About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30. The solicitation (F4D0K25141A101) is for a FY25 Indirect Funded VSFB Population Study at Vandenberg Space Force Base, California. The Q&A addresses five key questions from potential contractors, including clarifications about the project's scope, confirmation that this is a brand-new effort with no incumbent, and details about required documentation such as resumes demonstrating experience in population estimation and land use analysis.

The document reveals that a previous similar solicitation (GSA eBuy RFQ1753169) will be cancelled, with this new solicitation replacing it. The study aims to estimate current resident and transient populations south of Vandenberg SFB, accounting for seasonal variations and differentiating between residential and commercial land uses. The period of performance is three months from contract award, with completion expected by September 30, 2025. Potential contractors must be registered in the System for Award Management (SAM), with quotes due by June 26, 2025, at 10:00 AM PST, and questions to be submitted by June 20, 2025, at 1:00 PM PST.

SUBJECT: Questions and Answers for SLD 30-SE FY25 Indirect Funded VSFB Population Study, Vandenberg SFB CA (F4D0K25141A101)

1. We previously responded to a similar solicitation under GSA eBuy RFQ1753169 that had a statement of work very similar to this one. That solicitation was amended to state "This project is not an update of the census data. It's transitioning the photo-quads south-east of base from large regions to specific buildings and research into the Dangermonde Preserve's usage of buildings and populations based on night, day, or weekend." That language is not present in the statement of work provided but given the similarities we wanted to ask if it should be, as it significantly changes the scope of the effort. This clarifying information was provided by Mr. Garcia and his staff and added to the initial GSA RFQ description. The language should be included.

2. We are performing independent research on the Combined Synopsis/Solicitation (F4D0K25141A101).We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? This is a brand new effort.

3. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is a brand new effort.

4. Will the government further define 'certificates or documentation' referenced on page 2 of the SOW (e.g., resumes including job descriptions)? Resumes including job descriptions reflecting experience in the use of data sources and methodologies, satellite imagery available on commercial platforms and remote sensing techniques for population estimation and land use analysis, and performing launch flight safety analysis and understanding the population data requirements for such analyses.

5. There is a similar E-Buy RFQ #1753169 under GSA MAS. Will RFQ #1753169 be cancelled being replaced by this requirement under SAM.gov Notice F4D0K25141A101? RFQ 1753169 is currently closed and will be cancelled (no awards) as the 30 CONS solicitation replaces it.
