, etc. are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc.
All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO.
The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the Contractor's risk and shall not relieve the Contractor from accomplishing the work required by the TO.
1.5.9 Project Proposal
1.5.9.1 For every Request for Proposal (RFP) associated with a new TO, the Contractor shall provide a written proposal describing his approach to the proposed project work described in the Government’s SOW and project drawings, if any. The Contractor’s proposal shall include, at a minimum; a written narrative describing their approach to the subject project, drawings to show the intended work, a schedule showing the Contractor’s intended progression, any permits required by Section 01 57 20, and a line item proposal in accordance with Section 01 04 00.
The Contractor shall submit the proposal within 10 working days of the site visit. If the requirement is determined to be a quick response requirement by the CO, the Contractor shall submit a TO Proposal to fulfill the requirement within a maximum of five (5) working days from written notification. The proposal shall include, but is not limited to, a cover page or pages, project cost estimate, design assumptions, operational concerns, calculations (as
01 00 00-4 needed), and drawings. The Contractor’s proposals shall be complete and concise. The cover page or pages shall include project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as request for winter exclusion, phasing of construction, etc.
a. Cost Estimates
(1) All TOs shall be estimated, negotiated, and awarded based upon prices in the Unit Price Book (UPB, see Section 01 04 00). The cost estimate portion of the Contractor’s proposals shall be prepared and produced using the cost estimating software described in Unit Price Book and Software Requirements (Section 01 04 00, this specification). This applies to all work done on SABER TOs, even if work is done by a subcontractor. If the Contractor wishes to deviate from the Unit Price Book, all Contractors must submit at least 3 (three) independent cost estimates on the disputed item. The Contracting Officer (CO) shall determine the appropriate pricing of the disputed item and modify the contract accordingly.
b. Construction Schedule
(1) A construction schedule is required in accordance with FAR 36.515 for projects with a continuous performance period of 60 days or more unless otherwise requested by the CO.
Additionally, the Contractor shall submit a construction schedule when required by the TO SOW. The construction schedule shall be on an AF Form 3064 or equivalent and completed according to the instructions on the reverse side of the form, or as directed. In addition to the construction schedule, the Contractor shall be required to submit a critical path Gantt chart schedule with milestones for all projects with a performance period of 90 days or more. The Contractor shall provide bi-weekly construction updates on each TO on an AF Form 3065 or equivalent.
c. The Contractor will provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement. When the SOW does not include Government provided drawings, drawings shall be included with the proposal and must be thorough enough to allow the Government and Contractor to estimate. Drawings shall be used on-site for reference during construction as well as red-line drawings. Drawings included with the proposal must be thorough enough to allow the Government and Contractor to estimate prepriced and non-prepriced items, the Government to monitor the work, and the Contractor to execute the work.
Design incidental to accomplishing the required tasks outlined in each TO shall be required.
The extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the Contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with all applicable building and construction codes. In the SOW, the Government will identify the extent of documentation that the Contractor shall include in the TO proposal. This documentation includes, but is not limited to:
(1) Design calculations to substantiate appropriate equipment or material selection/ sizing, component assembly, and proposed layout and sizing of utilities and structural elements.
The Contractor shall (if applicable) supply the following calculation:
(a) Mechanical: HVAC load analysis and unit sizing, pipe sizing, and duct sizing.
(b) Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.
(c) Structural: Structural system and foundation sizing.
(d) Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.

(e) Energy: Provide energy savings and Return on Investment (ROI) for each TO, if applicable.
(2) Design drawings showing basic layout and planning of work
(3) Certified Shop Drawings. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form, fit, and attachment details) of materials or equipment.
1.5.10 Record Drawings
1.5.10.1 During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site. Red-line drawings shall be based on the design drawings provided by the Contractor in Section 01 00 00, Paragraph 1.5.9.1.c. These drawings shall be used to create As-builts meeting the requirements of paragraph 1.2 of Section 01 78 00 TO Closeout Requirements. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until As-Built record drawings are submitted and approved by the
CO.
1.5.11 Moving Furniture And Equipment
1.5.11.1 For each TO, the Government SABER Office and the Contractor shall coordinate with occupants of the proposed work area on responsibilities of moving furniture and equipment.
The Government shall hold the Contractor responsible for any damages when the Contractor moves the furniture.
1.5.12 Delivery Of Materials
1.5.12.1 Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.
