About this file
This is a Request for Information (RFI) log tracking questions and answers related to a fire suppression service contract at Scott AFB. The log contains 12 answered RFIs submitted between January 6-13, 2025, with responses provided by January 14-15, 2025.
Key clarifications from the RFIs include: there are 44 total fire suppression systems across 30 buildings (26 systems in 12 commercial cooking facilities and 18 systems in non-commercial facilities); system types include 23 Ansul systems, 3 Pyro Chem systems, 17 Guardian III non-commercial systems, and 1 Accurex non-commercial system. The previous incumbent was Johnson Control, whose contract ended in December 2024, with inspections lapsing in December 2024 and January 2025. The RFQ due date was extended to January 24, 2025. Notable changes from the previous contract include removal of buildings 150, 517, 1600, and 3600, and updated NFPA requirements. The previous contract experienced de-obligations due to firm fixed pricing structure, which has been modified in the new solicitation.

| 4 | 7-Jan-25 | 7-Jan-25 | I have researched and learned that the incumbent was awarded the contract in 2020 with a 4-year option, but several dollars were de-obligated for 3 years. Please offer comments about the de-obligation? | several dollars were de-obligated for 3 years because the prior contract used firm fixed price line items instead of time and materials items. Therefore, the government used to try to estimate reimbursable parts, labor hours, and how many overcharged damaged nitrogen cylinders would be replaced. We no longer do our pricing arrangements this way because estimating these amounts always cause de-obligations. Otherwise, up until Option Year 3 of the contract, the contract moved smoothly with both the wet chemical and commercial facilities | 14-Jan-25 | |
