Q: Why was Option VII removed (from previous draft RFPs )?

A: The Government originally contemplated a period of performance end date in 2016 due to the possible transition of a replacement aircraft. Option VII was removed to comply with the original intent. Also, the basic period was previously only for the phase-in period. Currently, the basic period consists of the phase-in period and the first six months at full performance.

Q: How do the parts resupply process work?

A: When the last part in a drawer is taken, a visible indicator is moved from green to red, and the part order information is passed to the Appropriate Air Force personnel.

Q: Are shipping skids available?

A: No

Q: Is a HAT trailer available?

A: No

Q: Is FLIR maintenance performed here?

A: Yes, unless there is a major problem and then it is sent to depot. - PWS ref. - 2.1.18. Perform troubleshooting, analysis, repairs, in-flight, and ground operational/leak checks on all aircraft systems IAW TOs, 1H-1(U)N-1, 1H-1(U)N-2-1, 1H-1(U)N-6, 1H-1(U)N-6CF-1 and TO1-1-300. The contractor shall provide maintenance personnel with functional expertise to fly on the aircraft during Functional Check Flight (FCFs).

Q: Is maintenance on the night vision lighting system performed here?

A: Yes - PWS ref. - 2.1.5. Accomplish modifications directed by the System Program Offices (SPOs) on assigned aircraft and equipment. 2.1.35. Manage aircraft modifications in accordance with AFI 21-101, Chapter 1, Paragraph 1.13. 2.1.4. Support depot and/or contract field teams IAW workload agreements.

Q: Who removes the snow in the helicopter parking area?

A: PWS ref - 5.5.3. GROUNDS MAINTENANCE. Police/clean grounds and provide snow removal equipment/supplies (i.e. shovels and salt) and remove snow at all CONUS sites within the contractor's area of responsibility IAW PWS Appendix 8.

Q: Does the current contractor support AGE?

A: The current contractor supports all non-powered AGE equipment. Maintenance for powered equipment is performed by the Air Force. - PWS ref. - 2.1.30. Maintain assigned AGE IAW technical data. Schedule maintenance beyond the shop/section repair capability with the local AGE shop. 2.1.30.1. Accomplish all preparation actions required for NDI inspections for non-powered AGE IAW NDI and AGE technical data.

Q: How many crewmembers are supported by the AFE shop?

A: The current AF personnel support 50 crewmembers now, but, that number could go as high as 60.

Q: How many NVGs are currently maintained?

A: The AFE shop maintains 27 sets now and expects to receive an additional 15 sets in the next 3-4 months.

Q: Section 1, Chapter 1, Paragraph 1.4.1. states “Certified maintenance personnel must have at least 1 year experience within the last 5 years.” Please clarify what the term “certified” means in this sentence. Does this mean maintenance personnel must possess a FAA certified training?

A: They do not have to be FAA certified, but need FAA or military experience. Certification refers to proof or documentation of experience. IAW Para 1.4.1 Ensure that all employees, prior to starting work, possess certification from a FAA certified institute or aircraft maintenance military training, which validates knowledge of aircraft practices and procedures.

Q: Section 1, Chapter 2, Paragraph 2.1.17.1. states “Malmstrom only: NDI requirement is for on-equipment eddy current only (engine mounts, 42 degree gearbox, 90 degree gearbox, landing gear, etc.).” Will the Government provide an Eddy Current Tester or is the contractor required to purchase one? Please clarify.

A: The contractor is required to purchase and maintain their own Eddy Current Tester.

Q: The solicitation requires us to provide “Termination for Liability” costs both quarterly and annually; however, Section B only has a line for annual costs. Please explain how the contractor is to show quarterly costs for Termination for Liability.

A: The solicitation requires offerors to provide termination costs on an annual basis only. Please disregard the Industry Day question that states termination costs will be provided quarterly.

Q: Please confirm if the 2% small business ubcontracting goal is for 2% of total annual contract dollars or 2% of subcontracting dollars? Does this include AFE?

A: 2% of total annual contract dollars. AFE can be subcontracted, but can not be calculated in the 2% small business subcontracting goal since it is part of an A76 study that may or may not be awarded.

Q: Section 1, Chapter 1, Paragraph 1.5.1. states “Note: Contractor personnel must wear flight clothing during maintenance flights.”

Are contractor personnel required to wear Nomex® anytime they are flying on the helicopter? Please clarify.

A: Nomex must be worn for all flights.

Q: Section L, Para D, Proposal Volume Instructions, Para 1 c (2) titled “Past Performance Questionnaires and Point of Contact Listing” describes the requirement to send a Past Performance Transmittal Letter provided in Section J, Attachment L-5. However, when reviewing the Solicitation, dated July 28, 2009 indicates Atch 13, L-4 is the PP Client Authorization Letter and Atch 14, L-5 is the PP Transmittal Letter. When these two documents are actually opened, the headers on the documents are incorrect because the headers are reversed. The PP Client Authorization Letter is marked Atch 14 (instead of 13) and the PP Transmittal Letter header states it is Atch 13 (instead of 14). What is the correct Attachment number of the PP Transmittal Letter and the Client Authorization Letter?

A: The “L-5” is actually part of the title when we refer to “Attachment L-5” The “L” refers to Section L because it is one the items requested in Section L . When we state “Section J, Attachment L-5”, we are actually referring to “Section J, Attachment 14, L-5, Past Performance Transmittal Letter.” We apologize for the confusion. For the second part of the question, the headers on the attachments are incorrect. Atch 13, L-4 is the PP Client Authorization Letter and Atch 14, L-5 is the PP Transmittal Letter. Please disregard the headers on the two attachments.