1.5.13 Division Of Work
1.5.13.1 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas that shall be completed before work in other sections or divisions are begun.
1.5.14 Clean-Up
1.5.14.1 Hallways, exits, and access routes must be kept free of debris and safe at all times. Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work. Daily cleanup of all job sites includes leaving the affected project area in good state of order. Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the SOW for specific TOs. Upon completion of the project, the Contractor shall conduct a thorough final cleaning.
1.5.14.2 Upon completion of the project, the Contractor shall conduct a thorough final cleaning. This shall include normal daily cleanup, vacuuming, dusting, mopping, and all other necessary items as appropriate. Upon Pre-Final Inspection, the work area shall be ready to be occupied by the customer without any additional cleanup.
1.5.14.3 All clean-up shall be included in the Contractor’s coefficient unless additional cleanup is
01 00 00-6 identified in the SOW. Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the SOW for specific TOs.
1.5.15 Government-Furnished Equipment/Materials
1.5.15.1 The Contractor with his own forces shall transport all Government furnished equipment (GFE) and/or Government furnished materials (GFM), if any, described on the TO. The GFE/GFM shall be transported from the Government’s storage area to the work site or as indicated on the TO. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all Government furnished property not consumed in performance of a TO.
1.5.16 Equipment And Furniture On The Site
1.5.16.1 The Contractor shall cover equipment and furniture that is to remain in place within the contract operations area and protect it against damage or loss. Store equipment and furniture that is removed in performance of work where directed, or reuse in work as required by project SOW, drawings, or specifications. Equipment and furniture temporarily removed shall be protected, cleaned, and replaced equal or better than its condition prior to starting work.
Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
1.5.17 Damage To Real Property
1.5.17.1 Any damage done by the Contractor to existing real property shall be repaired to prior conditions. Patch and repair any holes or damage done to walls during the removal of any items/material. Match the existing conditions and meet the requirements of these specifications. The Contracting Officer will determine if the repair work done is sufficient. All repair work will be at the Contractor’s expense.
1.5.18 Covered Chutes
1.5.18.1 All chutes used for refuse, and the like, shall be covered or of such design to fully confine the material to prevent the dissemination of dust.
1.5.19 Salvageable Items
1.5.19.1 All materials removed and not reused in the project as specified herein or as required by the project SOW, drawings, or specifications, remain the property of the Government. The Contracting Officer will determine if these materials are salvageable or unsalvageable.
Salvageable materials shall be managed as directed by the Contracting Officer with the concurrence of the Installation Environmental Office. See Section 01 57 20.00 10 Environmental Protection for further guidance.
1.5.20 Trash Removal
1.5.20.1 Unsalvageable materials shall become the property of the Contractor and disposed of at the Contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired. See Section 01 57
20.00 10 Environmental Protection for further guidance.

1.5.21 Monthly Reporting
1.5.21.1 The Contractor must submit reports monthly showing the tons of material disposed of at a landfill and the tons of material diverted from a landfill. See Section 01 57 20.00 10 Environmental Protection, paragraph 8.6 for further guidance.
1.5.22 Permits
1.5.22.1 The Contractor is responsible for listing any and all necessary permits on each project submittal register that are required. The Contractor shall plan for and obtain any and all permits and provide two copies to the Contracting Officer. See Section 01 57 20 Environmental Protection for environmental permits. All environmental permits must be coordinated and approved through the Installation Environmental Office.
1.5.23 Environmental Requirements
1.5.23.1 See Section 01 57 20.00 10 Environmental Protection.
1.6 PRODUCTS AND SUBMITTALS
1.6.1 Standard Products
1.6.1.1 Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. All products shall be new unless otherwise directed in the TO SOW. See Section 01 57 20.00 10 Environmental Protection for affirmative procurement requirements.
1.6.2 Contract Submittal Requirements
1.6.2.1 In addition to submittals required in each TO, these specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in these specifications and on the Submittal Register.
1.6.3 Submittal Requirements
1.6.3.1 See Section 01 33 00 Submittal Procedures.
1.7 Electronic Documents and Correspondence
1.7.1 The Contractor shall submit all documents electronically. Electronic file type shall be as indicated by the Contracting Officer. This requirement is in addition to any other requirement throughout this contract. If any other specification or section requires hard copy documents, the Contractor shall submit these documents in both hardcopy and electronic copy to the contracting officer.
