About this file

The file is a Questions and Answers document for the Sensing Operation Using Prediction (SOUP) solicitation (FA2377-25-R-B007), issued by the Department of the Air Force Materiel Command Research Laboratory. The Q&A clarifies key details about proposal submission, including that proposals with secret-level information will be submitted through SIPR, and foreign participation restrictions apply only to non-American citizens.

The solicitation seeks proposals for developing new algorithms for tracking and sensor resource management, with objectives including modifying existing algorithms, conducting combat identification (CID) effectiveness experiments, integrating with other CID algorithm improvement efforts, and simulating scenarios to measure algorithm performance. The government indicates flexibility in solution approaches, requiring that proposals be at least adaptable to JMAC (Joint Mission Analysis Capability), with alternative or generic versions acceptable if accompanied by supporting documentation. No government-furnished physical equipment will be provided, though some software and data will be supplied.

QuestionsGovernment Response

Where can I submit the proposal?Solicitation has been amended to to incorporate proposal submission instructions.
How can an appendix of a proposal at collateral secret be submitted?Anything at secret level will be sent through SIPR.
Does the language regarding Foreign Participation and Non-US Citizens under Section 4.4.1 of the SOUP BAA Solicitation Amendment 1 and under Section 11 of the SOW Supplemental include personnel who are overseas or outside the continental United States? In other words, would it be an issue if support personnel who are considered OCONUS have access to the finance data or general information of this contract if awarded? No. Foreign participation solely refers to non-American citizens. American citizens located OCONUS would be able to have access to the general information/finance data so long as proper security classifications for that data is followed.
Does the solution have to be tailored to JMAC? Or can it provide an alternative, with supporting documentation?Solutions must at the least be adaptable to JMAC, but alternatives/generic versions with supporting documentation are welcome.
