Questions & Answers
Answers to the following questions:
1. Question: Will the Government allow submission of the electronic copy on compact disc (CD) in lieu of DVD?
Reference: RFP Section L-5.B.2.a.2, Page 77.
Answer: Yes
2. Question: Can completed Past Performance Questionnaire be e-mailed to the contracting office?
Reference: Attachment L-2, Past Performance Questionnaire.
Answer: Yes
3. Question: Please clarify whether Past Performance Transmittal Letters and Questionnaires are to be submitted with the Past Performance Volume.
Reference: RFP Section L-5.D.1.b.2, Page 80 Answer: References will return completed questionnaires directly to the Government POCs utilizing the Past Performance Transmittal Letter provided (See Section J, Atch L-5 excluded from page limitations).
4. Question: {Company name omitted} believes that facilities and grounds maintenance is a significant element of the AFSSS effort and that the AFSSS mission may be adversely affected if the contractor does not perform successfully in this area. We have included on our team a subcontractor that specializes in facilities and ground maintenance and have already sent past performance questionnaires to their points of contact for inclusion in our past performance assessment. Based on the importance of facilities and ground maintenance, which was stressed at the AFSSS site visits, we respectfully request that facilities and grounds maintenance be added back to the Relevancy criteria in the Past Performance Assessment Areas paragraph (Section M-3.C.1.b.2).

Answer: The government believes that the new Relevancy criteria definitions are a better representation of those areas the government deems relevant in demonstrating an offeror’s ability to perform the proposed effort.
5. Question: Can the Government provide the Current Contract Value?
Reference: Current Contract
Answer: $40,298,644.91 – Contract Value represents Base Year, 4 Option years and 6 month extension of Services period.
6. Question: For the latest CBA’s provided, are there any additional agreements/MOA’s beyond the main document that apply?
Reference: Current Contract
Answer: No
7. Question: Can the Government verify that the Contractor will be required to pay the Transaction Privilege Tax of 6.7% for all revenue received under the ensuing contract?
Reference: Arizona Privilege Tax Answer: No, the government cannot verify whether or not the offor must pay the Arizona Privilege Tax. It is the responsibility of each offeror to verify the Arizona Privilege Tax and price their proposal appropriately.
8. Question: Can the Government verify that the Contractor will be required to pay New Mexico Gross Receipt Tax of 6.7% for all revenue received under the ensuing contract?
Reference: New Mexico Privilege Tax Answer: No, the government cannot verify whether or not the offor must pay the New Mexico Gross Receipt Tax. It is the responsibility of each offeror to verify the New Mexico Gross Receipt Tax and price their proposal appropriately. The RFP does contain FAR Clause 52.229-10 State of New Mexico Gross Receipts and Compensating Tax which is the responsibility of the offeror to adhere to.
9. Question: Can the Government verify that all answers to questions during the draft PWS still apply?
Reference: Draft PWS Questions
Answer: The government must know specifically which draft PWS questions referred to due to Amendment 1 of the RFP was issued on 10 Oct 2008.
10. Question: Did the Government intentionally leave page 59 blank? If not, can the government please provide?
Reference: Section H, page 59 of 87 of the RFP.
Answer: Page 59 is “Reserved” for Section H Special Contract Requirements, as stated in the RFP.
11. Question: Can the government provide the current list (quantity by location) of Mission Essential Contractor Personnel?
Reference: Section I, Clause 5352.217-9001, page 71 of 87, paragraph b.
Answer: No, the government is prohibited from releasing this information.
12. Question: Can the Government provide examples of any requirements imposed on Contractor Personnel over the past five years?
Reference: Section I, Clause 5352.217-9001, page 71 of 87, paragraph c.
Answer: No requirements have been imposed on the contract under this clause with the exception to date with the exception of requiring the list of Mission Essential Contractor Personnel.
13. Question: Can the Government provide the current Labor Category Descriptions?
Reference: Current contract.
Answer: Current Labor Category Descriptions are posted on Federal Business Opportunities (FedBizOpps) www.fbo.gov.
14. Question: How many contractor personnel attended this event last year?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.1.8.2.1 Answer: Details on current contractor personnel are considered proprietary and are not releasable.