1.7.2 All documents submitted by the Contractor requiring a signature shall be submitted to the contracting officer with an electronic digital signature. All documents submitted by the Contractor requiring further action and signature by the Government shall be capable of being digitally signed
01 00 00-8 and saved by the Government representative(s) as required.
1.7.3 All documents submitted by the Contractor shall follow a standardized file naming convention as indicated herewith. File naming conventions shall be strictly adhered to and may only be modified by the contracting officer. File names shall have no spaces. The following items in the below naming conventions are defined as followed:

1.7.4 Electronic Correspondence (e-mail)
All electronic correspondence from the Contractor regarding a specific project shall follow a standardized subject line naming convention. File naming conventions shall be strictly adhered to and may only be modified by the contracting officer.

1.8 CONCURRENT CONSTRUCTION
1.8.1 Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, with its own forces or other

Contractor forces, of the same type as the successful offeror without breaching or violating this contract.
1.9 UTILITIY SERVICES
1.9.1 Availability Of Utility Services
1.9.1.1 All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the Government from existing system outlets and supplies. The quality, quantity, and consistency of the utilities supplied are not guaranteed. Some TOs may not allow the use of Government utilities. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the CO and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government as determined by the Contracting Officer prior to execution.
1.9.2 Fire Hydrant Connections
1.9.2.1 Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor. A hydrant wrench of the correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Fire Department prior to work. Notification by the Contractor to the CO and Fire Department shall be made ten (10) workdays prior to any work.
1.9.3 Conservation Of Utilities
1.9.3.1 The Contractor shall be responsible for operating under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.
a. Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.
b. Mechanical equipment for heating, ventilation, and air conditioning systems shall be adjusted by authorized craftsman only.
c. Water faucets or valves shall be turned off after the required usage has been accomplished.
1.10 UTILITY OUTAGES
1.10.1 The Contractor shall request, in writing, any utility outage necessitated by the project work at least thirty (30) calendar days prior to the proposed outage unless otherwise approved in writing by the Contracting Officer. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO. The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.
1.10.1.1 Requests
a. The request shall be directed to the Contracting Officer. It shall reference the specific TO;
01 00 00-11 stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service. The request shall be accomplished on the current form required by AF Form 103 or the equivalent form provided by the base.
1.10.1.2 Restrictions
a. Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group. No outage shall exceed four (4) hours unless approved in writing by the Contracting Officer prior to outage execution.
1.11 PARKING
1.11.1 Parking of Contractor vehicles shall be restricted to the project parking lot at the location designated by the Contracting Officer. Under no circumstance shall the Contractor park vehicles and/or equipment, even temporarily, on the grass, unless approved in advance by the Contracting Officer. Avoid parking under trees by placing construction fencing along dripline (outer edge of tree canopy). This will minimize root damage from soil compaction. The company name shall be prominently displayed on all construction vehicles at all times. Parking shall not violate fire or safety regulations.
1.12 TRAFFIC CONTROL
1.12.1 The Contractor shall comply with the recommendations contained in Part 6 of the U S Department of Transportation, Federal Highway Administration Manual on Uniform Traffic Control Devices to ensure proper warnings to motorists and adequate traffic control. Traffic control signage should be installed in accordance with Colorado, Wyoming, and Nebraska Department of Transportation M&S Standards and Colorado Supplement to Manual of Uniform Traffic Control Devices. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor. The Contractor shall maintain the normal traffic egress to and from the installation during construction at all times. If traffic flow on any roadway or parking area is to be modified for any reason, the Contractor must notify the Contracting Officer, the Fire Department, and Security Forces by submitting a traffic coordination plan for approval to the Contracting Officer thirty (30) working days prior to commencing with construction activities. The schedule and phasing of roadway lane or parking closure will be discussed in a pre-construction meeting.
1.13 SANITARY PROVISIONS
1.13.1 Use of Government facilities may not be allowed. The Contractor shall utilize only those rest rooms designated for his use, provided such usage does not conflict with usage by installation personnel and that such usage does not result in unsanitary conditions or damage to the rest room.
If Government restrooms are authorized as part of a TO, the Contractor will be required to fully clean those restrooms at the end of each week as well as at the end of the project. Should usage by the Contractor result in unsatisfactory conditions, the Contracting Officer may restrict or prohibit further usage by the Contractor. In no instance, shall paint or other construction materials be disposed of in the rest room, janitor’s closet, drinking fountain, floor drain, storm drain or any other drain or other fixture within the facility, nor shall fixtures be utilized for cleaning tools or construction equipment.

