SC Outside Plant (OSP) Fiber Cable Project B1646 to B1107 Fiber Cable Installation Supporting Manhole Duct Bank Repair/Replacement
Q&A Responses F3YCFA0154AW03 DFD
09/03/2020
SC Outside Plant (OSP) Fiber Cable Project
Questions & Answers:
1. Does the owner provided racks have to be grounded? If yes, is there any grounding system in the new racks locations?
ANSWER: Customer owned racks do not have to be bonded by contractor. They are already bonded to earth ground system. This Grounding/Bonding within the scope of work only pertains to newly proposed work that would be installed by a contractor in order to meet the NEC/NFPA DOD-UFC.
2. Who is going to locate and identify the locations and conduits to be repaired?
ANSWER: Contractor of record.
Per Scope of Work- Repair/Replace of all crushed/damaged conduits from the exiting B1646 Data Center to supporting manhole number(s) 1,1A1, 2, 2A, 2A1 at HANSCOM AFB.
a. The contractor will provide, install and replace approximately 500’ of existing conduits that have been damaged/crushed at various locations. The following manholes 1,1A1, 2, 2A, 2A1 duct banks/conduits which provide underground access into B1646 Data Center have been identified for replacement.
b. The contractor will repair or replace by means of a split duct conduit repair system consisting of a SCH 40 - 4” Split Duct and SCH 40 4” couplings. All newly installed conduits will be installed and sealed per manufacture’s recommendations. All marked conduits will be carefully excavated not to disturb or further damage the active fiber optic backbone cabling which resides within them. A representative of Base Communications will be present during excavation for quality, inspection and documentation purposes. The Base Comm technician will be the main SME for damage assessment of all fiber optic cabling. The contractor will be responsible for dig safe permitting, confine space entry, OSHA rules and regulations governing the project. The contractor will ensure that the dig area will be returned to previous condition prior to construction.
3. Is it possible to know how many locations and conduit quantities per locations?
ANSWER: Please define question? What are you speaking of? Where/what location?
Assumption Only: If you are referring to detailed prints of all outside plant infrastructures, manholes, vaults, hand holes individual conduit/ducts and their contents, the answer would be as stated previously.
All of these documents are controlled items. This is why a mandatory site survey by the contractor who is awarded the proposed work. The awardee will be allowed to survey the proposed pathway only at that time.
See question #7.
4. Is there any layout for the locations where the conduits need to be repaired?
ANSWER: Manhole #1 A - feed: has 24 conduits in a standard 6x4 configuration of conduits entering B1646. Manhole #1 B- Feed: has 8 in a standard 4x4 configuration in area of the proposed AOW.
Making the assumption that it at a minimum 30’ depth (below freeze line) or slightly deeper.
We do not have exact GPS or footage measurement indicating X location of proposed/possible damage.
5. Is there any place that requires concrete/asphalt cutting and restoring?
ANSWER: No, not at this time but, it could be determined at a later date that this could involve a small possibility of patching work with i.e. example as hydraulic/waterproofing cement. It is not likely but, unknown. There is always a possibility of the area where the present conduit’s penetration through the foundation of B1646 may have small chips/cracks. The bottom line is that it could be that a very small amount patching may be needed in order to preserve the water/vapor barrier of the building’s integrity.
Again, without a full excavation and complete pre-inspection I would air on the less likely side.
6. Is there any location where conduits are or have to be concrete encased?
ANSWER: No, not that we are aware of at this time. Also, if discovered during the excavation that has been previously unknown damage to the underground, it may be addressed at that time while the area is opened and accessible.
7. Are there any drawings available in this package? Maybe something showing the intended pathway for the fiber between buildings as referenced in the SOW document?
ANSWER: See attached; suggested pathway between buildings B1107-B1646 See Page 4; SOW Mandatory Site Survey: Following contract award, the Contractor will be required to schedule and perform a site survey and route walk thru to confirm the OSP underground duct spacing, manhole availability, pathway confirmation, racking locations, elevations. The Base Communications office will require a minimum of five (5) full business day notice prior to this scheduling of any site surveys/walk thru’ s. The Contractor shall contact the Hanscom Air Force contracting office POC for any scheduling.
Please do not contact the Base Communications Department directly.
8. Is there any Maxcell or fiber in the ducts that needs demoed or replaced?
ANSWER: No, none known at this time.
9. What caused the conduits to collapse?
ANSWER: N/A; Not SOW specific.
10. Per my discussion with Dan Don Doolin today, we are requesting a breakout of just the conduit site plans for only this run. (Showing the manholes and conduit routes only for this project.) We just want to understand the details on the conduit system to provide as accurate and complete a bid as possible.
ANSWER: Same Question as #7. Please see question #7
11. The Suggested list of Materials on page 9 of the SOW under Item 1 lists; “Corning 192EU4…” and the goes on to state “144 fiber”. Please verify the strand count is to be 144, not 192.
ANSWER: The Government is unable to specify a specific/exact part number.
Some suggested part numbers would be i.e. Part Number: 144EU5-T4101D20 - ALTOS® Loose Tube, Gel-Free, Double- Jacket, Single-Armored Cable 144 Fiber count, Single-mode (OS2) or Part Number:
144EUC-T4101D20 - ALTOS® Lite™ Loose Tube, Gel-Free, Single-Jacket, Single Armored Cable, 144 Fiber count, Single-mode (OS2).
12. Also, on page 5, under Section A. it states; “…OSP (Outside Plant) armored indoor/outdoor rated fiber optic cable.” This is different than the “EU4” part number listed. Please verify the part number desired.
(We talked about a 144 strand duct rated cable today which would be the EU4 part number, and I don’t think anyone noted it had to be armored.)
ANSWER: See question #11.
a. Disregard the suggest list materials section pertaining to the typo in entry box one (1).
