A. The purpose of this amendment is to implement changes to Solicitation FA2517-08-R-8001.
The conforming action described in this amendment does not relieve the Offeror of the requirement to acknowledge receipt of each amendment issued in accordance with instructions in Item 11 above and as indicated in Block 14 of the SF33, Solicitation, Offer and
Award.

SOLICITATION FROM: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
The proposal should not simply rephrase or restate the
Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the
Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.

SOLICITATION FROM: Past Performance Contract Citations. The Offeror shall provide not more than ten (10) total recent and relevant performance citations for the proposed contractor team. For past performance on an IDIQ contract, a single task order will count as one citation. The following information should be included for each identified contract and subcontract. Offerors are cautioned to ensure that information is current and accurate with respect to the listed points of contact.
TO: Past Performance Contract Citations. The Offeror shall provide not more than ten (10) total recent and relevant performance citations for the proposed contractor team. An IDIQ contract may be submitted as one citation or a citation can be individual task orders. The following information should be included for each identified contract and subcontract. Requirements are part of an A76 Streamlined Acquisition process. The Government may not award CLINs associated with AFE if they exceed the final A-76 Agency
Cost Estimate (ACE).

Requirements are part of an A76 Streamlined Acquisition process. After the SSA makes an integrated assessment best value award decision, the AFE proposed CLIN prices of the selected offeror will be compared to the A76 Agency
Cost Estimate (ACE). The Government may not award
CLINs associated with AFE if the selected offeror’s AFE
CLIN prices exceed the final A76 ACE.

SOLICITATION FROM: Relevancy. For each recent citation, a relevancy determination of the offeror’s present and past performance information, including subcontractors and teaming partners will be made. In determining relevancy of present and past performance information, consideration will be given to the effort, or portion of the effort being proposed by the offeror, subcontractor or teaming partner whose information is being reviewed and evaluated. More relevant performance may have a greater impact on the confidence assessment than less recent or less relevant efforts. Relevancy contemplates present or past performance of a similar magnitude of effort and complexity of effort. The Government is not bound by the offeror’s opinion of relevancy. The performance matrix and data obtained from other sources will be used to establish the relevance of present and past information. The PCAG will conduct an in-depth review and evaluation of all performance data obtained to determine how closely the work performed relates to the proposed effort. The PCAG will, as deemed necessary, confirm present and past performance information identified by offerors in their proposals. The Government may consider relevant information performed for other agencies of the federal, state or local Governments and commercial customers. Each citation will be evaluated in the following focus areas:
