About this file
This file is a Questions and Answers document for the Sensing Operation Using Prediction (SOUP) solicitation (FA2377-25-R-B007) issued by the Department of the Air Force Materiel Command Research Laboratory. The solicitation seeks proposals for developing new algorithms for tracking and sensor resource management, with a focus on combat identification (CID) algorithm improvements. Key details include: proposals must address five objectives, with Modeling and Simulation techniques acceptable for objective three; the highest classification level is Secret; and the preferred contract type is Cost-Plus-Fixed-Fee (CPFF), though other contract types may be considered.
Submission guidelines specify that proposals should include a Statement of Work in both the technical/management volume and as a standalone non-proprietary document. Sensitive information should be submitted through SIPR to Kameron.e.grubaugh.civ@mail.smil.mil or CORE. Foreign participation refers specifically to non-American citizens, and American citizens located outside the continental United States can access general contract information if proper security classifications are followed. The government will not provide physical equipment, but some software and data will be furnished. Proposals must demonstrate adaptability to JMAC (Joint Mission Assessment Capability) and integrate with existing Automatic Target Recognition (ATR) capabilities.

Sheet1
| Questions | Government Response |
| Will there be a Government Furnished Property List for SOUP? | There is no plan to furnish physical equipment, only some software and data. |
| Where can I submit the proposal? | Solicitation has been amended to to incorporate proposal submission instructions. |
| How can an appendix of a proposal at collateral secret be submitted? | Anything at secret level will be sent through SIPR to Kameron.e.grubaugh.civ@mail.smil.mil |
| Does the language regarding Foreign Participation and Non-US Citizens under Section 4.4.1 of the SOUP BAA Solicitation Amendment 1 and under Section 11 of the SOW Supplemental include personnel who are overseas or outside the continental United States? In other words, would it be an issue if support personnel who are considered OCONUS have access to the finance data or general information of this contract if awarded? | No. Foreign participation solely refers to non-American citizens. American citizens located OCONUS would be able to have access to the general information/finance data so long as proper security classifications for that data is followed. |
| Does the solution have to be tailored to JMAC? Or can it provide an alternative, with supporting documentation? | Solutions must at the least be adaptable to JMAC, but alternatives/generic versions with supporting documentation are welcome. |
| Is it expected that all five objectives mentioned in the SOO be covered in the proposal response? | Yes |
| If so, is it sufficient to address objective three using Modeling and Simulation techniques or will real-world experiments be required? | Modeling and Simulation techniques will suffice |
| Where can TS information be submitted if not via SIPR? | Kameron.e.grubaugh.civ@mail.smil.mil or Kameron.grubaugh@af.ic.gov |
| CORE can also be used for TS submission, search name Kameron Grubaugh | |
| JMAC ATR Capability: Does JMAC already include Automatic Target Recognition (ATR) capability for classifying EO/IR data? If so, is the USAF seeking a solution that augments this capability or one that simply integrates with it? | USAF is looking for a solution that integrates with it. |
| Statement of Work (SOW) Format: Per page 13 of the BAA, the Technical/Management volume shall include a SOW suitable for contract incorporation. However, page 24 of the Guide suggests developing the SOW as a separate document (Part II) for ease of incorporation. Could you confirm whether the SOW to be included within the Technical/Management proposal document or submitted as a standalone document? | Both. A copy needs to be incorporated into the technical/management volume of the proposal and a separate non-proprietary SOW needs to be included as a standalone document. |
| Is the CPFF contract type required or will proposals for other contract types (such as FFP) be considered | CPFF is preferred but other options can be considered. |
| The solicitation indicates that the highest classification for the effort is Secret, and the Q&A says there is no government-furnished equipment. So I wondered about access to Secret cloud computing resources and physical access to workstations, and if the government would be providing or facilitating either". | There is no specific answer to this question as it will vary by proposal. If the compnay is local, there is a chance that some work stations could be on site as needed, but will vary by proposal. |
