About this file

This is a Notice of Contract Action/Site Visit (NOCA) for the Simulation Environment for Technology Research and Assessments (SENTRA) program by the Air Force Research Laboratory. The anticipated single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract has a $32 million ceiling, with subsequent Cost-Plus Fixed Fee (CPFF) task orders, located at Wright-Patterson Air Force Base, OH. The technical objective is to support design, development, and evaluation of advanced Electronic Warfare technologies, including high-fidelity models of threat sensor systems, weapons, C2 algorithms, communication links, and cutting-edge technology development across three technical areas: Technologies for Modeling & Simulation, Technologies to Advance RF Simulation, and Techniques for Measuring Sensor System Performance.

An Industry Day/Site Visit is scheduled for 28 MAY 2025, with up to two representatives per company allowed (no Foreign Nationals), requiring a secret clearance. Interested companies must RSVP and submit visitor information by 21 MAY 2025 to Erin Duffley. The document emphasizes that this is a pre-solicitation notice, a Call off the Trusted and Elastic Military Platforms and Electronic Warfare System Technologies (TEMPEST) Advanced Research Announcement is anticipated in June/July 2025, and no proposals should be submitted at this time. Strict security requirements include Operations Security (OPSEC) participation, and contractor employees accessing USAF bases or IT networks must be U.S. citizens with specific waiver provisions.

Funding is uncertain and is subject to change. Changes in funding availability may occur at the discretion of the Government.

PROGRAM DESCRIPTION: The purpose of this notice is to provide information about a Call off the TEMPEST ARA for Simulation Environment for Technology Research and Assessments (SENTRA).

This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.

TECHNICAL DESCRIPTION: The objective of this call is to support the design, development, and evaluation of advanced Electronic Warfare technologies, new high-fidelity models of existing and proposed threat sensor systems, weapons, C2 algorithms and components, communication links, and cutting-edge technology development to mature and transition Electronic Warfare systems and capabilities in multiple domains. This call will fall under three Technical Areas of Interest as called out in the TEMPEST ARA overview announcement, including:

Technologies for Modeling & Simulation Technologies to Advance RF Simulation Techniques, Methods, and Technologies for Measuring Sensor System Performance

THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a Call off the TEMPEST ARA providing more details for this program may be released in June/July 2025. The Call will be made available at www.SAM.gov. Direct any questions to the contracting points of contact or program manager identified in the announcement.

There will be an Industry Day/Site Visit on 28 MAY 2025.

Up to two (2) representatives may attend from each company (no Foreign Nationals). A secret clearance is required. The day will begin at 1300 (EST) with a lab tour and a brief overview of the work being conducted in the Virtual Combat Lab at AFRL/RY. The tour is expected to take 2 hours.

To attend you will be required to RSVP and submit a visitor’s request to gain temporary access to Wright- Patterson AFB (WPAFB) OH. Submit the following:

Company Name Full Legal Name (as it appears on your driver’s license) Driver’s License Number and State of Issue Email Address

This information is required to run a background check. Submissions can be accomplished by emailing Erin Duffley at erin.duffley@us.af.mil NO LATER THAN 21 MAY 2025. Requests submitted later than this date will likely result in delays in obtaining base access. If no passes are emailed, visitors must visit Pass and Registration, located in Area A, Building 286, WPAFB OH. Please ensure that you budget extra time on 28 May 2025 if you need to go to Pass and Registration.

If you already have Base Access, you will not need a visitor’s pass; however, registration is still required.

Please note that attendance is limited for this event and, as a result, registration will be accepted on a first-come, first-served basis. RYW encourages registration early to secure your company’s attendance, as once capacity is reached, the Government will be unable to accommodate additional attendees. Registration will be processed in the order in which they are received, and RYW will notify you promptly if your registration is successful or if the event has reached maximum capacity.

BUDGET: A potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is anticipated with an estimated ceiling amount of $32,000,000.00. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.

Potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.

SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization’s Operations Security (OPSEC) program following appropriate measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RY Security as needed.

Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a Program Protection Plan (PPP) or to be included as part of an existing PPP.

Information Regarding Non-US Citizens Assigned to this Project:

(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens.

For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S.

Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. It also does not apply to dual citizens who possess US citizenship, to include Naturalized citizens. Specific format for waiver request will be provided upon request to the Contracting Officer. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).

(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:

(1) Contractor employees who are U.S. citizens performing work under this contract.

(2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.

Any additional access restrictions established by the IT network/system owner apply.
