| Q: Ref.Section L-5, D.1.a. (Pg. 115 of 127 mid paragraph) states "For past performance on an IDIQ contract, a single task order will count as one citation” and Section M-3, C.1.b(2)1 being Program Management Relevancy criteria of support for 2 or more sites. A parent IDIQ contract provides for support at 2 or more sites, but the single task order place of performance is for a single site. Is the relevancy criteria in M as referenced applicable to the parent IDIQ contract OR the Task Order? |
A: An IDIQ contract may be submitted as one citation or a citation can be individual task orders. Relevancy criteria will be applied to each citation. RFP has been amended to include this statement (RFP Para L-5, D.1.a ., Pg. 115.).

| Q: In Section M, Past Performance at paragraph M-3 C. 1.b. (2) Relevancy, there are 5 separate focus areas that will each be given a rating of relevant, somewhat relevant or not relevant. The overall citation will then be given an overall relevance rating based on the ratings of the individual focus areas. |
1) Could the government provide some additional clarification of the individual weighting of each focus area? For example, does a relevant rating in program management carry the same weight as a relevant rating in safety program focus area?
2) If each focus area carries the same weight, what is the break point for the overall citation being rated relevant? Does the contractor need to receive a relevant rating in each focus area to receive an overall relevant rating for that citation or is 4 out of 5 focus areas being rated relevant sufficient to get an overall relevant rating?
3) If each focus area carries a different evaluation weight, please provide the relative weight of each focus are and the break point for the relevancy rating of the entire citation.
A: The RFP has been amended to clarify the evaluation of relevancy. Relevancy for each citation will be assessed in each of the five focus areas (RFP Para M-3, C.1.b.(2), Page 122).
1) Focus areas are not individually weighted (i.e.One focus area is not weighted more than another).
2) Each citation will receive five relevancy ratings, one for each focus area IAW the definitions contained in RFP Para M-3, C.1.b.(2). The overall confidence rating is based upon an integrated assessment involving the recency, relevancy , and quality evaluations of all information reviewed.
