Solicitation Number F3QCCM7348A101 - BEQ Golf Cart Purchase
RFI #1 – Received 14 May 2018
1. Question: A request for clarification about the type of delivery required:
a. OPTION AA: Vehicles are FULLY Assembled, Drivable, Tested and Handed-Over is arranged upon delivery inspection, which is conducted jointly by Contractor and the Client, and once approved, we will receive and a “Delivery Receipt Voucher” for each shipment. This Option is EXPENSIVE, Moreover, shipment of these vehicles will become Hazardous, as Cars will have Petrol or remains off in Petrol Tank.
b. OPTION BB: Vehicles are Partially Assembled, and Pre-Delivery inspection will be conducted jointly by Contractor and the Client, against the BOQ model/part number/description of each item PER CONTAINER at the Factory Warehouse in Augusta. These Traction Units and Accessories in Cartons or Boxes, are then shipped and delivered to the Final Destination by the Client. Upon arrival of Containers on SITE, and unloaded by the Client, Contractor will then send Technician Teams to Assemble, with PDI on Site. Once finalized, they will arrange Testing/Hand-Over and Training on Operation and Maintenance of Client Operators on Site.
This Option is much less Expensive in in Cost of Items, and Shipping (for example one 40’ HC decked containers, will take 10-14 Utility vehicles of dis-assembled cars, WHEREAS a 40’ container with no decking will take only 4 cars)
RESPONSE: All of the golf carts Robins AFB has ever received were delivered as described in option AA. The carts do not have to be full of fuel-just enough to ensure they will start. The Government has never had an issue with hazardous materials when transporting these types of vehicles before.
