QUESTIONS AND ANSWERS
Q: Is this effort an 8(a) setaside?
A: Yes per Pre-Solicitation notice posted on Federal Business Opportunities (www.feb.gov)
Q: Will CLIN 0001 (Phase In) be included in the total evaluated price?
A. Yes per Section M-3.C.3 Price (FACTOR 3) of the RFP.
Q: How are offerors to propose attendance at an annual 3-day conference for the CPM, site supervisors, and senior technical personnel? (i.e., will the Government select a representative location so offerors can accurately price airfare, lodging, etc.) (reference PWS paragraph 1.1.8.2.1)
A: The government anticipates the annual 3-day conference for the CPM, site supervisors, and senior technical personnel to be held at SENSOR Support Activity, Fredericksburg VA. PWS will be amended to clarify location site.
Q: When are Past Performance Questionnaires due back to the AFSSS Contracting Officer from our past performance references?
A: 16 Oct 2008. Past Performance Questionnaires are part of Volume I – Past Performance per Section L-5D1.b.2. Volume I due date per Section L-5.C.1.
Q: If an offeror’s cited past performance contract does not have all three Government-requested points of contact (ACO, PCO, and PM), should the offeror provide contact information from other sources (i.e., Government QAE) or should these areas be left blank?
A: Offerors are encouraged to provide any contact information they feel would assist the government in evaluating past performance information. Leave blank any points of contact not available.
Q: Are offerors to send past performance questionnaires to all contacts (ACO, PCO, and PM-if available) for each past performance citation or is one questionnaire per citation sufficient?
A: One questionnaire per citation sufficient. Offerors are encouraged to provide as much information they feel would assist the government in evaluating past performance information.