15. Question: How does the contractor recover the costs for this travel?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.1.8.2.1 Answer: It is each offeror’s responsibility to build these costs into their proposals.
16. Question: Can the Government provide access to the bidders’ library referenced herein?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.1.12 Answer: Any offeror can obtain access to the bidders’ library through the FedBizOpps web site www.fbo.gov.
17. Question: Can the Government verify that maintaining the stock levels is cost reimbursable for the contractor?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.3.1.3 Answer: Yes, maintenance of stock levels is a cost reimbursable.
18. Question: Can the Government confirm that the response to question 30 of the 5 May 2008 Industry Day questions and answers pertaining to the draft PWS still applies?
Reference: 5 May 2008 Industry Day Questions and Answers Answer: Yes, this response still applies.
19. Question: Can the Government provide a copy of the existing Elephant Butte site Above Ground Storage Tank Operations and Maintenance Plan dated June 2006?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.5.1.7
Answer: The plan is available on the FedBizOpps web site www.fbo.gov
20. Question: Can the Government please provide the history of severable work orders and values for the past three years?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 1.6.13 Answer: To date, the government has not had any severable work orders.
21. Question: Can the Government please provide a legible copy of this page (18)?
Reference: Performance Work Statement (PWS) dated 9 September 2008, paragraph 2.2
Answer: The government can provide any pages that are illegible.
22. Question: Will the Government provide Attachments J.1, J.4 through J.8?
Reference: Section J, Attachment 1, J.4 through J.8.
Answer: All attachments are provided on the FedBizOpps web site www.fbo.gov. Wage determinations can be downloaded at http://www.wdol.gov.
23. Question: This listing of documents cites the Revision Numbers and the dates associated with each Rev # per site, however, the attached SCA’s are not the same as what this listing states. Can the Government please provide an updated version of this listing of attachments?
Reference: Attachment 1, Reference J.2.1, J.2.2, J.2.3, J.2.4, J.2.5, J.2.6, J.2.7, J.2.8, J.2.9, J.2.10, J.2.1.
Answer: RFP Section J, page 72 of 87, lists Attachment 1 as being titled “DOL SCA Wage Determinations on current contract” meaning that this is the list of Attachments that are on the current contract and was provided for informational purposes only. An amendment will be issued to delete Attachment 1 to alleviate any further confusion. However the government strongly suggests that all offerors carefully read each section of the solicitation.
24. Question: This listing of documents cites that all incorporated CBA’s are dated 1 Oct 05 thru 30 Sep 08, however, the incorporated CBA’s (with the exception of Red River Field Site) are dated 1 Oct 08 thru 30 Sep 11. Can the Government please provide an updated version of this listing of attachments?
Reference: Attachment 1, Reference J.2.1, J.2.2, J.2.3, J.2.4, J.2.5, J.2.6, J.2.7, J.2.8, J.2.9, J.2.10, J.2.1.

24. Question: Can the Government please confirm that all Incorporated CBA’s (with the exception of Red River) are the current / latest version?
Reference: RFP Section J, page 72 of 87 Answer: All CBA’s posted on www.fbo.gov.are current with the exception of Red River. An amendment will be issued to post the current CBA for Red River (Attachment 4) dated 01 Oct 2008 thru 30 Sep 2011.
25. Question: Can the Government please provide the latest version of Attachment 1 for the Red River Field Site?
Reference: RFP Section J, page 72 of 87 Answer: An amendment will be issued to post the current CBA for Red River (Attachment 4) dated 01 Oct 2008 thru 30 Sep 2011.
26. Question: Can the Government please provide the latest approved version of Attachment 1 of the CBA?
Reference: Collective Bargaining Agreement (CBA) Documents for Jordan Lake Field Station. Article XV of the CBA refers to “Attachment 1”. Attachment 1 is not included.
Answer: Government will amend Attachment 3, Jordan Lake CBA to include Attachment 1.
26. Question: Due to the size of the proposal, is it possible for the Contractor to submit the proposal in a PDF format?
Reference: Section L-5.B, Pages 76 and 77 of 87 / Paragraph B (Proposal Preparation Instructions).
Answer: No, please follow all proposal submission instructions contained in Section L-5.B.
