Questions & Answers
5th Post Answers to the following question:
1. Answer to “Questions and Answers 4th Post” is hereby rescinded.
2. Question: The latest negotiated CBA rates provided are through FY11 (effective October 1, 2010) and are provided in solicitation attachments 3 through 10 and amendment 2. Should the contractor, for the positions covered by the CBA, use the FY09 rates (effective October 1, 2008) for the base year, use the FY10 rates (effective October 1, 2009) for Option Year 1 and use the FY11 rates (effective October 1, 2010) in pricing all remaining option years?

Answer: Yes, FY 09 CBA/SCA rates should be utilized for the base year, FY10 rates should be utilized for FY 10 option year, FY11 rates should be utilized for FY11 thru FY15 . The government will issue Amendment 0003 to correct RFP Section D, 3 Volume III, a. Price Information, 4), Page 81.
3. Question: Our cost proposal and supporting documentation including our subcontractor’s data was completed, printed and essentially ready for shipment prior to the release of the Government’s clarification. This clarification which requires the use of FY 2010 CBA rates (Wages and Benefits) for pricing all option years significantly affects the calculations included in our cost proposal and our subcontractor’s cost proposal. There is minimal time remaining to make the appropriate required changes based on this new information. To allow reasonable time to assess the impact to the program and provide the Government with the best response to support this complex requirement, will the Government consider a short extension of five days to allow offerors to respond to this critical requirement?

Answer: Yes, the government will issue Amendment 0003 to extended the proposal due date of Volume II and III to 4 Nov 2008.
