About this file
This document is a Single Source Justification (Simplified Acquisition) for the 325th Contracting Squadron (325 CONS/PKA) seeking to acquire eight Snap-On CTK hand tools for two newly established vehicle maintenance facilities. The procurement supports a modernization initiative for a fleet of over 500 vehicles, including 20 refueling vehicles, 17 fire trucks, and 3 ambulances. The justification for sole-source procurement is based on the unique compatibility of Snap-On tools with existing government-owned foam toolboxes, which are specifically designed to fit these tools.
The document outlines efforts to promote competition by posting the solicitation on SAM.gov and engaging authorized Snap-On resellers, including small businesses. The contracting officer, Brandon L. Skinner (SSgt, USAF), determined on 01-Aug-2025 that the circumstances warrant a single-source procurement in accordance with FAR 13.106-1(b)(1). The government commits to conducting comprehensive market research in the future to ensure full and open competition and to explore potential alternative sources for similar tool requirements.

Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 1
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 325 CONS/PKA
Project/Program Name: Vehicle Management CTK Hand Tools
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
325 LRS is requesting the acquisition of eight (8) each of the specified Snap-On CTK hand tools. The purpose of this acquisition is to outfit two newly established vehicle maintenance facilities which are critical components of an ongoing modernization initiative that enhances efficiency and safety. The new facilities support over 500 vehicles including 20 refueling vehicles, 17 fire trucks, 3 ambulances. The Snap-On CTK hand tools are necessary for daily operations, emergency response and logistical support.
Section C: Justification for Soliciting from a Single Source or Brand Name
The requested Snap-on tools are uniquely compatible with the existing government-owned foamed toolboxes, which are specifically designed to fit Snap-on tools. Selecting a non-Snap-on brand introduces a significant risk of tool incompatibility due to dimensional differences. Oversized or mismatched tools may not fit into the pre-cut foam slots, which would: compromise tool accountability and inventory control as outlined in T.O. 32-1-2-WA-1 and reduce tool care and protection, increasing the likelihood of tool damage and shortening tool lifespan. For these reasons, Snap-on is the only brand that meets the government’s requirements without incurring additional costs or compromising mission effectiveness.
Section D: Efforts to Obtain Competition
During market research, both and the Contracting team made efforts to find CTK tools with the same dimensions and laser etching services required for tool accountability. The Government will not solicit directly to Snap-On and instead post the solicitation via SAM.gov, giving authorized sellers the opportunity to submit their quote encouraging competition within authorized resellers. Snap-On has several authorized resellers, including resellers who are identified as small businesses.
Resellers were contacted during the market research process to verify they are able to fulfill the requirement in its entirety.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, the Government will conduct comprehensive market research to determine changes in the market and changes in hand tool technology in order to ensure that all potential sources that meet agency needs are identified. All reasonable efforts will be made to promote full and open competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
