About this file

This Statement of Work (SOW) details a population study for Vandenberg Space Force Base (VSFB) to update 10-year-old population data for flight safety analysis. The study requires estimating current daytime (5am-5pm), evening (5pm-11pm), and nighttime (11pm-5am) population within a defined radius of the south base, covering small portions of tracts 9802 and 31.02, including Hillside Ranch, Dangermond Preserve, and Miguelito Canyon.

The contractor must collect and analyze population data using census information, satellite imagery, remote sensing techniques, and public data sources, accounting for seasonal and day/night variations. Deliverables include an electronic report in Word format, geospatial data compatible with Google Earth/GIS, and population data formatted for flight safety analysis models. The period of performance is three months from contract award, with completion required by September 30, 2025. Offerors must demonstrate experience in population studies, remote sensing, and launch flight safety analysis, and provide two past performance citations. The study is solicited under NAICS code 541330 with a PSC of R425, and requires SAM registration.

Statement of Work:

Vandenberg SFB Population Study

This Statement of Work (SOW) outlines the requirements for updating 10-year-old population data to determine the current daytime and nighttime population within a defined radius of the south base of Vandenberg Space Force Base (VSFB). This updated data is crucial for flight safety analysis.

The primary objective of this study is to accurately estimate the current daytime (5am-5pm), evening (5pm-11pm), and daytime (11pm-5am) population, accounting for seasonal variations, within the established study area. The Area of Responsibility (AOR) overlays small portions of tracts 9802 and 31.02, and includes areas encompassing Hillside Ranch, Dangermond Preserve, and elements of Miguelito Canyon (see AOR Maps). This includes differentiating between residential, commercial, and other land uses. The updated data will be used for launch flight safety analysis.

The Contractor shall provide all labor, equipment, supplies, materials, transportation, and supervision.

Standard Hours of Operations are 08:00-16:30 PST, Mon-Fri; however, completion of the study may require performing Non-Standard Hours of Operations 16:31 to 07:59 PST, Mon-Fri, some weekends, and some holidays.

The Contractor shall perform the following tasks:

Review Existing Study: Thoroughly review the existing 10-year-old population data and understand the previous methodology, data sources, and findings.

Define Study Area with SLD 30 Safety: Confirm the geographical boundaries of the study area, ensuring consistency with the previous population data unless otherwise directed by the Client.

Data Collection and Analysis: Utilize a combination of methodologies to update the population data, accounting for diurnal and seasonal variations:

Analyze recent census data and other publicly available demographic information.

Leverage satellite imagery and remote sensing techniques to identify changes in land use and development patterns. With a preference for recording data for each building/site separately.

Incorporate publicly available data on local businesses, employment, and residential occupancy.

Seasonal Variation Analysis: Analyze data to estimate population fluctuations throughout the year, considering tourism, seasonal employment, and other relevant factors.

Day/Night Variation Analysis: Employ appropriate methods to differentiate between daytime and nighttime populations, considering commuting patterns, business operations, and residential occupancy.

Flight Safety Integration: Ensure the updated population data is formatted and presented in a manner suitable for integration into flight safety analysis models.

Reporting: Prepare a comprehensive report documenting the methodology, data sources, analysis, and findings. The report should include:

Clear maps of the study area depicting population distribution and density.

Tables and charts presenting the updated population data, including seasonal and day/night variations.

Comparison with the previous data, highlighting key changes and trends.

Discussion of limitations and potential sources of error.

Travel to Vandenberg SFB will be required. All travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the Contracting Officer (subject to local policy procedures) and is on a strictly actuals reimbursable basis. Actual expenses for travel shall be billed in accordance with the regulatory implementation of Public Law 99-234, Federal Acquisition Regulation (FAR) 31.205-46 Travel Costs, and the Joint Travel Regulation (JTR). All Contractor employees are subject to customs, processing procedures, Status of Forces Agreements and other agreements, duties of the country to which they are traveling, and procedures, laws, and duties of the United States upon re-entry. Travel expenses for local travel are not chargeable to the contract; local travel is defined as within 50 miles of Vandenberg SFB.Deliverables:

Electronic copy of the final report in Word format.

Geospatial data (e.g., shapefiles, GeoJSON) representing the study area and population distribution, compatible with standard Google Earth or GIS software.

Data formatted specifically for integration into flight safety analysis models (RRAT pop file format).

Period of Performance:

Three (3) months from the date of contract award but completion of requirement should be no later than 30 September 2025.

The Contractor shall provide certificates or documentation that proves all work will be done by qualified laborers and have demonstrated experience in:

Conducting population studies using a variety of data sources and methodologies.

Utilizing satellite imagery and remote sensing techniques for population estimation and land use analysis.

Performing launch flight safety analysis and understanding the population data requirements for such analyses.

Offeror shall provide two past performance citations. If no past performance exists, please provide other past performance examples of successful contracts and performances.

Please provide government contract numbers and/or points of contact that can validate the past performance citations.
