DEPARTMENT OF THE AIR FORCE
359TH TRAINING SQUADRON
EGLIN AIR FORCE BASE FLORIDA
15 January 2025
MEMORANDUM FOR 82 CONS/PKA
FROM: 359 TRS/CC
SUBJECT: Brand Name Requirement Justification
1. 1. The Wichitech Hot Bonder Units (Part Number F4HB2005) are requested for use in the 2A733 Aircraft Structural Maintenance Course, 2A753 Advanced Composite Repair Course, and 2A753 Metal Bonded Repair Course. This specialized tooling is used for contact curing of aircraft advanced composite repair materials and to perform drying procedures on aircraft panels and assemblies and is currently utilized by a majority of field units in the Air Force accomplishing aircraft structural repairs.
2. Justification for soliciting from a brand name: This unit is the same unit that is currently being used in all three courses. Purchasing these units will ensure that we have the same equipment for standardization of training for all students in our classes. In doing this we ensure having proper spares and replacement components on hand as necessary to keep all of the units functional and minimize or eliminate potential training deficiencies due to non-functional equipment. Units are available from various vendors. The purchase of any other manufacturers equipment will not allow us to maintain standardized training and spares availability.
3. Efforts to Obtain Competition: Similar products are available. However, the products available are not consistent to what is currently being utilized.
4. Steps to preclude future single source awards: All Air Force approved sources will continue to be researched in the future in order to best meet the needs of our students and the needs of the career field.
5. Other Factors: None.
6. Commander’s Determination: The above justification is accurate and complete to the best of my knowledge and belief. I have determined, that the circumstances of this purchase deem only a brand name product is acceptable.
