About this file

This document is a comprehensive Questions and Answers (Q&A) file for a Department of the Air Force solicitation (F3ST704296A001) for a Husterhoehe Warehouse Outside Plant Fiber Optics Cable Installation project. The Q&A covers 36 detailed technical inquiries addressing critical project specifications, including contractor responsibilities for grounding wall racks, power feeds, conduit sizes (4-inch required), handhole dimensions, cable laying methods, storage availability, and specific site conditions. Key technical details include requirements for wall-mounted network cabinets (19" wide, 10 RUs, minimum 1000mm depth), maintenance loop placements, cable tray usage, and safety considerations around existing power infrastructure between warehouses.

The solicitation involves fiber optic cable installation with specific technical parameters, such as LC-Duplex/UPC connector requirements, cable routing avoiding live power areas, and precise specifications for handholes (minimum 36" x 60" x 36" with load ratings varying from 5,000 to 20,000+ lbs depending on area). The project timeline indicates multiple due date extensions, with the most recent extension moving the submission deadline to 15 August 2025 at 3pm CEST. Contractors are required to explain any proposed ambiguities or innovations in their submissions, and the government will review CPARS (Contractor Performance Assessment Reporting System) as part of the evaluation process.

# Question Answer

What welfare facilities will be available to our team on site? Should we provision for mess and toilet container?

Toilet facilities available. No food services on post.

2 Will the contractor be responsible for grounding each new wall rack? Or will the customer be responsible for this?

The contractor will be responsible for grounding each new wall rack. See SOW Para 2.2.1.9

3 Will the contractor be responsible for power feeds for new racks? Or will the customer be responsible for this? The Government will be responsible for power feeds for new racks. (CE) 4 Just want to confirm that for new pathway in PWS 2.2.2.1.2 will need to be 4” and NOT 2” diameter conduit 4 inch conduit (duct) required.

5 For PPQs, is it acceptable to provide previously filled out PPQs from customers? No as third-parties are required to submit them to the listed 700 CONS' POCs 6 In lieu of a PPQ, are we able to provide a CPARS for a project? No; however, the Govt will still check CPARS (reference solicitation) 7 Please provide a picture of the inside of an existing manhole (new and old) Figure 1.1 - 1.3 8 Could you confirm whether 1 or two (2) duct banks are needed? Table in paragraph 2.2.2.1.2 (page 11) indicates a quantity of 2.

1 duct (conduit) bank consisting of 2 ducts (conduits)

9 Do you have a required size and load rating for the handholes (HH)? Specifically, would a depth of 36 inches be sufficient (HH depth will determine digging depth).

The size should be at least 36" x 60" x 36" (L x W x D). For a light-duty area, minimum load is 5,000 lbs, medium-duty area 15, 000 lbs, and heavy -duty area 20,000+ lbs. A depth of 36" would be suffcient.

10 Do materials need to be BAA-compliant? No IAW FAR 25.1101(a)(1) 11 What is the authority that gives a permit for drilling under the public road (Massachusetts Ave; where a high voltage cable appears to be buried)?

BIMA CE real property has contacted BIMA and relayed to that they are okay with the road crossing. They just require notification of when this will be accomplished.

12 Will storage be available on site for the contractor? Yes, outside storage only in parking lot areas. Location to be determined.

13 What condition are the existing pathways? The existing pathways are in good condition as verified by a recent survey performed by our cable maintenance work center and by the EIS squadron during a recent installation that used the same manhole duct system we are proposing for this contract.

14 For manhole 1, can you please provide a picture for where the fiber is terminated (Bldg 4101)? Figure 2.1 - 2.2 15 Is there a ceiling cable access point for Bldg 4101? Can you please a picture? Figure 3.1 - 3.3

Currently there is no ceiling access point for cables. However, there is a CE workorder to accomplish.

16 Can you please provide a picture of the duct for Bldg 4101 and the survey? Figure 3.1 - 3.3 17 Can you please provide a picture of the racks for Bldg 4101? Will provide photos of equipment racks in 4101.

18 Can you please provide pictures of all the warehouses with the electrical boxes (including power supply, cabinet, distribution panel)?

Figure 4.1 - 4.13

19 Can you please provide a picture of the manhole bolts so we can identify the specific tooling required? Figure 5.1 Size of bolt: approximately 1.5 centimeters Recommended tool: 12-point socket (13/16 inch or 20mm)

20 Does the Govt require 5 in PVC? Can the Govt update the SOW? No. only 4 inch. See SOW Para. 2.2.1.10.

21 Work does not involve manhole 9 correct? Manhole 9 is not involved.

22 Can you please provide the utility information near the warehouses? Figure 6.1 and document 1.1 23 Does the Govt desire that we avoid the parkig lot for handholes? Can the Govt update the SOW? Rerouting is possible (best route). See Para.5 Project Drawing 24 Does the Govt desire a walll box for the cables? How big must the wall box be? What is the splice requirement?

Can the Govt update the SOW?

Wall Mounted Network Cabinets 19" wide (lockable) Height: 10 RUs, Width: 19 inches, Depth: Minimum 1000mm (1200mm minimum depth is required for this project) Reference TIG Paragraph 14.3.1 A Fiber Optic Distribution Panel for OSP FOC termination shall be populated for maximum density utilizing LC-Duplex/UPC type connectors See SOW para 2.2.1.12

25 For the wall boxes, does the Govt desire the points of entry to be near the cooper? Can the Govt update the

SOW?

Reference TIG Para 5.2.1 - Network cabinets 19" Top roof: Two lateral brush strips for cable entry.

Points of cable entry should be from the top of the rack.

26 What are the duct sizes? 4 inch conduit (duct) required.

27 Will the contractor use the outside power box near the warehouse entrance? Power box near warehouse compound entrance is not required for this project.

28 Can you please provide a picture for all handhole insides? Figure 7.1 - 7.2 29 For the renovated warehouse, does the Govt desire a specific entrance location? Can you provide a picture of the external wall near the communication room?

See figure 4.8 Currently there is no ceiling access point for cables. However, there is a CE workorder to accomplish.

30 What handholes are intended to power what specific warehouses? Warehouses are expected to get network connection from the nearest handhole in which cable runs break off from the main run while avoiding safety concerns such as live power cables in the area (see SOW Para 5. Project Drawing).

31 Please provide the safest way for power for Bldgs 8 and 9. Can the Govt update the SOW? Warehouse 9 is not required for this project. Contracted organization will need to establish cable runs avoiding the area in the middle of warehouses 3, 4, 7, & 8 as live power cables originate from the substation between warehouses 3 & 4.

32 Where are maintenance loops required? Reference TIG Para 15.11 - Fiber Optic Cable Maintenance Loop Maintenance loops will be at the first manhole from the building, each splice point manhole location, and in every third manhole in the run.

33 Does the Govt require cable hooks rather than a tray? Cable Trays 34 Please provide a picture for any outdoor cables that will affect this project. Power cables running from the substation originating between warehouses 3 & 4 present a safety risk. CE will mark electrical able path during the digging permit process. Recommend contractor avoid running cable in this area.

35 Will the Govt require the vendor to explain any ambiguities/innovations proposed in their proposal? Yes, vendors must provide this information with their quote 36 What is the Govt's desired method for cable laying? Can the Govt update the SOW? Cable Trays
