About this file

This document is a Questions and Answers (Q&A) file for a solicitation by the Space Development Agency (SDA). The document addresses nine clarification questions about the solicitation, covering various administrative and technical details. Key clarifications include: SDA requires a detailed inventory of equipment including serial numbers and internal component details, there is evidence of mice droppings in shipping containers, the page limit for the Technical Volume Factor has been increased to 4 pages, and the quote validity period is corrected to 45 days. The solicitation is for a new requirement with no incumbent, and offerors are requested to provide pricing in their preferred format. The document also resolves inconsistencies in attachment numbering and sub-factor descriptions in the Instructions to Offerors.

Question 1:

What the expectation is for certain items. For example, we would take apart the 2 rack unit servers (41- listed on attachment 4) and destroy any media contained therein using NSA evaluated machines with Secret cleared personal, then properly recycle the actual servers themselves. The same goes for the all the equipment on the list. Your inventory would include the device, brand and model, and the make and serial and style (SSD or HDD or m.Sata) of any drives contained therein.

If this reads technically acceptable to you, were all set to bid on our end. If your requirement is something other than what I have described, then we are going to need a bit more information.

Answer: SDA requires the inventory to include the main end item e.g. 2 Rack Unit with Serial number and the internal component (SDD, HDD etc.) serial number information as well.

Question 2:

Lastly, the POW statement references infestation, are those references just in general, or is there a known infestation situation with these shipping containers? If so what was it, has it been mitigated?

Answer: There is evidence of mice droppings no live mice were found. No mitigation has been done. The components would need to be pulled from the containers with the mice droppings.

Question 3:

Instructions to Offerors, Section 5.2: identifies Sub-factor Two as “Past Performance,” but Section

5.4 identifies Sub-factor Two as “Certifications.” Please clarify.

Answer: Instructions to Offerors, Section 5.2 Sub-factor Two is corrected to state “Certifications” matching 5.4.

Instructions to Offerors, Section 2.1.1: specifies 1.5 line spacing. Section 4.1: limits the Technical Volume Factor 1 to two (2) pages. Will the Government consider changes to allow a more detailed description of the contractor’s technical process?

Answer: SDA will allow No more than 4 pages

Question 6:

Instructions to Offerors, “SECTION A: COMBINED SYNOPSIS/SOLICITATION NOTICE,” requires a 45-day quote validity period. Instructions to Offerors, Section 7.1.2 requires a quote validity of 120 days. Please clarify.

Answer: Section 7.1.2 is Corrected to 45-days.

Question 7:

Instructions to Offerors, Section 6.1: Indicates that the CLIN pricing shall be submitted in the spreadsheet format provided in the List of Attachments portion of the Solicitation. There is no spreadsheet identified in the List of Attachments. Please clarify how the Government wants the CLIN pricing submitted.

Answer: Offerors are requested to provide pricing in their desired format.
