STATEMENT OF WORK
INSTALLATION OF NEW ROTARY SCREW AIR COMPRESSOR’S AT SMALL PARTS DEPAINT FACILITY B3705, LOCATED AT TINKER AIR FORCE BASE, OKLAHOMA
18 MARCH 2014
PART 1 - GENERAL REQUIREMENTS
1.0: SCOPE: The work consists of, but is not limited to, furnishing all labor, materials, equipment, and supervision required for the installation of one (1) new Rotary Screw Air Compressor, utilizing outside air, at the Small Parts Depaint Facility, B3705 post G30 located at Tinker Air Force Base, Oklahoma.
1.1 : GOVERNMENT FURNISHED UTILITIES: Water and electricity shall be furnished to the contractor from existing Government systems/outlets at no cost to the contractor. The contractor shall furnish all equipment, material, and labor necessary to obtain the utilities from the existing systems/outlets.
1.2 : WORK HOURS: The hours of work for the installation of the new equipment shall be from 7:00 A.M. to 4:00 P.M. Monday through Friday, excluding federal holidays. No work shall commence without prior coordination with the 76 AMXG/QPE office located at B2121 Perimeter Rd., B2121, Tinker Air Force Base, Oklahoma 73145. (405) 582-4722.
1.3 : BASE ACCESS: Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of the base access permits. The contractor shall obtain base access for his personnel, subcontractors, vehicles and equipment by submitting the following information to the Contracting Officer within five (5) working days prior to commencing work. Contractor requesting base access will be subject to background investigation:

1.4 : HAZARDOUS NOISE: Jet aircraft operating on the runway and/or taxi ways make the contract area a zone of high level noise. The contractor is advised to take the necessary precautions to protect against ear injury while in the area.
1.5 : REGULATIONS AND STANDARDS: The contractor shall comply with all Tinker Air Force Base safety standards and all OSHA standards. Resolution of citations for violations of Occupational Safety, Health Act Safety, and Health Standards is the contractor’s responsibility.
1.6 : ENVIRONMENTAL PROTECTION & SAFETY: The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant Tinker Air Force Base (TAFB) Sup to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”.
1.6A MATERIAL SAFETY DATA SHEET/SAFETY DATA SHEET (MSDS/SDS): The contractor shall not transport or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The contractor shall submit to the buyer/contracting officer (CO) , ten (10) calendar days after contract award date all material safety data sheets (MSDSs) or safety data sheets (SDSs). Contractor shall comply with the effective dates for SDS requirements in accordance with the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The CO will forward all MSDS/SDS submittals to 72 ABW/CEIE for approval. 72 ABW/CEIE will determine any additional material requirements based on the hazard code of the material. Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shall be readily accessible at all times by contractor personnel as well as government employees.
1.6B HAZARDOUS MATERIAL (HAZMAT): The contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32- 7086, “Hazardous Materials Management”. The contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the CO monthly, the last business day of each month, or when the required work is completed. The CO will forward the records to the UEC no later than the 4th day of the following month or the first subsequent business day.
1.6C HAZARDOUS WASTE: The contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The contractor shall notify the CO if the required waste containers are not available on site. The contractor shall label the container with contents. The contractor shall leave the container with 566 AMXS/MXDVAA personnel and they will dispose of it in an appropriate drum.
1.6D DISCHARGES: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer will be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
1.6E OFF-SITE DISCHARGES: For discharges outside of Tinker AFB, the contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The contractor shall provide a letter ten (10) calendar days after contract award date to the buyer/contracting officer (CO) from the POTW that states the POTW is permitted for all pollutants that the contractor may discharge during the contracted service.
1.6F SPILLS: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the contractor shall request Tinker AFB 911. The contractor shall immediately report all environmental violations to the buyer/contracting officer (CO) and unit environmental coordinator (UEC). The contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
Three (3) copies to the CO, one (1) copy for UEC, and one (1) copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards
9.) Actions taken
10.) Organizations contacted
11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
1.6G ENVIRONMENTAL TRAINING: Contractor personnel performing duties in the service of this SOW shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/main.htm and http://www.access-safety.net/EPARCRA (These are examples of companies that offer training to meet RCRA regulation requirements) at the contractor’s expense. Prior to obtaining training, the contractor shall provide the name of the training institution or company and course description to the CO for approval within ten (10) calendar days after contract award date. Once written approval is received from the CO, The contractor shall provide the environmental training certificates for employees performing duties in the service of this SOW to the CO, within thirty (30) calendar days after contract award date. In addition to the required environmental training, contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.
1.6H APPLICABLE REGULATIONS: In order to prevent and to provide for abatement and control of any environmental pollution arising from the work activities of the Contractor and any subcontractor employed by the Contractor in the performance of this contract, they shall comply with the applicable Federal, State, and local laws and regulations concerning environmental; pollution control and abatement in effect on the date of the solicitation.
1.6 I PROTECTION OF LAND RESOURCES: It is intended the land resources within the project boundaries of work performed under this contract be preserved in their present condition or be restored to a condition after completion of work that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the Contractor shall confine activities to areas defined by plans and specifications.