1.13.1.1 Temporary Sanitary Provisions
a. The Government, at its discretion, may direct the Contractor to provide temporary toilets for the Contractor’s use. When the Contractor provides their own temporary toilets, they shall ensure that they satisfy state and local health requirements for the use of construction personnel.
Location, type, proposed maintenance, etc., shall be approved by the Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection with the temporary toilets shall be borne by the Contractor.
1.14 TOBACCO
1.14.1 The Contractor shall limit smoking and use of tobacco to authorized areas only. Tobacco use shall be in accordance with applicable installation and DoD policy.

PETERSON AIR FORCE BASE
SPECIFIC REQUIREMENTS
PART 1 GENERAL
1.1 LOCATION
1.1.1 This section contains requirements applicable to Peterson Air Force Base (PAFB).
1.2 DESIGN STANDARDS
1.2.1 The most current edition of the Facilities Excellence Plan (FEP) and the 21CES Design Guide shall become a part of this contract.
1.3 WORK CLEARANCE REQUEST
1.3.1 The Contractor shall obtain and process an AF Form 103 Work Clearance Request for each task order. The Contractor shall initiate the Form 103 at the work order service desk in Building 1322. The Contractor shall coordinate with the appropriate base organizations to properly complete the form and get it approved. One copy of the approved AF Form 103 shall be provided to the SABER project inspector prior to commencement of any work for the project. The Contractor shall attach drawings to the Form 103 showing exact location and description of the work to be accomplished.
1.4 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES
1.4.1 The Contractor shall not disturb electrical or communications facilities and wiring not discussed in the statement of work (SOW) or drawings. Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the Contracting Officer in writing at least seven (7) calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner to remove the systems required. If the lines are damaged by the Contractor’s construction activities, the Contractor shall restore service within 24 hours with no cost to the Government.
1.5 DISRUPTIONS
1.5.1 The Contractor shall perform work in a manner that will minimize disruptions to normal PAFB operations. Contractor shall notify the Contracting Officer if disruptions to sprinkler or alarm systems exceed 4 hours, requiring either the evacuation of the building or a fire watch provided by the Contractor.
1.6 ROUTE
1.6.1 Only that route designated by the Contracting Officer for each task order shall be utilized by the Contractor for access to the work site.

1.6.2 The use of an existing elevator shall be arranged prior to use through the Contracting Officer. Such use will be of an intermittent and temporary nature. The Contractor shall protect the elevator against damage due to their use. In no case shall the load exceed the rated capacity of the elevator.
1.7 CONTRACTOR VEHICLES
1.7.1 The company name shall be prominently displayed on all Contractor vehicles operated on PAFB. The Contractor may obtain entry passes at the PAFB Visitors Center for vehicles needed to transport materials and equipment. The Contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. Entry to the restricted areas of PAFB will require a vehicle pass and additional clearances. All material delivery trucks and concrete trucks requiring access on PAFB will be required to access PAFB through the East Gate off of Marksheffel Road.
1.8 CONTRACTOR STORAGE/LAYDOWN YARD
1.8.1 There is no designated Contractor Storage/Laydown Yard provided at PAFB. To the extent possible and when possible, the Contractor is encouraged to use the Task Order job site for staging materials. The Contractor is advised that an off-base storage/staging area may be useful for execution of some Task Orders. Security shall be the responsibility of the Contractor in all cases. The Government has no liability for materials or equipment which become lost or damaged.
1.9 CONSTRUCTION FENCING
1.9.1 Six (6) foot high temporary chain link construction fencing may be required for exterior construction sites, including separate areas for contractor staging. Plastic snow fencing and cones may be approved for small projects, on a case-by-case basis, as approved by the Contracting Officer. All fencing and cones shall be kept clean, undamaged, securely affixed, and orderly throughout the life of any project.
1.9.2 Construction site fencing shall be adequately anchored against winds up to 40 miles per hour (mph) throughout the life of a project. The contractor shall take reasonable actions to prevent fencing from blowing away or damaging government property in the event wind speeds exceed 40 mph, including removing the fencing or laying the fence on the ground. Sandbags or other approved temporary anchors will be maintained. The Contractor shall be required to fully patch any asphalt cores or return any surface to its original state upon removal of the fencing. The Contractor shall provide all necessary locks to keep the area secured. The Contractor shall provide the necessary signage that indicates the phone number of the person who can open the area during non-duty hours.
