About this file
This is a Gold Standard Science (GSS) Compliance and Disclosure Form required by the Air Force Research Laboratory for the CHEERS (Continuing Human Enabling, Enhancing, Restoring, and Sustaining) program under solicitation FA2384-24-S-2334.
The form establishes mandatory compliance requirements for all institutions, universities, nonprofits, and commercial entities seeking federal financial assistance through the CHEERS Multi-Agency Announcement (MAA). Submission of this signed form is a threshold requirement for proposal eligibility; failure to include it results in immediate rejection without further evaluation. The form mandates institutional certification and commitment to Gold Standard Science principles as defined in Executive Order 14303 and Executive Order 14332, as implemented by Department of the Air Force guidance dated March 18, 2026. GSS encompasses nine core tenets: reproducibility, transparency, communication of error and uncertainty, collaborative and interdisciplinary approaches, skepticism of findings and assumptions, falsifiability of hypotheses, unbiased peer review, acceptance of negative results as positive outcomes, and absence of conflicts of interest. The Authorized Organizational Representative (AOR) must certify in coordination with the Principal Investigator that the institution understands GSS principles, will strictly adhere to them in project design and execution, has included measurable benchmarks tracking progress toward both project goals and GSS compliance, and acknowledges that non-compliance may result in proposal disqualification or award termination. The form requires completion of applicant information including proposal title, PI name, institution name, UEI, CAGE code, institution type, and AOR signature by an official with legal authority to represent the organization.