1.7: WELDING PERMITS: The contractor shall obtain a welding permit from the Tinker Air Force Base Fire Department (405) 734-3981 before welding equipment, grinding, use of cutting torch or any spark generating equipment or tool.
1.8: TRASH AND LITTER CONTROL: The Contractor shall develop a strict trash and litter control program. The litter control program shall consist of supplying an adequate number of covered trash and litter receptacles in all appropriate locations. The contractor shall take precautions to prevent Foreign Object Debris (FOD) while working on or around the flight line.
1.9: NO SMOKING POLICY: There is an Air Force Policy of NO SMOKING in any Government vehicle or building in accordance with AFI 40.102. Smoke only at designated areas.

PART 2 – SCOPE OF WORK ROTARY SCREW AIR COMPRESSOR 2.0: 2.0: FIELD VERIFICATION:
The Contractor shall be responsible for field verification of all measurements to ensure proper sizing, formulation and calculations for a complete and usable Rotary Screw Air Compressor delivery system. Compressed air system and installation shall be in compliance with the International Building Code (IBC), Uniform Mechanical Code (UMC) in addition to all other Federal, State, and local codes/regulations.
2.1: ROTARY SCREW AIR COMPRESSOR AND ASSOCIATED EQUIPMENT.
2.1A REMOVAL OF EXISTING EQUIPMENT
Remove existing Kobelco KNW00-D/L air compressor, piping, electrical wiring and associated equipment not needed for new the compressor installation located inside Facility B3705 post G30. After removal, the existing compressor shall be moved to a location approved by 76 AMXG/QPE on Tinker Air Force Base.
2.1B COMPRESSOR:
Furnish and install one (1) new 50 horsepower (HP) Kobelco KNW Series model KNW00 D/H Rotary Screw air compressor or equal that is compatible and will work with existing equipment at B3705 post G30. Compressor shall have an Integrated Drive and a maximum of 162 CFM @ 125 PSIG. Noise shall not be greater than 80 dbA. Compressor shall be suitable for indoor installation and be able to withstand heat of 110 degree Fahrenheit (F) ambient summer temperature at 100% humidity and 30 degree Fahrenheit (F) ambient winter temperatures. In addition, compressor shall be able to withstand blown dust and other small particles without affecting operation. Compressor shall utilize outside air, requiring duct work from compressor to South wall penetrating 20 feet above floor level behind the compressor. All duct work shall remain inside the building; there shall be no duct work outside of building.
2.1C INSTALLATION:
Install new compressor on existing concrete slab where existing Kobelco unit shall be removed. Contractor shall utilize 304 stainless steel, schedule 40, piping as existing, where it must be changed or replaced. Either welded or threaded connections are acceptable. Install duct work to utilize outside air, inside the building, leading from compressor to South wall. Duct work shall require wall penetration of the South wall 20 feet above floor level. All wall penetration shall be sealed and water tight. Contractor shall provide exterior vent cover to prevent particulate and water intrusion. Offloading of new equipment from delivery trucks and placement of new equipment on existing slab shall be the contractor’s responsibility. It shall be the contractor’s responsibility to provide and install all compressed air piping, duct work, electrical panels, wiring and other ancillary equipment to provide a complete and usable turn-key compressed air system to the Air Force.
2.1D TRAINING:
After providing a new complete and usable turn-key Compressed Air System meeting all Air Force requirements, the contractor shall provide all required compressor operations training for two (2) shifts, two (2) days, and 20 Air Force personnel at a date/time that is the most advantageous to 76 AMXG/QPE.
2.1E SUPPORT:
After operations training to Air Force personnel, the contractor shall provide two (2), 10 hour shift startup support during 7 am to 5 pm to ensure the equipment is compatible, usable, operational, installed correctly, and to answer any remaining questions on equipment operations. In addition, Contractor shall provide one (1) year warranty. The warranty shall include transportation for the mechanics, equipment necessary for repair, materials necessary for the repair, and on-site service at no additional cost to the Government for the duration of the one (1) year warranty.
2.1F SUBMITTALS:
1. The contractor shall provide the following submittals to the contracting officer for review/approval by 76 AMXG/QPE Office prior to starting work:
a. Product data/cut sheets for one (1) Rotary Screw Air Compressor.
b. Product data/cut sheets for electrical panels and wire sizes.
c. Product data/cut sheets for compressed air piping and associated equipment.
d. Personnel Training plan for two (2) shifts, two (2) days, and 20 personnel (i.e. use and maintenance but not limited to)
e. Warranty Description
2. The contractor shall provide the following submittals to the Contracting Officer for delivery to 76 AMXG/QPE after the Air Compressor project is complete.
a. Three hard copies or CD ROM of Air Compressor Operations/Maintenance Manuals
b. Three hard copies or CD ROM of Training manuals for user of new system.
2.1G ACCEPTANCE CRITERIA:
a. All submittals in 2.1F are provided.
b. Air compressor is installed, complete and usable turn-key condition.
c. Compressor noise is at or less than 80 dBA.
d. Operates at 30-110 degrees Fahrenheit.
e. Air ducts utilizing outside air is complete
