About this file
This document is a Request for Information (RFI) issued by the US Air Force for the Mission Planning Desktop Replacement (Project: FY24-2B) program. The government intends to purchase between 561 and 1,666 laptop computers to be used as mobile workstations in austere environments. The laptops must meet specific technical requirements, including prohibitions on built-in wireless communication, microphones, and cameras. A four-year unified warranty is required, with no return of components capable of storing user data during the warranty period.
Vendors are invited to provide feedback on the feasibility of meeting the stated requirements, including delivery timelines for evaluation articles, early production items, first article, and full production. Vendors are also asked to suggest potential changes to lower costs, improve performance, or enable faster delivery. Respondents must submit unclassified white papers by April 30, 2024, and all questions are due by April 18, 2024. The North American Industry Classification System (NAICS) code is expected to be 334111, though this may change based on the contract vehicle utilized.

1. SCOPE
The US Air Force Mission Planning Systems (MPS) is a collaborative Department of Defense (DoD) program that leverages technical solutions and practices for all DoD aerial platforms. MPS enables mission planners to create a flight plan based on multiple inputs including threats, targets, terrain, weather, aircraft performance capability, configuration, and other factors. The planner/aviator utilizes appropriate computing devices to accomplish the mission.
The government intends to purchase as few as 561 but as many as 1,666 laptop computers. These laptops are used on the ground in austere environments sheltered from inclement weather and will have access to basic heating and air conditioning. The form and fit of this completed unit will consist of a mobile workstation with required peripherals. Items are strictly prohibited from being equipped with b u i l t - i n wireless communication (e.g. WiFi, Bluetooth), built in microphones, and cameras. All items purchased shall require a unified tailored warranty with a term of four years. During the warranty period the government shall not allow the return of any component with the capability to store user data. See attached Statement of Work (SOW) for the technical requirements for this effort.
The Mission Planning Program utilizes a common PC Benchmark Software Tool called Performance TEST, manufactured by PassMark Software to assess system performance. This tool performs standardized tests and provides a report or score to associate the potential performance of the hardware being evaluated. The attached SOW provides minimum PassMark scores that are currently under consideration by the government. The Air Force assess system performance using PassMark Performance Test during hands-on hardware evaluation as part of the quote process.
Product Evaluation Prior to contract award, the government will require vendors to submit as many as six systems for product evaluation. Primary purpose of the evaluation is to ensure that offered configurations are compatible with government developed software. Only the winning vendor evaluation articles will be retained by the government and paid for, all others will be shipped back to vendors.
2. RESPONSES
This RFI will be cross posted to multiple GPEs. Vendors are not permitted to provide more than one response.
Vendors are strongly encouraged to offer candid feedback, as it plays a crucial role in the Government assessing the practicality of the requirements, both in terms of timeline and technical specifications.
Responses shall be in the form of a white paper that addresses three (3) specific sections:
