About this file

This document is a Statement of Objectives (SOO) and technical specification for a Mobile Asphalt Batch Plant required by the U.S. Air Force. The equipment is an asphalt mixing plant used to produce Hot Mix Asphalt (HMA) for road paving, specified as brand DMI Asphalt Equipment or equivalent.

The plant must be a portable type with modular structure design and transport frame chassis, capable of installation and self-erection within four hours. Output capacity must range from 140-160 metric tons per hour at 3% aggregate moisture, with Reclaimed Asphalt Pavement (RAP) mixing capability of 30%-50%. The system comprises two chassis: Chassis One contains four independent feed hoppers, dryer, and automatic burner; Chassis Two carries the vertical elevator, screening, weighing and mixing tower, control cabin, primary cyclones, and secondary bag filter. Key specifications include a 25,000-gallon asphalt cement storage tank, 180 ton/hour elevator capacity, 160 ton/hour dryer capacity with counter-flow design, four aggregate bins plus three RAP bins, 50-ton hot storage capacity, and comprehensive control systems with HVAC-equipped operator stations. Safety requirements include minimum 12 quartz halogen flood lights (2000 lumens each) with red-light night operation capability, eight tie-down locations per side per ATTLA certification, and slip-resistant access platforms. The equipment must feature military-grade rustproofing compliant with MIL-PRF-16173 Grade 4 and MIL-C-83933, with minimum five-year corrosion protection life expectancy, welding per AWS standards, and complete surface preparation and cleaning. Contractor deliverables include a five-year warranty plan, initial 40-hour operator and maintenance training on-site, two complete sets of operators/parts/service manuals with diagnostic troubleshooting software compatible with Windows 10 (64-bit), consumable parts for 100,000-ton production, 24-month warranty service with all software updates, 24/7 technical support, and military data plates with specified nomenclature and vehicle information.
