QUESTIONS AND ANSWERS
NON-BULK GAS PURCHASE AND CYLINDER RENTAL
SOLICITATION F3QCCM6138A001
Q: First issue is determining true cylinder size needed. CLIN 0006-0013 refer to either 1A or 1B in the description which may indicate a steel “T” or a steel “K” size but this needs confirmation.
The rest of the line items don’t even list what cylinder size is needed. Cylinder size is instrumental when determining costs in our industry. Die to the various “slang or lingo” used in naming various sizes it’s best if SCF or other measurements are used when requesting a tank.
A: We need standards certified to ppm content of given gases. We likely need at least 29 SCF
(which is on the new purchase description dated 11 May 2017). We really don’t care how big the cylinders are as long as we get at least 29 SCF. A copy of the purchase description is attached for your information.
Q: Second issue is with incomplete compounds for Mixtures. CLIN 0018 – CLIN 0021 simply refer to “Various Freon’s” and “Various Solvents”. Freon’s refer to refrigerants manufactured by DuPont. Solvents usually refer to low vapor pressure volatile organic compounds. We have an inventory of more than 100 refrigerants and solvents but, without knowing which ones and the combinations required in each mix I can’t start to evaluate the mix for safety and feasibility.
Some of these mixes may require specially treated aluminum, cylinders for stability. Also, some of the mixes say that the concentrations may be adjusted at their discretion. I would need at least a range of anticipated concentrations to evaluate the mix and give a firm price that covers the range.
A: The 11 May 2017 purchase description also addresses the component and concentration issues on “various Freon’s and solvents”, listing them out. Our biggest concerns are getting the mixtures/concentrations we want and that they can test and certify that the concentrations are accurate, and provide a certificate stating such for traceability.
Q: We could resolve all of these issues with a site visit to the locations using/receiving the cylinders.
A: This is a new requirement, so there is no existing data/information.