The fence will be kept free of all debris and construction debris at all times.
1.10 TEMPORARY TRAFFIC CONTROL DEVICES
1.10.1 Temporary traffic control devices must be maintained orderly, clean, and aligned in all situations. This includes but is not limited to cones, barrels, barriers, flashing lights, and signs. Traffic control devices shall be adequately anchored against winds up to 40 miles
01 00 01-2 per hour (mph) throughout the life of a project. The contractor shall take reasonable actions to prevent devices from blowing away or damaging government property in the event wind speeds exceed 40 mph.
1.11 UTILITY OUTAGES AND ROAD CLOSURES
1.11.1 The Contractor shall obtain and process a UTILITY OUTAGE/ROAD CLOSURE form for each utility outage or road closure. The Contractor shall go to the work order service desk at Building 1322 in order to start the process. The completed form shall be submitted a minimum of thirty (30) calendar days prior to the outage or closure. the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.
1.12 DIG PERMITS
1.12.1 Any work involving disturbance of earth deeper than 6 inches below current grade will require a Dig Permit. The Dig Permit shall be submitted at least 30 calendar days prior to digging. The Contractor will be required to resubmit the Dig Permit every thirty calendar days to ensure all agencies remain aware of the ongoing work and so that other agencies can notifying the Contractor of any changes to the project site that may have occured.
Each subsequent Dig Permit shall be provided to the project inspector no later than the termination of the previous thirty day period.
1.13 UTILITY MARKINGS
1.13.1 The Contractor shall be responsible for contacting utility owners to coordinate work and to identify, locate, and mark all utility lines in the vicinity of the project work site, including utility lines not owned by PAFB, prior to digging. The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities. The Contractor shall be required to maintain all utility markings for the duration of the project. It is the responsibility of the Contractor to verify the exact location of all known utility lines and structures within the affected area of the task order and for the protection of the same. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition, to the satisfaction of the Contracting Officer. The Contractor shall consult with the Contracting Officer’s Rrepresentative before any markings are placed in high-visibility areas, as designated by the Contract. In all high-visibility locations, the paint used to locate utilities will be fully removed from site elements such as sidewalks, pavements, and plazas at the end of the project. Removal of the paint shall not result in damage to the site element. The use of other forms of marking, such as tape, may be used upon approval by the Contracting Officer.

CHEYENNE MOUNTAIN AIR FORCE STATION
SPECIFIC REQUIREMENTS
PART 1 GENERAL
1.1 DESCRIPTION
1.1.1 Demolition: Dumping of construction debris on base is strictly prohibited and it will be the Contractor’s responsibility to dispose of all trash and debris off base in accordance with all federal, state, and local regulations. Only reasonable amounts of construction debris will be permitted to accumulate on base before being hauled off site. In special situations clean fill from excavation areas may be spread on base, but only with the approval of the Government Construction Representative.
1.1.2 New Installation: Installation of all new systems and work shall be in accordance with the Cheyenne Mountain Air Force Station (CMAFS) Facility Excellence Plan and industry standards.
The Contractor shall verify all existing spaces prior to construction to ensure equipment/furnishings will fit in allocated spaces; piping, communication, and electrical services can be routed properly; adequate space for maintenance exists where necessary; and all fire and safety codes are complied with.
1.1.3 Special Scheduling Requirements: It may be necessary at times to delay or suspend work at CMAFS to accommodate real world events, exercise scenarios, or Distinguished Visitor visits.
The Contractor will be given as much notification as possible, but it is possible that some events may require no notice evacuation of job sites. This may be expected to occur 6 times per year.
1.2 LOCATION
1.2.1 All work is located at the Cheyenne Mountain Air Force Station (CMAFS) Colorado Springs, Colorado 80914-6110
1.3 WORK HOURS
1.3.1 The Contractor shall complete the work between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and Federal Holidays. Official late reporting and snow call 474-3333 will affect the Contractors’ work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. The Contractor shall also be advised of routine operational delays, such as those associated with entry/exit into the Cheyenne Mountain Complex.
1.4 PRE-PERFORMANCE MEETINGS
1.4.1 Before the work begins, the Contracting Officer (CO) or Construction Inspectors will arrange for a meeting with the Contractor to discuss the project in general, including administrative matters, CMAFS security procedures, accident prevention, safety, and fire prevention briefings. Any questions the Contractor may have will be answered, and any foreseeable problems will be resolved.

