Statement of Work 6 November 2015

Technical Support for a Clothing Purchase Obligation File Creation Automated System

Background: AFRC requires Technical Support for a Clothing Purchase Obligation File Creation Automated System which provides an automated clothing obligation transaction creation system solution for the Air Force Reserve Command.

1. Air Force Reserve Command (AFRC) requires an automated system (“Software”), licensed to the Air Force Reserve Command, and operated by the Kentucky Logistics Operations Center (KYLOC) that will create obligation transaction records for AFRC subordinate units/bases and transmit them to DFAS on a monthly basis. This Software removes the requirement for manual entry of purchase data by our finance or clothing managers, resulting in significant annual savings of manpower costs and elimination of all potential keypunch errors.

2. The contractor will provide the licensed software which receives billing transaction data and creates obligation transaction files in the format prescribed by DFAS and the following:

· DFAS requires a separate obligation file for each Air Force Reserve Command air base. Each file will contain:

· A header record that contains a file sequence control number, date of creation, the number of transaction records contained in the file, and the designation for the DFAS field site supporting the individual base.

· Obligation transaction records in the format prescribed by DFAS, containing the document number and other data fields that identify the account in which the obligation is to be created.

· The file will be named “KXXXXXXxxxx”, incorporating the identifying number of the DFAS field site and the last four digits of the DODAAC used for clothing purchases.

· When all files are created, KYLOC uses the Software to transmit the files to the File Transfer Protocol (FTP) site provided by DFAS, using User ID and account number login protocols.

· DFAS notifies KYLOC of the need to retransmit files as necessary.

· AFRC will provide the contractor and the KYLOC with a Line of Accounting (LOA) file for each of our subordinate unit/bases that contain the DODAAC’s that are authorized to purchase clothing from DSCP/KYLOC. The LOA file contains the necessary data to map the obligation transaction record for the particular Air Force Reserve Command base. The contractor, DSCP, and KYLOC will not be responsible for failing to produce obligation transaction files for DODAACs not included in the LOA file or if LOA file data is incorrect.

· The contractor provides technical support to DFAS, KYLOC, and AFRC for the contract period. That technical support includes updating the LOA Master File to include data provided by AFRC, preparation and dissemination of monthly transaction reports, coordination with DFAS and AFRC to resolve reasons for rejected transactions, and modification of software to correct minor bugs that may be discovered.

· Technical support does not include reprogramming required by changes in specifications. If program code faults are discovered within the support term, the contractor will correct such faults under the terms of the purchase order.

3. Requirements include: License for loading and use of the Software application by KYLOC to process clothing obligations for AFRC.

· Support includes estimated 80 hours (calculated based upon 80 subordinate total organizations - 49 current / 31 future obligations) of technical and consultation support during the balance of the support term.

4. . HQ AFRC points of contacts for this statement of work are Mr. Alan C. Frymier and MSgt Joel Leavitt and they can be reached at DSN: 497-1681 or and DSN: 497-1728 or alan.frymier.1@us.af.mil or Joel.leavitt@us.af.mil respectively.
