About this file

This is a Broad Agency Announcement (BAA) solicitation for research proposals under the Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program.

The Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH) and United States Air Force School of Aerospace Medicine (USAFSAM) are soliciting white papers for research opportunities across all technical areas listed in the attached Statements of Objectives. The solicitation (FA2384-24-S-2334) uses a two-step process: Step 1 requires white paper submissions due by September 30, 2027, submitted to AFRL.711HPW.MAA@us.af.mil. Step 2 involves full proposals from offerors whose white papers are selected as meeting Air Force needs; proposal due dates will be provided in subsequent Requests for Proposals. The total value of all awards under this open period solicitation will not exceed $484.73 million. The Air Force anticipates multiple awards but reserves the right to award zero, one, or more contracts based on offeror ability and funding availability. Available contract types include contracts, IDIQs, grants, cooperative agreements, and Other Transactions for Research under 10 U.S.C. 4021 and 4022. Cost sharing is not required, and offerors may submit unlimited white papers provided each offers unique approaches.

Proposals must meet Gold Standard Science compliance requirements per Executive Orders 14332 and 14303, with a signed GSS Compliance and Disclosure Form required for Step 2. Evaluation uses a two-step process: initial screening assesses GSS commitment, demonstrable results, cost realism, and prohibited content checks; full evaluation applies peer/scientific review based on technical merits, relevance to Department of War missions, cost realism, and risk assessments. Additional requirements include AFRL S&T Protection Program submissions (SF 424 forms, security program plans, privacy consent forms) and DoD cybersecurity compliance with Cybersecurity Maturity Model Certification (CMMC) at levels specified in individual Step 2 solicitations. The specific CMMC level (Level 1 for Federal Contract Information or Level 2 for Controlled Unclassified Information) will be detailed in individual Requests for Offers or RFPs.

See CHEERS MAA, Industry Guide Chapter 5.

6.1 Evaluation Process

Consistent with EO 14332 and DoD regulations, a structured two-step evaluation process will be used.

Step 1: Initial Screening (Go/No-Go Criteria)

Proposals must meet the following baseline requirements to proceed to full evaluation:

1. GSS Commitment: Proposal demonstrates success in implementing Gold Standard Science and explicitly commits to GSS administration policies.

2. Demonstratable Results: Proposal outlines clear benchmarks for measuring success to accelerate delivery of emerging human-enabling technologies to the warfighter.

2. Potential Relationship to DoW Missions: Relevance and potential contribution of the research to Department of War and DAF mission objectives.

3. Cost/Price Realism: Evaluation of the proposed budget to ensure costs are reasonable, allocable, and realistic for the proposed effort.

Those offerors submitting white papers assessed as meeting Air Force needs will be asked to submit a technical and cost proposal. An offeror submitting a proposal without first submitting a white paper will not be eligible for an award. The cost of preparing white papers in response to this Solicitation is not considered an allowable direct charge to any resulting or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205- 18.