1.5 TASK ORDER AND STATEMENT OF WORK
1.5.1 Sets Furnished: For individual task orders, the Contractor will be furnished with a Statement of Work, and, if necessary, one set of drawings. Additional sets will be furnished if requested.
1.5.2 Notification of Discrepancies: Contractor shall check all task order drawings immediately upon receipt for discrepancies and notify the CO/COR immediately of any/all discrepancies found.
1.5.3 Location of Equipment and Piping: Drawings showing the location of equipment, piping, etc., are diagrammatic and site conditions will not always permit installation in the locations shown.
Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, temporary walls, etc. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the CO Project Inspector.
1.5.4 Underground Utilities: Task Order drawings will show the approximate location of all underground utilities in the vicinity of Contractor’s work area. The Contractor shall be responsible for submitting an AF Form 103 for utility locates (see Para 6 below) and coordinating with all required local and off base authorities to determine the location of these utilities. Utilities should be clearly marked prior to digging. The Contractor shall be responsible for repairs to existing utilities which occur as a result of digging.
1.5.5 Job Conditions: The conditions and features shown on the task order drawings are diagrammatic and may not show every detail required. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are obviously necessary for the completion of the work and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work.
1.6 WORK CLEARANCE REQUESTS (AF FORM 103)
1.6.1 The Contractor shall obtain and process work clearance requests prior to any excavation, drilling through floors and walls, or other work. Submit the AF Form to the CE Customer Service Center (CSC) in Building 04000. The SABER Construction Inspector may assist the Contractor in obtaining the permits if requested. The Contractor shall immediately notify the Construction Inspectors if damage occurs.
1.7 REQUESTS FOR UTILITY INTERRUPTIONS OR OUTAGES
1.7.1 CMAFS Form 4, Mission System Downtime Request: The Contractor shall complete a CMAFS Form 4 when utility outages are required to complete the work. Information to be included in the Form 4 is as follows:
1.7.2 Due to the sensitivity of the CMAFS mission operations, the Contractor's personnel will not be permitted to cut active pipe or conduit, open or close circuit breakers or motor start/stop switches, operate control devices on liquid, electrical or air systems, or in any manner interrupt any existing utility or communications systems. The Air Force will make all power disconnects and/or transfers unless the Contractor receives direction to the contrary from the CO/Construction Inspectors. The Contractor shall submit an AF Form 332 to the CSC two weeks prior to the work.
The Contractor will provide temporary or parallel utility connections as identified on the project
01 00 02-2 drawings or specifications.
1.7.3 The Contractor's on-site superintendent or project engineer shall forecast in writing two (2) weeks in advance to CSC their need to schedule any and all interruptions or outages required on any utility system, communications lines, etc. An interruption is defined to mean any work event which will disable a portion of redundant system. An outage is defined to mean any work event which will disable both the primary and backup systems. This forecast shall identify a work week "window" 2 weeks in advance and shall contain as a minimum the following:
1.7.3.1 A detailed description of the tasks required to accomplish the interruption or outage, the mission or tenants affected, and of the actual work to be accomplished.
1.7.3.2 Site locations or room numbers where the work will be performed.
1.7.3.3 The estimated number of workers or crews involved.
1.7.3.4 The estimated duration of the interruption or outage to the nearest whole hour.
1.7.3.5 The estimated recovery time to restore the interrupted service to the nearest 15 minutes.
1.7.3.6 The work week "window" not later than which this event must be accomplished in order to keep the project on schedule.
1.7.3.7 Submit AF Form 332, BCE Work Clearance Request and CMAFS Form 4, Mission System Downtime Request, if required.
1.7.4 The AF/Construction Inspector will review the forecast with the Using Service and will approve/disapprove in writing to the Contractor prior to the day on which the interruption or outage will occur. It may be impossible, for CMAFS mission reasons, to use the work week "window" proposed by the Contractor. Therefore, the Government reserves the right to select an alternate work week "window" and will notify the Contractor as soon as possible and under most circumstances at least 1 week in advance. Once the work week "window" has been established, the Government will identify primary and alternate dates on which the interruption or outage shall be scheduled. Due to the sensitivity of the CMAFS mission operations and the unpredictability of world affairs, the primary date for an interruption or outage may be cancelled even after it has been approved and scheduled. Therefore, the alternate date is provided.
